Haýor Richard J. Schneider on September 7, 1976, 7:30 p.m. at the Andover City !iall,

Alternates for Election Judges; and 9b. Gun Ordinance Addition, be added to the
published agenda.
Public Works Funding
This is the Federal money that \fill be available to municinalities to stimulate
construction \fork. '!ajor Schneider has proposed that the City of Andover applY for
money to build a Fire Barn. Engineer Kasma revie\fed the nrocess for applying for
this money. TIley \fill need a spot plan or site nlan, costs for labor and material,
and certification from the Haror and the Engineer that the City \fill c01'lply \,ith the
guidelines. Construction must start \fithin 90 days after approval. Unemployment in
the City of Andover makes their chances Of receiving this money very ,!!ood. Site Plan,
detailed cost estimate and apnlication \fould amount to approxinately $1,000.

Walter Bruns - ¡Ias revie\fed the proposed funding and feels t!-¡e City of Andover should
try to take adv¡ntage of this éederal money.
It is felt by the City Coµncil that a building cOmMittee s]lould be appointed to meet
\fith TKDA and determine feasibility, then report back to t!-¡e City Council at the next
Meeting. l

Councilperson R¡ther suggested that the previous Building COmMittee be reactivated,

Assessment Policy
Councilperson l~indschitl questioned the assessment procedure. Engineer Kasma
explained the process. In the discussion it \,as determined that the only lots that
\fere assessed more than by the front footage, were the corner lots. Engineer Kasma
feels they should use this policy as a draft pOlicy and go through some of the
public hearings.
~OTION by VanderLam1, Seconded by Rither, that tIle Staff prepare a Resolution
indicating that the Andover City Council adopt the Andover General Assess1'1ent Policy
as prepared by the City Engineer and dated Aup:ust 16, 1976. Carried unanimously.
1·!JTION by HOlasek, Seconded by VanderLaan, to set October 7, 1976, 7:30 p.m. at
Andover City Hall, as hearing date for 1975-1 Assessments, Carried unanimously.

Engineer Kas1'1a revie\,ed the 1975-2 Assessment Project. I!e ran into trouble getting
an easement from R. Sonsteby and had to resort to condemnation proceedings. This
increased the costs considerably.

Engineer Kasma kSked if he could delay the report on Prairie Road until next meeting
as he had anothér Council meeting to attend tonight,

discussed at th September 21, 1976 meeting. Vote: Yes: Schneider, Rither,
VanderLaan, Wintlschitl - Present; Holasek, as he is directly affected by this project.

Attorney Hawkin stated that a meeting ¡,ill be held Friday, September 10, 1976 at
9:30 a.m.. lie oes not anticipate that any council members will need to be present

Dog Ordinance
TI1e Ci ty Counci has tHo suggested Dog Ordinances. One is from the P & Z Commission
and the other i from the City Clerk.
Darlene Stone, 33th Lane - Wondering what ,good an ordin:mce is if it is never
enforced. If t ere is no dog catcher, no one to call, where do we go. She Has told
by someone at City Hall that there \,as no dog catcher. (Dog catcher \fas in that area
last Heek.)

Mrs. Jerry Lune - 13Sth Lane - Has been calling in weekly. sometimes two and three
times a week as they have tI,o large do,gs that have attacked children and make a
mess in the yards. She Has told to contact the Anoka County Sheriff. She knm\'lls
who the dogs belong to and \,'hich apartment they live in. Nothing has been done.

submitted to us by the P & Z Commission, dated AUgQst 6, 1976. Carried unanimously.
Amendment - Ordinance #37
Wording change needed, from "bi -annual" to "biennial". Attorney HaHkins fecls this
change should be made at this time but it is not necessary for it to go through the
p & z.
HJTIO" by Rither, Seconded by Windschitl, to Amend Ordinance #37, Section 27a to
change "bi-annual" to "biennial". Carried unanimously.
Street Vacation
There is a question of Hhether the City Council should hold the public hearing on

this street vacation or thc P & Z Commission.
fUTION by Windschitl, Seconded by Rither, that He refer the question of the street
vacation on a part of l33rd Ayenue N. W. to P & Z Commission and that they Hill hold
the public hea~ing. Vote: Yes; Rither, VanderLaan, Windschitl - No; Schneider,
Holasek; Schneider feels public hearing should be held by City Council as Attorney
stated this could be done. Hotion carried.

Several residents from 138th Avenue:
Residents very Þrset about VIe dust problems and the excess traffic burden put on
this street bechuse of a detour. TIley feels they need more oil, more \,ater, Hould
like to try to f.eep the trucks off, they are running un electric bills trying to keep
the road \'aterc~ to keep the dust dO\\'l1. ~l1I1Y motorcycles and cars are speeding; is
there a possibi ity of blocking the road off. The City Council \,as thanked for ~iving
them time and s pending rules to allm, them on the agenda tonight.

Windschitl sugg sted Jim l1mrston get \vith Paul R.oot to see about changing the truck
route and getti g the road oiled. Councilperson IIolasek will try to have the Deputy
check the reckl ss driving.

Letter \,as received from City Clerk on average salaries for City Council and Hajor.
There are expenses involved and what is actually done by the City bouncil and the

Council presides, all Council persons shall be entitled to a per diem amount of $20.00

of three per month, that the City Council presides over, that there be a per diem of

Andover Schoolhbuse Haintenance
TIle Lion's ClUb has tentatively volunteered to furnish the labor to re-roof the
schoolhouse an~ the materials Hould amount to anproximately $600. Councilperson
Windschitl suggested using the Park Board money to make the repairs as thö1 have
money availabllin their budget and this is one of the few remaining historical
sites left in t e City of Andover.

expenditure, maXimum of $600 to re-roof the Andover Schoolhouse \,ith wood shingles
and that this $600 be changed to the Park/Recreation Fund. !Iotion changed by
VanderLaan to il101, for $700, trustingthe Staff \vill do their best to get material
at the best price and that the City Council accept the offer of the Lions Club to
donate labor wi¡thout cost. Second stands. Vote: Yes; Windschitl, VanderLaan,
Rither - No; Holasek as he feels it cannot be secured at that site. No Schneider.

security lights at the cost of $72.00 per year, to be installed at the Andover
Sdloolhouse, to be charged to the General Fund. Vote: Yes; Rither, VanderLaan,
Windschitl - No; Holasek, Schneider as he feels no more money should be spent there.

Election Judges
M)TION by Ri ther, Seconded by Windschitl, to appoint Darlene ~veber for Precenct :-Jo. 1
and Karen Ward for Precinct :-Jo. 2, and that thei r na~.es be added to the Resolution
on Precinct Judges. Carried unanimously.
18lst Road/Bridge
Ifr. 'lisslin is threatening to take the City to Court if the road is not fixed so the
Postal Department will deliver the mail to his mailbox. It appears to be a conflict
between Hr. Hisslin and the Postal Department, as they Hant him to move tlle mailbox
arId IIr. lIisslin wants the bridge to be fixed. 'a~r Schneider has been in constant
touch Hith Attorney HaHkins, who has advised that it is not the City's responsibility
to fix the road or bridge.
Gun Ordinance
TIle Gun Ordinance is very difficult to enforce and ~r Schneider asked the Attorney
if it could be added that it be ille¡,:al to carry a, in the City of Andover.
Attorney HawkinS stated that you may run into Constitutional problems; Right to Bear
Arms. Attorneí lIaHkins does feel the Ordinance can prohibit the disdlarge of guns
in the City.
