Public Hearing, ~ (;reen Acres i TIle City Council has received a petition to put concrete curbs and gutters in the (;reen Acres project area that is under construction at this time. I Engineer Stock\vell showeù slides of different tV))es of curb, explained the additional costs and reviewed the project. He also reviewed the bids received and Arnold Beckman, Inc. l~as the 101v biùder at $47,973.00. Pete Vonvette ,I 2890 14lst - TIlere is a lot of undeveloped land along there. Feels the asphalt would last longer on their streets than so,e others as they do not have as J!!any bi? trucks, etc. Dan Dhein, 1412 Ivywood - So far have figures on IlO foot lot and it Ivill cost , more or concrete curbs. If blacktop is no ,good why not put in concrete streets. Councilperson VandcrLaan explained the possibility of piggy-backing assessments if improvements are not put in all at one time. ,ToJm IIibbard, 3015 11\2nd Lane - ~bved from Blaine about 1\ years ago. They had put III blacktop curb because ot money but before the SUJ11J'1er was out it had started to crumble and they wished they had put in concrete. Gilbert l!enkveld - Has about $1200 extra pcr lot, but feels you could not get that much more tor each house because the concretc curb and guttcr was in. (Could probablí get about $528 more for a house Ivith concretc curb and gutter in front.) Carrol Abbott, 2914 142nd Lane - About five vears ago there l~ere not many houses out there, butithls IS no longer country and Vlis is progress. In a couple of years someone will want concrete curbs any\vay and it will be cheaper to put them in now. I ' Arnold Sachs, 2924 141st Avenue - Asked to have Vle man put hact, on the overhead. Stated that th'Tre was no one from l4lst and IV}'1vood that signed the petition for the curbs and guttrs, Couldn't this be left out. Is 1-1/2 inch blacktop enough on the street. (Yes) If project goes through please delete l41st and IV}'1vood. No one parks in the street and there are very few houses. Lloyd Rieman, J813 142nd Avenu~ - Can't see any sense in splitting a project. Feels It should all be the same, prefcrab1y concretc. Dan Dhein, IV}'1toOd - Feels it should be put in the way it was designed and that was wIth asphalt hlrm. let 142nd have concrete if they Ivant it, and let them pay for it. Carr'ed unanimously. lOTION by Vand rLaan, Seconded by Rither, that the City Council, Citv of Andover, accept the bid from Arnold Beckman, Inc.. for $47,973.00, for the purposcs of constructing a concrete curl and gutter in the subdivision known as Green Acres. All City Council menbers had a copy of the request from Olyrnnic Investment Co. rer,ardinr! the possibility of tying into the Anok:l.water systen for service to t;1cir 'wonerty. It ];':lS requested th:lt this Council send a formal request to ~le Anok:l City Council for tllis service. ¡favor Schneider pointed out the area on the map and rave the :lcreage on tlle pronerty involved. Councilperson Windschitl feels that some type of a study should be m:lde hefore any request of this type is made, and ,-,ossihly see i + Olympic Investments ,",ould rny for this stè1cly. Councilncrson Tblasek suggested writing to the persons wanting this service and ask them for a j"oma1 request. Rezoning - Green Acres The minutes fr~ tlle last P ~ Z meeting have not been received bv the City Council. Discussion fol~o¡~ed on whether this presently R-l area should be rezoned to R-3 or R-4. Councilp9rson Rither stated that it is possible for the .governing body to request the rezoning and h:ls come ll!) with about four reasons why an area should be rezoned: (1) To reflect ¡the sigIli ficant change in the communi tv as :l result of Urban development; (2) Use of the ¡rezoning to reflect changes in policy of the community, in that the community J11.'ly ~ot be :lchieving a desired !,oal; (3) changes brought about by a staged growth plan; and (4) Rezoning to correct a mistake. Attorney HaNkins stated that we Catmot require anybody to plat if the division is grcater than 5 acres, but if they want lots of lcss than 5 acrcs we can require a "lat. If they just want to divide off by metcs and bounds by 5 acres they can. The problem is the Ivay the Ordinance Ivas changcd we don't have any control over it cxcept bv building permit. After discussion it was determined that further study arld clarification of the Ordinance is needed.
