Hayor ~ r:indschitl on February 1, 1977, 7:34 p,m" at the Andover City Hall,
1685 Cro~stown Boulevard H'.'¡', Anoka, Hinnesota.

Residents Foreum: Procedure for the ~eGidents Foreum was outlined by l~yor ~indschitl.
Ed Bayers, 151st Avenue - Has hac! a dOG kennel for the past 1:2 years, The Board
issued hiM a kennel license, renewable every year. ~ow individual dog licenses are
required, due in ¡lay of odd years, Since Andover beca~e a City there has been no
enforce~ent of the individual doS license ordinance, and individual licenses for
1976 had been waived because of the discussion of this ordinance. He felt it "lias
u~fair to pay i~dividual dog licenses for his 24-30 dogs now and then renew them
again in Hay. (Our Ordinance also requires a veterinary certificate for rabies, and
Hr. Bayers inoculates his dogs hir.!self. Individual licenses under the Ordinance had
never been enforced until last year, This item and the Ordinance dealin~ with this
will be put on the agenda for the second meeting in February,)
Dick Schneider,l 1343 Andover 31vd, :1'.'1 - ':!ould like to ¡mow what we can do about the
SAC charse in the rural area where sewer and water won't come through for 25 years.
(now that the I1etro Sa!litary Sewer has been established in Andover, it is just a

matter of waiting for public hearings for all communities in the same predicament
to make that c~n~e. Dick waS asked to write down all the contacts he's rr.ade in the
past t\'lO years and as much information as he knows about it, and Hr. Kasma was
asked to contact the people at the Metropolitan ~aste Control to find out if they're
willing to proceed with anything on this,

Anoka Countv Health Depart~ent

Byron Laher addressed the Council explaining that the Health Department is required
by statute to be involved in lonc;-term planning, particularly for human service
,
needs. He is going to elected officials of the cOM!Junities and asking them what
are the hu~an skrvices needs of our residents, who responds to these needs, what
agencies, organizations, or individuals are presently responding to these needs,
,
and what agencies, organizations or individuals could better able to respond to
these needs, The City Cou~cil was asked for inuut for this plannin~,

Soil Tests/Prairie Road
~ngineer KaSMa reviewed the January 26 letter sent to the City Council that soil
borings should be done at 3 locations at an estimated cost of ~1,800, which is
reir.¡bursable by the Hinnesota Highway Departr:¡ent.

Reco~mendation from the PlanninG Ca~missian to dispose of the ite!:l. There is no
need for any action because it is already zoned R-l.
Sand Sale/1975-1 Definitive Bonds
Robert ~~lscher of Springsted, Inc., reviewed the schedule of reJayments of the
initial sanitary sewer project. It was pointed out that the original bond issue
shown included the ~l06,OOO star!:! drainage plan and the aerial Eapping that were
designed to be paid for by the City in total. An a~ortization schedule is needed
for the principQl less this )106,000 and another aMortization schedule for the
~lO6,OOO. 1
