Schneider on May 24, 1976, 7:30 p.m. at the Andover City Hall, 1685 Crosst~ Boulevard N. W., Anoka, Minnesota. i Council persons I present: Rither, VanderLaan, Windschitl, Holasek Councilpersons¡absent: None Also present: City Assessor, Charles Triggs; County Assessor, James Jones City Clerk; Patricia K. Lindquist; and residents. Mayor Schneider introduced the City Council, ~~. Charles Triggs and the County Assessor to the residents present. I The following residents presented their cases: , I Ken Hei1, 1425 Andover Blvd. - Plat 65926, Parcel 4040 and 3600; and Plat ó/jUU, Parcel ~/U, ~óU, ~~U, ~4U, ~jU, ~ZU ¡ ~~. Hei1 explained that his taxes have increased a great deal in the last two years, he has a house on one of the lots and the others are taxed as buildable lots but because of the zoning in that area he does not believe they are all buildable lots. After discussion it was determined that this possibility will have to be researched before any action can be taken. No actiJn taken by the City Council. Jerry Glrrison, 16147 Irard Lake - Plat 65913-3920-9 IÆr. Gar~iSOn explained that he felt his limited market value is too high and que$tioned what the estimated value was for. The law states that you are not Ito increase the limited market value more than 10% in one year which he feels they have done in his case. It was determined that his house was considered 80% complete last year and at the next assessment it was considered 100% cOIDplete so that is where the extra 20% increase comes from. Taxes on each OfJhiS buildings and land were reviewed. No acti n was taken by the City Council. Harry NJlson, 17163 Ward Lake - Plat 65912, Parcel 2400 ~~s. Neison questioned why the farm was taxed in two separate pieces, why the taxes were increasing when the house is so old (built 1895) with no basement or foundation, and why the tax freeze did not shrnv up on the card they received. The CO~y Assessor explained that the tax freeze was on the house and one acre of land hat it is on. It was determined that the increase in taxes was from 1974 to 11975 so the Nelsons will have to use the County Abatement process to decide y this tax figure should be decreased. W. - Plat 66819, Parcel 10 Limited market value; looking at difference on my property valuation notice compared to my real estate tax statement. County Assessor explained tllat the cards went out before the law was changed and they were still operating under the 5% law and the new statement reflects the new law which allows them to increase the valuation 10% per year. ¡ No action was taken by the City Council. ¡ ~Ir. & Mrs. George Riff, 16566 Argon Street N. W. - Plat 65980, Parcel 7820 They explained that the taxes have increased each year and the house is barely livable. They are in the process of a lawsuit and could not say at this time what they really feel the house is worth. Thcy will go through the County Abatement process to determine if the valuation has been set too high. ¡ I No action was taken by the City Council. ¡ Gerald M. Sotebeer, 1483 ~vergrecn - Plat 68690, Parcel 130 I Feels there is a great deal of inequity between his taxes and those of some of his neighbors as ~some have more house, larger garages, ~vimming pools, etc. with very little more assessed valuation. . I Gordon Ripley, 180th Lane N.W. - Plat 68690, Parcel 101 ¡ Had basically the same inequity complaint as Mr. Sotebeer and felt his taxes had increased to much between 1974 and 1975. lIe will go through the County Abareme1t process. No action was taken by the City Council Edward S~indler, 4710 Irest Arm Road - Plat 65922, Parcels 10, 60, 1200 and 1800 A lette~ from Edward Spindler's Attorney was read. by Mayor Schneider and information from City Clerk, Patricia Lindquist was also reviewed. After the figures rere checked with Assessor Triggs and the value did not increase as stated i the letter. This information will be relayed to Mr. Spindler. James Junker, 13503 Crooked Lake - Plat 66093, Parcel 2090 He has put on a new addition which has only been framed in so far, does not have electrical, plumbing, etc. and the taxes reflect completed addition. Assessor Triggs did not get a chance to see the addition so a date was v agreed upon (Thursday, 7:p.m.) for him to see this addition so the assessed valuation can be corrected. , No acti?n was taken by the City Council. ¡ Don Borke, 13414 Jay Street - Plat 69277, Parcel 3600 ~~. Borke asked what tax value was in the last úvo previous years on land and how,Much his taxes would increase is he rebuilds his garage. IJe feels because of the location of his property with junkyards bordering it this decreases his land value, that this should be taken into consideration and his taxes should not be increased. ¡ ¡ No action taken by the City Council. I Al Smith, 254 150th Lane N. W. - Block 3, LOt 1 ¡ After listening to the otherswith the same problem as he has, he will gO through! the County Abatement process. Forms will be sent out by the County to those who have requested this. No actibn was taken by the City Council. I Wayne Holmberg - Plat 65912, Parcel 3610 ¡ Mr. Holmberg asked for breakd= of taxes on each of his buildings and land and Ivanted to know how they arrived at the estimated value. ~Iost of the value is on the land because of the land values in that area.
