SPECIAL CITY COUNCIL MEETING - MARCH 4, 1976
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Richard J. Schneider, March 4, 1976, 7:30 P.M., at the Andover City Hall
for the purpose of interviewing applicants for positions on the Planning and
Zoning Commission.
Councilpersons present: Holasek, Rither, VanderLaan, Wind s chit!
Councilpersons absent : None
Also present: City Clerk, P.K. Lindquist
The following persons were scheduled for interviews beginning at 7:30 P.M.,
and allowing 15 minutes per interview:
Marvin Christenson Michael Knight Kenneth Orttel
Donald Jacobson T.M. Lachinski Larry Retzlaff
Rodney B. Johns on Arleane Nehring Glen Rogers
Ralph F. Kishel
Mrs. Nehring and Mr. Lachinski were unable to attend. All others appeared
at scheduled times and were asked the following questions by members of the
City Council:
1. Have you read and become familiar with City of Andover Ordinances?
2. What are the duties of the Planning and Zoning Commis sion ?
3. What is the purpose of the Community Development Plan?
4. What is the purpose of Ordinance No. 10?
5. Based on what you know about the past history of Andover, and
its present condition, what programs, if any, in terms of community
development or refinement, should be initiated for the residents of
,
Andover?
6. What ¡dO you feel is Andover's responsibility to neighboring communities?
7. What is the purpose of Ordinance No.8?
8. In handling a particular situation such as rezoning, special use permit,
or va~iance request, what criteria would be used in order to arrive at a
9. rec01mendation which would ultimately be acted upon by the City Counc il'l
What Irole should the City of Andover play in the implementation of the
Metropolitan Council Regional Development Plan?
10. As thf City of Andover grows, the Planning and Zoning Commission will
be required to devote an increasing amount of time to the development of
affair;s of the City. With this in mind, would you be able to devote a
minimum of one meeting night per week, and would you also have additional
time ~vailable during other periods to review documents, reports, plats,
or to serve on sub-committees of the Commission? Would you also have
time to attend public hearings conducted by other governmental units which
would have direct bearing on policies established by the City of Andover?

Questions to Applicants (continued)
Would you have time to attend meetings of other municipalities in order
to gain some insight into a particular issue which might possibly come
before the Andover Planning and Zoning Commis sion?
11. With reference to Item No. 9, if some issue were to arise to which you
felt opposition, what would your reaction be?
12. One of the most significant pieces of legislation regarding metropolitan
planning is the "Land Use Planning Bill"-what is its current status;
and give a brief explanation of its contents and what effect it will have
on the City of Andover.
Other questions relative to individual work and municipal experience were asked
of various applicants.
The Council was furnished with a rating sheet to be used as a means of recording
the responses to the questions presented.
The Clerk was directed to contact Mrs. Nehring and Mr. Lachinski to set up
their interviews for Tuesday, March 9.
