SPECIAL CITY COUNCIL MEETING - FEBRUARY 2, 1976
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Richard J. Schneider on February 2, 1976, 7:30 P. M., at the Andover City Hall,
1685 Crosstown Boulevard N. W., Anoka, Minnesota, for the purpose of reviewing
performance of the City Administrator, Norman J. Werner.
Councilpersons present: Holasek, Rither, VanderLaan, Windschitl
Councilpersons absent: None
Also present: City Administrator, Norman Werner; City Clerk,
Pat ricia K. Lindquist.
Mr. Werner was granted Council approval to leave the meeting if he wished;
stated that he would stay unless specifically requested not to remain.
Ordinance No. 31 - An Ordinance Establishing the Position of City Administrator
and Defining 'iUs Duties and Responisbilities; Section I. 02 _ The duties and
responsibilities of the City Administrator shall be:. (Items 1 through 14) were
covered in detail with each Councilperson given the opportunity to express their
opinions and cite situations in which they felt Mr. Werner to be derelict in the
execution of the duties and responsibilities as outlined. The following items
were presented by Mayor Schneider, Councilpersons Rither, VanderLaan or
Windschitl relative to the Administrator's performance:
1 ) Increased attorney and engineering fees for matters which should have
been handled by Mr. Werner.
2) Items of importance relating to employees not placed on agendas for

3) Inability to make minor decisions
4) Supertisory matters being handled in some cases exclusively by other
staff members.
5~ Inadequate budget preparation resulting in the City not having a correct
1976 Budget.
6) Preparation of Grants done by outside consultants.
councilPerso~ VanderLaan presented a list of several items, some of which were
covered in th earlier discussion, stating that the unnecessary costs of over $5, 000
could be attributed to the Administrator, i. e., HUD Grant/Engineering Fees,
Road Supervi~ion/Contractorls Fees, Budget Preparation/Staff costs, and
CAB Meetingh Engineering Fees; and stated further that she could not justify
these costs to the constituents and asked if the other Councilmembers could;
and requested that Mr. Werner present the Council with his resignation effective
in thirty days, in order to prevent the recording of a motion for dismissal.
councilPers01Holasek stated that he felt the entire situation to be partially the
fault of the C ncil in that direction more explicit than the ordinance was not
given to Mr. Werner earlier.

MOTION by VanderLaan, seconded by Rither, to meet on Thursday,
February 5, 1976, in order to discuss the replacement for the open
position in the City, and all general matters relating to employee structure;
and on Tuesday, February 10, 1976, in order to discuss the 1976 Budget.
Motion carried unanimously.
Adjournment
MOTION by Rither, seconded by WindschiU, to adjourn. Vote: Yes - Windschitl,
Rither; No _ Schneider, Holasek, VanderLaan (Due to the hour, additional items
could be discussed.) Motion defeated.
MOTION by VanderLaan, to authorize James Thurston to attend the Minnesota
Public Works Conference on February 19th and 20th. No second.
MOTION by VanderLaan, seconded by Holasek, to adjourn. Vote: Yes - Holasek,
Rither, VanderLaan, WindschiU; No _ Schneider (Had pressing Council matters
to discuss.) Motion carried.
