Schneider, July 28, 1976 at 7:30 p.m. at the Andover City Hall, 1685 Cross town Boulevard N. W., Anoka, Minnesota. Councilpersons present: Holasek, Rither, VanderLaan, Windschitl Councipersons absent: None Also present: City Building Inspector, James Thurston; City Clerk Patricia K. Lindquist, and others MOTION by Rither, Seconded by Windschitl, to approve the agenda as received. Carried unanimously. Mr. David R. Clough was introduced to the City Council. He has been recommended by Staff to fill the position of Building Inspector/Deputy Assessor. A short question and ~nswer period followed. , !lOTION by Windschit1, Seconded by Rither, that David R. Clough be hired by the City of Andover for the position of Building Inspector/Deputy Assessor/Tree Inspector, to ,s tart August 2, 1976, at a beginning salary of $6.00 per hour, with a 90 day prob~tionary period, at the end of which time an increase will be given commensurate with performance. I Carried unanim~usly. , Mr. Clough will accept the position as presented to him. I Amendment to Personnel Benefit Resolution City Clerk, p.1 K. Lindquist made a suggestion to the City Council of possibly setting up some type of sick leave cash-in program that would reward an employee for not taking~ his sick leave. After discussion by City Council members, it was determined that this type of program would not be adopted in the City of Andover at this time. rcouncilPerson Windschit1 suggested the possibility of looking into some type of I ng term disability insurance program. MOTION by VanderLaan, Seconded by Windschitl, that the recommendation of the Citv Clerk dated Ju y 15, 1976, referring to overtime, 7.01 through 7.05 be added to the Policy for Employee Benefits having been previously approved by the City Coune! 1. Carried unanimously. Art Jaworski/Tree Inspector School Reimbursement MOTION by Holasek, Seconded by Schneider, to pay the $15.00 for the Tree Inspector School, to Art Jaworski. Vote: Yes; Schneider, Windschitl, Holasek - No; VanderLaan, Rither. Motion Carried. Waiving of User Fee for Lions Club Use of Ballpark After discussion, it was the feeling of the City Council that if the User Fee was to be waived for the Lion's Club possibly something should be done so it would be waived for all charitable organizations. I , MOTION by Schneider, Seconded by Windschitl, that the City of Andover waive the User Fee in the Exclusive Use Procedure, to the Lions Club, for the weekend of July 30, 3l, and August' 1, 1976. Councilperson Holasek feels that this should be reviewed in the future to possibly include all charitable organizations. Newsletter Report City Clerk, p.1 K. Lindquist reported that she has received no information for the Newsletter and, suggested the possibility of using page one for City information and the other three pages for the publication of the Septic System report, information, and letter. Preliminary Election information could also be printed in the Newsletter. I MOTION by Windschitl, Seconded by Rither, to adjourn the meeting. Carried unanimously.
