Adjournment j CITY 01 ANDOVER SPECIAL CITY COUNCIL MEETING - APRIL 22, 1976 MINUTES A Special Meeting of the Andover City Council Has called to order by Mayor Richard J. Schneider, April 22, 1976, 7:30 p.m., at the Andover City Hall, 1685 Crossto\;'J1 Boulevard N.W., Anoka, Minnesota, for the purpose of intervieHing Park/Recreation Commission applicants, Budget Review, Transfer of Employee, Salary Adjustments, and revieH of Resolution Setting Fees and Charges. Councilpersons present: Holasek, Rither, VanderLaan, Windschitl Councilpersons absent : None Also present: City Building Inspector, James TI1Urston; City Clerk, Patricia K. What is the purpose of Ordinance No. 10 as it pertains to the Park and Recreation Commission? 6. Base on what you knOH about the past history of Andover, and its present condition, Hhat programs, if any, in terms of community development or refinement, should be initiated for the residents of AndoJer relative to the Parks and Recreation Commission? 7. ¡~at do you feel is the Park and Recreation Commission's responsibility to the residents? 8. As the City of Andover groHs, the Park and Recreation Commission Hill be required to devote an increased amount of time to the park development and recreation programs in the City. With this in mind, Hould you be able to devote a minimum of one meeting night per month, and would you also have additional time available during other periods to revieH documents, reports, plats, or to serve on sub-committees of the Commission? Would you also have time to attend public hearings conducted by other governmental units Hhich Hould have direct bearing on Park and Recreation Commission policies established by Andover? ¡Vould you have time to attend meetings in other municipalities in order to gain some insight into a particular issue HIlich might possible come before the Andover Park and Recreation Commission? The Council Has furnished Hith a rating sheet on '~lich to record their opinions on the responses to the questions. ~urION by Windschitl. seconded by Holasek, to appoint Walter Arntzen to the Park/ Recreation Commission for a term ending 12-31-77; and Greg Drummond to a term ending 12-31-76. Motion Has Hi thdr3\ill. , It Has decided'by the City Council to hold a special meeting on April 28, 1976, at 7:30 p.m. for the purpose of revieHing past meeting minutes, making necessary changes, and approve them for the record. Budget RevieH TIle Quarterly Budget Report Has revieHed thoroughly (coPy attached). During this revieH it Has noted that 4552 - Parks - Capital Outlay, figure under Proposed Adjustment column should also appear in the Budget Column and the figures in the Proposed Adjustment column for Park Lighting and Repairs/~Iaintenance, should also appear in the Budget Column. Patricia Lindquist, City Clerk, Hill ¡.¡rite to Gerald Kringen to determine whether a bill can be sent for partial payment in regard to project 75-1 and for Engineer Kasma's comptehensive storm seHer project, a prorated portion Hhich relates to 75-1. Previous meetiJg minutes regarding budget Here revieHed, and it Has determined that if there is not enough money to continue some of the Engineering projects Hill have to be stopped at this time and continued when money is available. Transfer of . 10 ee I It has been determined that the services of employee Mike Fick are not entirely satisfactory . lie needs constant supervision in order to perform a job. The needs for someone permanently in the position of maintenance man in the City varies during different times of the year. I Special Council }Ieeting - April 22, 1976 ~Iinutes - Page 3 MOTION by Rither, seconded by VanderLaan, that based on staff recommendation He convey to Mr. ~tike Fick, his letter of termination Hith the City of Andover, effective May 7, 1976 (closing out his pay period). Motion carries unanimously. ~IJTION, Ri ther, seconded by VanderLaan, to make an offer to Mr. ¡like Fick to engage him for services as Rodman for the City of Andover in connection with seHer project 76-1, at the pay rate of $3.00 per hour for the period of emnloyment to be determined by the length of tile seHer project, an undetermined length of time, and explain to him that these are the conditions of employment. (Employment Hould be effective May 10, 1976.) Vote: Yes; VanderLaan, Schneider, Rither, Windschit1; No; Holasek. Motion carried. ¡,orION by Rither, seconded by l~indschitl, that if Mr. Fick does not accept this offer of employment,:He authorize the staff tò engage the services of a minimum of tlfo, or whatever they feel they Hill need for the slDllITler, as Rodman at a rate not to exceed $3.00 per hour. I Vote: Yes; VanderLaan, Schneider, Rither, Windschit1; No: Holasek. ~!JTION by l~indschitl, seconded by Holasek, that the staff be allo¡.¡ed to contact the various colleges in the area and have them post a job opening (part time) Hith the City of Andover at a rate of pay not to exceed $3.25 per hour. I I Vote: Yes; VanderLaan, Rither, Windschitl, Holasek, No; Schneider. I Councilperson Windschitl informed the City Council that City Building Inspector, James T11urston'is a Federal V.A. Compliance Officer and does sign documents that deal Hith housing and does do some inspection Hork. He does this work on his = time and uses his 0\;']1 vehicle to perform this Hork. Feels Attorney Hawkins should be asked about this as there is a provision in the Ifandbook on Page 60 regarding a person holding tlfo or more positions, if they may be required to perform incom- patible functions or if their jobs may give rise to cantr~~~ betlfeen officials' duties. Compliance Officer. I ~btion carried unanimously. Councilperson Windschitl brought up another possible conflict in positions Hith regard to Patricia Lindquist and the titles she holds Hith the City. The potential problem is,:Hitl,\, the title of Acting Administrator and Clerk Treasurer, Hhich stems from the s'etvitf~at-eJ(i5ts-which performs functions Hhich are inconsistent Hi th each other; ability to authorize an expenditure and then as a Clerk Treasurer, also sign for it. This provision is also found on Page 60 of the Handbook. Hotion carried unanimously. Salary Adjustments City Building Inspector, .Tames Thurston, submitted a lctter to the City Council outlining Hhy he felt 11is ~alary Has inequitable at this time. Salary range ¡.¡as discussed and the fact that there is a sa1arv revieH proposed for .July 1976; also salaries were increased in January 1976. A survey had been taken by Patricia Lindquist and copies distributed. tInt pointed out the salary ranges in other Cities for comparable City staff positions (copy attached). As the City Council revieHed the survey Patricia Lindquist explained the figures. Possibility of hiring a consulting firm to report on personnel salaries Has brougl1t up and cost of such project revi~,ed. A consulting firm \vould only make recommendations for possible changes in pay range. ~!ayor Schneider suggested that the salary adjustments be tabled until a later date. Resolution Setting Fees and Charges City Clerk, Patricia Lindquist, read from the Resolution anù indicated at that time Hhich fees had been changed (copy attached). ¡,lost of them remain thc same, it \Vas just a matter of setting them do\;'J1 on paper. ~!JTION by Windschitl, seconded by Rither, to accept the resolution as presented. ! ~Iotion carried unanimously. WHEREAS, it is realized that a uniform fee schedule is necessary, and WHEREAS, increased administrative costs necessitate a change in fees and charges approved by the former Grow Township Board of Supervisors and the Andover City Council, and WHEREAS, many fees required by Ordinance are not set forth in said Ordinances. NOW, THEREFORE BE IT RESOLVED that the Andover City Council does hereby adopt the following permit fees and service charges: Permit Fees a. Energy Conservation $15. 00 b.
