The Reglli~r Bi-Monthly Heeting of the Andover City COlIDCil was called to order by

1685 Crosstrn>n Boulevard N. W., Anoka, Minnesota, ~ayor Windschitl and Council-
persons Orttel and Lachinski were sworn into office by Attorney Hawkins,
Council persons present: Lachinski, Orttel, VanderLaan
Councilpersons absent: None

Mayor Windschit proposed one change, in Section 4a 1, to add after the call to order
a 15 minute per~od which ",ould allow resident J'orum, Other suggestions ,,,ere; delete
Canital Improve.ent Committee, restrict agenda items to those received by the Council
nrior to the mikting. Councilperson VanderLaan suggested setting up the Rules
Committee to m e suggestions on changes, This would be handled lD1der Item 30 of
this agenda.

Assignment of Committee Duties to Councilperson/Special Committee Appointments
~fayor Windschitl lvould like to withhold making any committee appointment until a
couple of meetings have been held. Hayor I~indschitl nominated the follolving to the
Rules Committee: Chairman, Ken Orttel, and Ted Lachinski to serve with him,
Vote: Yes; Windschi tl, Lachinski, Orttel - Present; VanderLaan. \btion carried.
It was felt that the other special committee members should not be appointed until
there was afulI council. The committee remaining to be formed are as follows:
Capi tal Improvements Advisory Committee, Crime Prevention Comittee, Historical
Committee, Road Improvements Committee, Fire Protection, and Resident Communications
Cmmni ttee, Carryover Commi ttees : Bi-Centennial Committee, PlruL~ing and Zoning
Commission and Park and Pecreation Commission,

approve the follm~ing bonds (Resolution R4-7, attached): Clerk Treasurer Position,
$25,000, rene1~al date January 10, 1977. Asses~or, $500, effective to July 1, 1978.
Deputy A~sessor, $500, effective to December 1, 1978, Employee Blanket, ~20,000,

Resolution (R5-17, attached) that the City Council, City of Andover has received and
accepted the refignation of .~1Vindschitl for the position of Councilperson and
that a vacancy m~ exists in that position, Carried unaniJTIously,

it run this week, stating that the interviews will be held .January 17. Closing date

of C'ouncilpersbn in the City of Andover, to he printed durinC( the week ending January
8 and January II' in the Anoka County Union and Shopper, cutoff of applications to be

Set flearing Dat /Street Improvement/Sanitary Sewer Improvements
Feasihility stuàies performed by the Engineering Firm and fees charged for these
studies were discussed, Attornev Hawkins stated that he is not a1~are of any 1m" cost
and high cost feasibility study and feels the Engineers from TKD!I. have a cost and
quality as good ~~ or better than the other cities he is familiar with,

'OTION by VanderLaan, Seconded by Windschitl, that the City Staff prepare a
Resolution (R6-7, attached) noting that a netition has been received on street
improvenents in Section 33, T32, R24 and '11/2 of S34, T32, R24; and direct the City
Engineer to prepare a feasibility report to be presented to the Cotmcil on or before
January 18, 1977.
COtmcilperson Lalinski would like to offer an Amendment to include the residents
affected at the meeting, but does not feel the time frame will allow it, Possihly
a newspaper notification that the feasibility study 1vas ordered could be included
when the meeting agenda is published.

Resolution (R7~7, attached) noting that a petition has been received on sewer and
water improvements on properties abutting Btmker Lake Blvd, and Rotmd Lake Blvd,
in '11/2 of S32; R32, R24, and the NE 1/4 of ~~ 1/4 of S32, R32, R24j and direct the
City Engineer to prepare a feasibility report to be nrepsented to the City Cotmcil

The former cha rperson of this committee resigned and former Hayor Schneider has
volunteered to take over this committee so the work can be comryleted,

Cotmtry Estate - Preliminary Plat
It was deterniAed through discussion that it would not be necessary to refer this
plat back to the Park Board,

Aadltlon, contJngent upon receipt of revised Preliminary Plat with tec~ical revisions
suggested by the Engineer in his letter of November 30, 1976, and also contingent on
money in lieu 9f land for nark dedication, Also inclllde r~tionale as suhmitted by the
P & Z COmmiss~n on December 15, 1976 from the meeting held December 14, 1976,

Hayor Windschi~ had done some research of the Ordinances and asked for an interpre-
tation from At orney Hmvkins, Attorney Hawkins had not realized there was a conflict

