CITY ELECTION CANVASSING BOARD - NOVEMBER 4, 1976
MINUTES
The Andover City Council met as City Election Canvassing Board on Thursday,
November 4, 1976, 7:30 P.M., at the Andover City Hall, 1685 Crosstown Blvd.,
Anoka, Minnesota. Meeting called to order by Mayor Schneider.
Councilpersons Present: Ho1asek, Rither, VanderLaan, Windschitl
Councilpersons Absent : None
Also Present: Chief Election Judges, Gloria Miles and Mary West;
City Clerk, Patricia K. Lindquist.
Mayor Schneider announced the results of the election as they appeared on the
returns as follows:

Arntzen - 1091 Fiebiger - 960
Triggs - 349 Jaworski - 1365
* Windschitl - 1735 * Lachinski - 1662
* Orttel - 1671
MOTION by Holasek, seconded by VanderLaan to declare the results as reported.

The meeting w~s opened to questions to the Chief Judges by the City Council.
Councilperson Rither asked the following questions:

1. Was there observed any instance of false registration?

3. Was there any attempt to improperly influence or coerce voters?
(Judges - No)
4. Was ther1e any evidence of the defacing of poll lists or removal of ballots?

5. Was ther1e any attempt to damage election equipment?

6. Did any ~erson, other than a judge, handle or attempt to handle the ballots?

The Chief Judges noted that they did have somewhat of a problem with poll watchers
getting too close to the counters; however, with proper instructions the problem was
resolved. Chief Judge Miles reported a case of conversation between one poll watcher
and an election judge; but ballots were not touched.
The Chief Judges were formally thanked by the Council for an excellent job.

A discussion was had on the appointment of someone to represent Andover as
li as on with Metropolitan Council. Inasmuch as the Council had not received
correspondence on this, it was agreed to place it on the agenda for the
November 10 Meeting.
MOTION by Va;>derLaan, seconded by Windschitl to adjourn. Carried unanimously.
