Schneider on June 8, 1976, 7:30 p.m. at the Andover City Hall, 1685 Crosst= Boulevard N. W., Anoka, Minnesota. Councilpersons ~resent: Holasek, Rither, VanderLaan, Windschitl Councilpersons absent: None Also present: I City Attorney, William G, HaHkins; City Engineer, D. R. Kasma; I City Clerk, p. K. Lindquist and residents. Hayor Schneide~ introduced City Engineer, D. R. Kasma, Hho explained that he Hould be giving the general information that pertains to all four areas first. TIle first area is, Gladiola, l35th Lane, and l35th Avenue; second area is Mead01,creek Estates: Heather Street, Jonquil, 135th Lane and 136th Avenue; third area is l33rd Lane, 134th Avenue, 134th Lane and ArroHhead Street; fourth area is Northwoods addition, meaning part of Yukon Street, part of l40th Lane, and a part of Northwood Drive. Three of these areas were called to attention by petitions and the fourth, Gladiola Street, was brought up by the City Council. He reviewed the street standards and types of curbs and also explained that the first payment Hould be due next year Hhen the first payment is due on taxes. Engineer Kasma sh01,ed slides of different types of streets and curbs and told the residents that alOJlg Hith the streets it is necessary to put in storm seHers as you can only, run Hater over the blacktop surface for short time before the surface ¡.¡ill break up and have to be repaired. , Engineer Kasma ~lso explained that the people in the Gladiola Street area Here called in because we Hanted an opinion from them whether to put their street back in as it Has before, or make the improvements. All estimated costs are set out in the letter that Has sent to the residents. He revieHed the drainage problem and Hhere the storm seHer Hould be constructed. John Ward, 1361 Gladiola - Feels the residents are against streets and sideHalks, and doesn't eel children Hill use sideHalk. Head end of Gladiola is very easily drained, has the County been asked to put in limited storm seifer draining d= tOHard C on Creek Hhich Hould facilitate drainage at the North end of Gladiola and have a modified drainage system at the other end. Perhaps a third safety crossing patrol on Gladiola and l35th Lane \Vüuld be good, Please consider rural type roa s ¡.¡i th no curb and gutter. Tom Funkth 13504 Gladiola - Talked Hith Department of Natural Resources and does not ink th y will go along Hi th more drainage into the lake, they have no set rule; but have very strong feelings. ~æntioned map and asked for clarification. Also contacted the DNR Hho is concerned about more runoff. Doesn't feel there is a drainage problem. Boh ~ansk, 13554 Gladiola - Last year Hhen City Hater Has proposed it Has turned d01VJ1 because of high cost and nOH we have the same cost coming back at us. Wayne Cordes, 2828 l35th Lane - Didn't receive copy of letter. RevieHed copy of letter from neighbor and questioned Hho IVüuld be assessed. (Residents on bOtll sides of street.) Also questioned map Hith tHo l35th Lanes and Hhether storm seHer Hould keep street in good condition. Feels 10Her speed Hould be safer for the children. W., 1 5th Lane N. W., and 135th Avenue N. W. to include the 24 foot bituminous street Hith sid Halk on Gladiola as proposal stated, Alternate No. 2 in the Engineer's report, Hhich p oposes the narrmver street for Gladiola only. Shmved map of proposed project area and revieHed costs Credit for gravel previously on the street Hould be approximately $1.50 per foot. Michael Keene, :3137 135th Lane - Feels $26,000 to fix un existing storm seHer too expensive. (This does mean replacing the pipe.) He is the only home O1iller Gl l35th Lane. He Hould be in favor of this street project. Douglas Stockamp, 13617 Jonquil Street - Does not feel there is a Hater problem at l36th and Jonquil Street. (Need storm seHer to catch Hater gathered in curb and gutter, if Hater stands in street it Hill break up the blacktop.) Would be in favor of flat surface street. Questioned Hhether pOHer lines, etc. Hould be put in under the new street. (This should be possible.) Feels further construction in the area will break up the n~, streets. (The streets Hill take standard truck traffic and in the spring it Hill be posted 5 ton axle.) Does not think they need storm seHers or the curbs. Ron Wolf, 13601 Heather - Doesn't feel anyone was asked if they did not Hant this. Does not see hOH there could be 28 names on the netition. Doë5"not feel streets should be completed until the rest of the lots are developed. Don Wick, 136171 Heather - In looking at figures, sees that if Heather only is done it is cheaper than if the Hhole project is done. (About the same price in street but because of some of the odd shaped lots and corner lots the total project is higher.) I Does not feel petition is accurate. Sand goes out on the lake in the spring at the catch basins that exist nOH and he does not feel they have ever been cleaned. Feels this project should Hait until heavy equipment is no longer going through. I Tom Austin, 13548 Heather - Has three pieces of propcrty on Heather so signed the petition: Ùlree times. (It is legal to sign for eadl lot o\vned) Feels the cost is too much. Would like to just pave the street and leave off the curb and gutter 'd storm sClfer. Feels they should not start pouring more bad Hater nto the lake and that the D:-JR may not let them do it. Feels majority of people \,ant street b t doesn't want to spend money unnecessarily. Pave the area and let the Hate drain as it does now. Attorney HaHkin feels there Hould be a problem in not meeting streets standards in one communi ty and m ing sure they were follmved in another. When contractors try to auger under a road they end up digging up road about half the time because they run into something. Feels it Hould be a waste of money. I Public Hearing! Feels edge of street \;'QuId Hash out if it Here put in Hithout curb and gutter. He Hould like to see the Hhole project go through. Does not feel gravel is going to do much good. Norm Hurphy, 13528 Jonquil - Is there a possibility of coming through 135th Hith Chapman's runoff. (TIlis is possibility, or ponding area may be built or lots may be bought. Construction design not complete.) Ralph Anderson,- 1\~en he took petition around he told residents it Hould be 20 year financing and nOH finds out it Hill be 15 year. fk did not do this to be misleading. Eugene Stroinski, 13616 Heather Street - Didn't knOH about the petition, but his Hife signed Hithout his kno¡.¡ledge. He is against the project. , Don Emmerich - ! Questioned bituminous curb assessment against property as opposed to concrete curb. (Total valuation is essentially the same on bituminous and concrete curb.) Ep.gineer Kasma again explained the street standards that have been set up for the City of Andover. . ,Jim Curith, 2725 l34th Lane - Feels the catch basin at the end near the culdesac is unnecess,ary and price is too much. Feels bituminous paving completely unnecessary. Douglas Frye, 2721 l34th Avenue - Does storm seHer have to go Hith blacktop street? (Yes) In favor of blacktop curb instead of the cement. , Constantine Ve~as, l3361 Arro¡.¡head - In favor of the project completely. Frances Rootes,' on Block 1 he has Lot 2 and 3 and 7 and 8; on Block 2 he has 1 - Helped originate the project, one of first lando\;'J1ers and is totally against this project. }IJTION by Holasek, seconded by Rither to close the public portion of this hearing. Incofporate those projects into 76-1 project by resolution 4. Passl resolution for bond sale for $1,450,000 plus the amount for engineering projects adopted tonight 5. Adop~ed in blank until the City COlmcil has determined Hhat the terms of r _11" proj"" .... 6. Bond sale scheduled for June 29, 1976 Attorney HaHkin approached First National Bank in Anoka and they Hould be Hilling b buy $100,000 of these bonds at 6-1/4% rate. This Hould result in savings over 10 year period of bout $2,000. This possibili t was discussed. The total of small project amounts to $177,000 and the $100,000 wa committed on a 10 year basis, 15 year basis Hould probably change interest rate.
