"~ MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor
Richard J. Sc neider on October 2, 1975, 7:40 P. M., at the Andover Community
Center, 1685 rosstown Boulevard N. W., for the purpose of discussing the
1976 Propose City Budget.
Councilperson present: Holasek, Rither, VanderLaan, Windschitl
Councilperson absent: None
Also present: City Administrator, Norman J. Werner and
City Clerk/Treasurer, Patricia K. Lindquist.
Mr. Werner f rnished the Council with copies of the expected revenue
breakdown. roposed expenditure sheets had been furnished at an earlier
date.
Councilperson VanderLaan suggested that the meeting should be continued to
another date' asmuch as an actual proposed balanced budget was not available;
and it would b difficult to address as written. Councilperson Windschitl
expressed si ilar feelings, but suggested reviewing at this meeting.

'-" Mr. Werner r quested direction from the Council on the areas in which to
,make adjustm nts to reduce the $70,000 overage in the expected expenditures.
Councilperson VanderLaan suggested reconvening the Finance Committee to
assist Mr. Werner. Councilperson Holasek noted that perhaps the full Council
should work w th the administrator this year.
Ex ected Reve ue
Councilperson Windschitl stated that he did not feel that the estimated permit
income to be realistic, based on the tremendous difference between the 1975
expected and actual in this area. Inasmuch as Mr. Arntzen, Building Official,
was not prese t, the Council agreed to postpone discussion on Building
Department re ated revenue to another meeting when Mr. Arntzen could
attend and exp ain the background on the estimates.
Mayor Sclmeid r requested information on the mill rate increase if the full
levy limitation amount was used. The 1975 Assessed Valuation figures were
not available, hus making an exact computation impossible.

to the Metropo itan Waste Control Commission. No decision was made -
Mr. Werner t furnish the Council with additional information.

The clerk not d that the Federal Funding Revenue under CETA and WIN IpSE
appeared to b exces sive. as shown. This income to be verified with the
County Perso nel Department and the present contracts.
It was felt by he Council that $5,000 would be a more realistic figure for
"Fines and F rfeits" in place of the $9,000 shown.

A very brief iscussion was had on general expenditures, with no action on any
specific item .
Mr. Werner as directed to furnish the Council with a balanced budget in
advanc e of th next meeting. Said meeting set for October 16, 1975, 7:30 P.M.

unanimously.