~layor Windschitl stated that a favorable recc.mmendation has been received from the
P & Z Commission,
Vern Ohman, 18420 Rum River Blvd, - The Assemb~ie~J>~~ would have no objection
to the poss1.b1.l1ty of havmg a road put in aíö ¡ttliev -line of this property,
which would be 135th, lie does feel the flow of traffic would be no problem as it
would be going onto a County Road,

ColDlcilperson VanderLaan SUggi~~ that possibly 1 study could be secured on the
traffic patterns and parking nVthis structure would be built to help determine
feasibili ty. Attorney Hawkins suggested that one of the City Planners could be used
if it is felt necessary, Possibility of service road was discussed, Attorney
Hawkins stated that we have no authority to require dedication of property at the
time a Special Use Permit is issued,

MOTION by Lachinski, Seconded by Orttel, to grant the Special Use Permit for the
Assemblies of God Omrch on the property (same legal description as in P & z
recommendation, if correct) and also that this project should have no adverse
affect on the ~urrounding property or scenic value and is in harmony with the
general purpose and intent of the City of Andover Ordinances and would be subject
to the~dicat'ion of right-of-way and construction of the extension of the service
road ( -'''-~'~~~) at the owners expense, Vote: Yes; Windschitl, Lachinski,
Orttel - No; anderLaan, as she does not feel the Council has sufficiently solved
the effect of ~raffic conditions in the entire neighborhood and thereby the criteria
for granting of Special Use Permits, 5,03, Section B has not been met much to the detriment
of both the aPrlicants and the City.

Counc1.l, City pf Andover, to attend the conference sponsored by the Government
Training Service, Saturday, January 29, 1977, The fee for the conference is $30
per person, Carried unanimously.
Recording Secr~tary Appointment
City Council h~d copy of one application for this position, however, it ,~as deter-
mined that this position should be advertized for at least one week and other
applicants interviewed.

accept the reslgnation from the position of Recording Secretary, from Marilyn Webster
and that the City thanks her for satisfactory service and contribution to the efficient
operation of the City during her employment, Carried unanimously,

Councilperson VanderLaan suggested that the application that they have nOlv, which
has been recommended by Staff, be accepted,
MJTlON by Orttel, Seconded by Windschitl, that the City Council direct the City
Clerk to advertize in the official newspaper for the position of Recording Secretary
with the salary as noted in the 12-23-76 memo from p, K, Lindquist, Vote: Yes;
Windschitl, Lachinski, Orttel - No; VanderLaan, Clerk has forwarded a recommendation
based on interview regarding employment of qualified person, essentially asking her to
do this over again.
Mayor Windschitl suggested that P & Z members be interviewed on l>Ionday, January 10,

interviews on l>Ionday, January 10, 1977 to begin at 7:30 p,m.

V1ew sChedule for the City Council to hold Planning and Zoning Cœunission interviews
on Monday, January 10,1977, to begin at 7:30 p,m, The City Council has extended the
time for presentation of resumes for the Planning and Zoning Commission to Friday,
January 7, 1977, 12 noon, Carried unanimously.
Cost of LiVingl Increases
Through discusbion it was detennined that this percentage increase is across the
board figured fn an average, to be fair to all individuals.
mTlON by VanderLaan, Seconded by Windschitl, that a 220t per hour per employee
cost of living! increase be approved by the City Council. Note that it is represented
in the 1977 budget, having been approved by the fonner City Council. Yes; Windschitl,
Orttel, Vandertaan - No; Lachinski.
Fire Protection Contract
/.UI'ION by Vand~rLaan, Seconded by Orttel, that the City Council authorize the City
Clerk and the Mayor to execute the contract with the City of Anoka for Fire Protection
for the calendhr year 1977, Carried unanimously.
Additional Mee~ing
mTlON by Lachlnski, that the City Council hold a special meeting on January 11, to
d1SCUSS plans and goals forthe coming year, Councilperson VanderLaan would not be able
to attend, ¡"Iohon withdrawn, It was decided to try to use part of the January 10 and
part of the January 17 meetings to discuss the plans and goals.

Approval of Claims
The Park Recreation Commission (Hockey Association) is asking that an additional
$300 be approved for the warning house project, Park Recreation Commission should
have the final responsibility to see that the project is completed properly,
~urION Orttel, Seconded by Lachinski, to approve the claim for $300 for completion
of the wanning house building. Carried unanimously,
