CITY of ANDOVER
SPECIAL CITY COUNCIL MEETING _ APRIL 21, 1977
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Jerry Windschitl on April 21, 1977, 7:30 p, M, at the Andover City Hall for
the purpose of developing job descriptions for the Andover Special and
Standing Committees.
Councilpersons present: Lachinski, Orttel, McClure, VanderLaan
Councilpersons absent : None
Also present: City Clerk, P.K. Lindquist, and interested persons,
Standing Committees:_ Suggested duties and assignments
Finance Committee
It was noted that the duties of this Committee are set forth in Ordinance 25B.
Under the realm of duties listed therein, the following are included:
l. Review of the adopted assessment policy as to adjustments
in charges to those properties where the location of the
laterals cause an increased cost in connection, such as
the case of a corner lot in which the lateral ends at a
corner thus necessitating the owner to run the connecting
lines from the corner rather than the shortest distance as
is done with interior lots.
2. Request proposals from accounting firms to prepare the
required 1977 Annual Audit,
3. Review the proposed budget prior to presentation to the
City Council
4, City License costs and coverages.
Personnel Committee
The duties of this Committee are covered in Ordinance No. 25, Included
in said'duties are the following:

I l. Review of Contracts with consultants, police, attorney, etc.
2. Review and report with recommendations on the job re-assignments
proposed by James Thurston and David Clough, (Mayor Windschitl
noted that this should be the first order of busines s; and that he
had a report forthcoming covering his thoughts on the matter. )
3, Review the possibility of providing the City employees w j;h a
"Salary Continuation Plan ",
4. Review for the establishment of a policy on employees attendance
at Kational Seminars, i,e" International Building Officials
Conference, International Clerks and Finance Officers Seminar,
5. Recommendations for an employee review program,

Special Committees _ Suggested duties and assignments
Fire Protection Committee
The responsibility of this Committee is to study the merits and costs of
:fire protection, including, but not limited to the following:
l. Existing System - Contractural w/City of Anoka
2. Other Contractural Relationships - Public /Private
3. Establishment of an Andover Volunteer Department
Under each of the above methods of protection, the following specific
information shall be presented:
l. Response Time - maps, charts, etc.
2, Cost - contract/insurance/subsidies, etc,
3. Benefits
4, Limitations
5. Other considerations
The above shall be an analysis on the basis of a 5-Year Plan, with the
report completed and to the City Council prior to December 1, 1977,
In addition, a recommended budget for 1978 shall be furnished as an
interim report by September 1, 1977,
Road Improvements Committee
The responsibility of this Committee shall be the establishment of a short
and long range plan for the upgrading and maintenance of the City street
system, including, but not limited to the following:
l. Inventory of streets - type, condition, etc,
2. Inventory of existing problems
3, Establishment of priorities and costs to resolve maintenance
problems.
4, Review of the "Thoroughfare Plan"; and methods of upgrading
proposed thoroughfares, Items to be considered as follows:
a. Assessments
b. Assessment Credits
c. MSAH Funds
d. General Levy
5. Review the existing snow-plowing arrangement as to pattern, etc,
6. Review of the MSAH System
7, Development of a Funding Policy for the maintenance and
improvement of City streets.
8, Hear preliminary requests for road improvements
9, Study the merits and costs of the following:
a, Existing Methods of Maintenance
b. Other Contractural Relationships - Public/Private
c. Establishment of an Andover Maintenance Department

Fire Protection Committee (continued)
Under each of the above methods of street maintenance,
the following specific information shall be presented:
1) Benefits
2) Limitations
3) Service
The above shall be an analysis on the basis of a 5- Year
Capital Improvement Program for maintenance and improvements,
with the report completed and to the City Council prior to
December 1, 1977. In addition, a recommended budget for
1978 shall be furnished as an interim report prior to
September 1, 1977,
Historical Committee
This Committee would make recommendations to the City Council for the
development and preservation of historical sites and items within the
City of Andover; including, but not limited to the following:
1. Andover Schoolhouse - Andover Boulevard
a, Development plan for use, restoration,
securing of, and acquisition of the original contents,
2, Staples Cemetary
a. Coordinate with the Anoka County Historical
Society in the restoration and preservation of
this historical landmark.
Other duties shall consist of the following:
1. Investigation and determination of other sites or items,
2. Research and review the resources for grant monies,
3. Investigate and determine the feasibility of writing the
history of Andover,

Crime Prevention Committee
This Cbmmittee shall review and make recommendations on all matters
which affect public safety, including, but not limited to the following:
1. City Firearms Ordinance
2. Traffic controls and stop signs
3. Report zoning violations
The above shall be an analysis on the basis of a 5 - Year Plan, with the
report completed and to the City Council prior to December 1, 1977,
In addition, a recommended budget for 1978 shall be furnished as
an interim report.

Resident Communication Committee
This Committee would develop methods of communicating the important
information to City residents, including, but not limited to the following:
l. Newsletter
a. Solicit input from residents
b. More frequent distribution/ cost_ breakdown
c, Methods of distribution / cost breakdown
2, Radio
a, Additional broadcasts
3. Newspaper
a, Gathering of information
b. Preparation of materials
4, Developing a program of presentation over a period of time
for items such as policy decisions (road standards, assessment
policy, etc,)
The above shall be an analysis on the basis of a 5-Year Plan with associated
costs; the report shall be completed and to the City Council prior to
December 1, 1977. In addition, a recommended budget for 1978 shall be
furnished as an interim report by September 1, 1977,
Capital Improvements Committee
This Committee shall have responsibility for working with the Planning/ Zoning
Commission and the City Council for the development of a 5- Year Capital
Improvement Program, review proposed Capital Improvement expenditures,
review proposed commercial development within the City; and in general,
be an important advisory to the City on land use planning.
The Clerk was directed to contact Metropolitan Council to set a date for a
Capital I Improvement Plan training session for the Committee and other
interested residents; and to request copies of various informational-type
booklet~ and pamphlets for all the Committee Members,

The City Clerk was directed to place "Appointment of Fire Protection Committee
Member to the Capital Improvements Committee" on the May 3, 1977 Agenda.
