HomeMy WebLinkAboutSP March 18, 1976 ¡ CITY of ANDOVER SPECIAL CITY COUNCIL MEETING - MARCH 18, 1976 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor Richard J. Schneider, March 18, 1976, 7:30 P.M.. at the Andover City Hall, 1685 Cros stown Boulevard N. W. , Anoka, Minnesota, for the purpose of discus sing the proposed Comprehensive Storm Drainage Plan. Councilpers ons present: Holasek, Rither, VanderLaan, Windschitl Councilpersons absent : None Also present: City Engineer, D. R. Kasma and City Clerk, P. K. Lindquist. Engineer Kasma reviewed with the Council his letters of December 11, 1975 and March 18, 1976 (on file with Clerk), covering the proposed Storm Drainage Plan-the need and purpose of a study, the need for aerial photography, methods of financing, and the income to be realized relative to the plan and the aerial mapping of the City. I Primary discussion centered around the need and costs involved and those to be saved by,aerial mapping of the City. It was noted by Mayor Schneider that several firms had the maps for sale; however, Mr. Kasma pointed out that those cited were on a much higher scale and although excellent for some types of \.vork, not really that helpful for the studies needed and to be utilized for Andover. MOTION by Rither, seconded by Windschitl, to adopt the following Resolution Ordering T. K. D. A. to Prepare a Comprehensive Storm Drainage , . Plan for the City of Andover; and to Enter Into a Contract With Mark Hurd Aerial Survey Company to 01'?tograph and Map the City of Andover: ~HEREAS, the City is currently faced with requests for bituminous street construction in the Northwoods Addition, and WHEREAS, the construction of storm sewers in this area will reqUi~e consideration of other adjacent areas to determine the effects to the Northwoods Area, and WHEREAS, the City anticipates additional requests for bituminousl street surfacing and subsequent construction of storm I sewers, and FHEREAS, as the City develops with urban growth, certain areas of the City which are now covered by vegetation and readily absorb rainfall, W~ll become covered with hard surfaced streets, driveways, parking lots, roofs and sidewalks, thus creating the need for a master storm draipage plan, and . WHEREAS, a master storm drainage plan for an entire watershed will provide a gradual expansion of the system, and j Special City Council Meeting - 3/18/76 Minutes - Page 2 Resolution Ordering Preparation of Comprehensive Storm Drainage Plan (continued) WHEREAS, as master storm drainage plan provides the City Building Official with proper building elevations, and WHEREAS, the City is aware of certain local drainage problems which could have been avoided had a master storm drainage plan been available. ~:' >:' NOW. THEREFORE, BE IT RESOLVED, that the Andover City Council hereby directs Toltz, King, Duvall, Anderson, and Associates, City of Andover Engineers, to prepare a Comprehensive Storm Drainage Plan for the City of Andover, ':'at a cost not to exceed $30,000.00 BE IT FURTHER RESOLVED, that the City of Andover enter ,. into a Contract with Mark Hurd Aerial Survey Company to provide the following: l. Aerial photcg~hy, basic control and aerial triangulation of the entire City, 2. Vertical picture control of the entire City. 3. Topographic mapping of the entire City, ",at a cost not to exceed $8,2,350.00 '"MOTION AMENDED by Windschitl, seconded by VanderLaan, to include the cost of mapping not to e7.:ceed $82,350.00 and Storm Drainage Plan cost not to exceed $30,000.00 ':":' MOTION AMENDED by VanderLaan, seconded by Windschitl, to include "WHEREAS, various other municipal agencies such as the Metropolitan Council and Coon Creek Watershed District Board of Managers are desirous , of municipalities establishing master storm drainage plans.". Amendments lnd motion carri€d unanimously. I MOTION by "Yindschitl, seconded by Rither, that the City Engineer and City Clerk be directed to investigate the financing possibilities for the Comprehensive Storm Drainage Plan and the Aerial Mapping Contract. Motion carried unanimously. F.H.A. Loan IAPPlicaticm Review I Engineer Kasma reported that he has kept in close contact with Metropolitan Council and the Farmers Home Administration relative to the acceptance of the Loan AppUcation in light of the adoption by the City of the Comprehensive Development flan'calling for 2 1/2 acre minimum development instead of the 10 acre as sh~wn in the Plan originally approved by the Metropolitan Council. Mr. Kasma indicated that if the City meets the other requirements, the A-95 may receive a favorable review. The Council was advised to attend this review to be on March 24, or ~April 1, 1 :30 P. M. before the Physical Development Committee at the Metropolitan Council offices. I Special Council Meeting - 3/18/76 Minutes - Page 3 Engineer Kasma stated that the importance of this meeting and the attendance by the City Council would be to assure the Committee that the City would be able to handle all the problems that come with development.
