5. Mr. Kasma contacted me asking whether or not
the Council wishes him or Mr. Stockwell to attend
this hearing. This is on the northern improvement
of 7th Avenue.
6. We have not received any additional applications,
and inasmuch as there is an immediate need for
such an employee, I would recommend that the
Council engage Mrs. Webster under the same
conditions as was done Mrs. Lahn.
7. A proposed resolution is attached for your comments.

MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Richard J. Schneider, April 15, 1976, 7 :30 P. M., Andover City Hall,
1685 Crosstown Boulevard N. W., Anoka, Minnesota, for the purpose of
interviewing persons as possible Personnel Consultants for the City.
Councilpersons present: Holasek, Rithe r , VanderLaan, Windschitl.
Councilpersons absent : None
Also present: City Clerk, Patricia K. Lindquist
Agenda Approval
MOTION by VanderLaan, seconded by Holasek, to approve the agenda as
written. Motion carried unanimously.
Interviews / Pers onnel Consultants
Four consulting firms were interviewed by the Council. All had considerable
experience in both the private and public sector of personneloperations. Those
persons interviewed were the following:
Glen F. Galles (John Jackson & Associates)
Loren Law (Loren Law & Associates)
Theodore Cox (League of Minnesota Municipalities)

Fee sChedulel were presented as estimates as follows:
John Jack10n & Associates _ $500.00 (Classify positions, set salary ranges
I based on published data for municipalities, and
a 1/2 - 1 hour interview with employees). Noted
that if the study required in excess of two weeks
the costs would increase.
Loren Law & Associates - An exact cost estimate would be mailed at a
later date to COver a study and report on an
organization structure, compensation, and
general personnel policies. Furnished the
Council with a sample report from another
community.
League of N. Municipalities-The study would cover the same items as
proposed by Mr. Law. The costs would be
$125.00 per day (4 to 5 days for report),
or a flat $1000.00

Bernard Steffans - Mr. Steffans presented an estimated cost of
$700 for allocating staff functions, assigning
appropriate staff members, developing
compensation for same; with said report to
take from 18 to 20 hours.
Inasmuch as all the cost figures were not received, action to engage a consultant
was tabled.
Attendance at County 7th Avenue Improvement Hearing
Discussion on the need for the City Engineer to be present to represent the
City of Andover. MOTION by VanderLaan, seconded by Rither, that Mr. KL sma
be directed to attend the Public Hearing on the north 7th Avenue Improvement
on behalf of the City of Andover. Vote: Yes - Rither, Windschitl, VanderLaan;
No - Holasek, Schneider (suggested that the entire Council b~'p~'esent). Motion

MOTION by Windschitl, seconded by Holasek, to engage Marilyn Webster as
recording secr~tary at a starting salary of $32. 50 per meeting for recording
and transcription of minutes. Motion carried unanimously. (Clerk's Note:
Ms Annabelle Lahn, engaged by the City Council on March 30, 1976, was not
,
able to accept employment. )
ReS01UtiOn/TiJe-off Policy
A resolution colering a time-off policy was proposed by the Clerk as follows:
WHEREAS! it is realized that as the City Staff grows, problems can arise
without a set policy, and
WHEREAS in an effort to be fair to all non-exempt employees, and
WHEREAS it is many times necessary to have appointments during working
hours, and
WHEREAS 'many of such appointments require time in terms of less than
two hour s.
NOW, THEREFORE BE IT RESOLVED, by the Andover City Council that
if any non-exenipt employee wishes to take time-off for dental appointments,

hours in excess of 15 minutes away from the job shall be handled by one of the
following mean :
I. De uct the time from total hours worked during pay period
2. Make up the time during the pay period
3. If over four hours, may be deducted from sick leave earned.

"Time-Off" Resolution (continued)
MOTION by Windschitl, seconded by Holasek, to adopt the resolution as proposed
with the deletion of "luncheon engagements ", and all of Item #3.
MOTION AMENDED by VanderLaan, seconded by Windschitl, to change the word
''hours'' to "time", and delete "in excess of 15 minutes" from line (11).
MOTION AMENDED by Holasek, seconded by Schneider, to include the requirement
of approval in advance for the time off and the manner in which it is handled from the
Department Head.
Amendments and motion carried unanimously.
A discus sion was had on the time taken by the non-exempt employees for lunch
break. It was unanimously agreed that one-half hour must be taken daily; and
that all employees are to work from 8:30 A. M. to 5:00 P.M., with one half hour
for lunch without pay, thus making a 40 hour week.
Adjournment
MOTION by Windschitl, seconded by V,mderLaan, to adjourn. Carried
unanimously.
