HomeMy WebLinkAboutBOR May 26, 1977 CITY of ANDOVER A CONTINUATION OF THE BOA.I1D OF REVIEW - MAY 26, 1977 MINUTES The Continuation of the Regular Board of Review of May 18, 1977, was called to order by Mayor Jerry Windschitl on May 27, 1977, 7:00 p,m" at the Andover City Hall, 1685 Crosstown Boulevard. my, Anoka, Minnesota, Councilpersons present: Lachinski, Orttel, VanderLaan Councilpersons absent: McClure Also present: City Assessor, James Thurston; County Assessor, Lucius John~on; and Mrs, Lowell Jensen Mr, Thurston explained his findings and his reasons for the property value decreases on the five properties involved: Elmer Hedden, Plat 65905. Parcel 100 - There was a discrepancy between the records and the actual size of his garage. Also, the City Assessor believed the class- ification of the house was too high, Therefore, he recommended decreasing the value by $2,951, Clinton Eæickson, Plat 65927, Parcel 8050 - There was an error in the records concerning this unbuildable lot with no access, Mr. Thurston recommended decreasing the value by $2,690, Richard Dorsey, Plat 67500, Parcel 1256 - The records showed the house was valued on the entire building being on a basement and that that entire basement was finished, In actuality, a portion of the house is on a crawlspace and a portion of the basement, the laundry area, is not finished, He recommended a decrease in value of ~2,630, Lowell Jensen, Plat 65907, Parcel 9290 - There was a major discrepancy between the records and what was actually in the duplex, Part of the building is far from completed, a portion of it is in various stages of completion, and another portion is completed, Mr, Thurston recommended a decrease in value of ~18,422, This brings the market value more in line with the VA appraisal done in late 1976, I His house was oversized by 1/3 in square Michael Kaess, Plat 66045, Parcel 700 - footage and I there was also a discrepancy in the measuring of the overhang, Mr. Thurston explained that Mr, Kaess still was not satisfie~ as he felt that since the area was reduced by 1/3, his value should also be reduced by 1/3, Another , objection Mr, Kaess expressed to Mr, Thurston was that other homes in the area that are identical to his are paying less taxes. Because this relates to this year's taxes, it is something that cannot be dealt with, Mr, Thurston recommended , a decrease of $7,358, I MOTION by VanderLaan, Seconded by Orttel, that the City Council accept the following corrected values ¡Of the 1977 Assessment based on a recommendation by the City Assessor: First parcel, property owner Elmer Hedden; Plat and Parcel Number 65906-100; Decrease in Value, $2,951; for a total Estimated Market Value of $37,410, This is reflected in a breakdown 01 Land value, $5,500, and Building Value of $31,910, Continuation of the Regular Board of Review May 26, 1977 - Hinutes Page 2 (Motion by VanderLaan, Continued) Second ~arcel, property owner Clinton Erickson; Plat and Parcel Number 65927-8050; Decrease in Value, $2,690; for a total Estimated Market Value of $250, reflected simply in a Land value of $250, Third parcel, property owner Richard Dorsey; Plat and Parcel Number 67500-1256; Decrease in Value, $2,630; for a total Estimated Market Value of $39,350; reflected in the following amounts: Land, $5,187; Building, $34,163, Fourth property owner, Lowell Jensen; Plat and Parcel Number 65907-9290; Decrease in Value, $18,422; for a total Estimated Market Value, $50,170; reflected in the following amoun ts : Land, $4,800; Building, $45,37~, Fifth property own~, Hichael Kaessj Plat and Parcel Number 66045-700; Decrease in Value of $7,358; for a total Estimated Market Value, $36,560; reflected in the following amounts: Land, $3,400; Building, $33,160, Motion carried unanimously, MOTION by VanderLaan, Seconded by Lachinski, to close the 1977 Board of Review, Motion carried unanimously, Board of Review adjourned at 7:20 p,m, Respectfully submitted, '~~ ~t~~ Marcella A, Peach Recording Secretary 1/ )17
