''----..-' , '-.../' -' CITY 01 ANDOVER /----". ,~ SPECIAL CITY COUNCIL MEETING November 13, 1975 MINUTES A Special Meeting of the Andover City Council was called to order at 7:30 P.M. by Mayor, Richard Schneider, on November 13, 1975, at the Andover ommunity Center, 1685 Crosstown Boulevard NW, Anoka, Minnesota. Councilpersons present: Winslow Holasek, Robert Rither, Mary VanderLaan, Jerry Wi dschitl Also Norman J. Werner - City Administrator, Dewey Kasma - City and Dave Jack - Chairman, Planning and Zoning Commission Purpose 0 Special Meèting: PROPOSED PUBLIC SANITARY SEWER ORDINANCE The City ouncil, Mr. Kasma, and Mr. Jack discussed the Proposed Ordinance. Some of t e discussion, comments, and proposed changes are as follows: (\ (Copies 0 the pages of the Ordinance involved are attached to the , Minutes 0 file) '-.-/ Page 5 - paragraph A - Mayor Schneider questioned whether farmers might be on', violation of this section. Councilperson Rither felt this was adequ tely covered in Ordinance 8. Para raph D - Discussion on the use of "satellites" at parks, etc. Page 6 - Council agreed to shorten the connection deadline for non-confo ing systems from 60 days to 30 days. All home owners have had ample notice already that they will have to hookup to the public sewer sys em. Conforming systems will have 1 year from June - 1976, when the ntire project is completed. Page 7 - DiSi::Üssed the problem of groundwater tapping and how to prevent p ople from doing it. The Engineer informed them that by checking the trunk lines at about 5 A.M., it can be traced back to the property where the are discharging groundwater into the sewer. Page 13 ~ Mr. Werner will be studying the setting up of the fees and the 1 "censing of sewage pumpers. Page 14 - paragraph B - Mr. Werner stated that Walter L. Arntzen, Building fficial, recommends changing the fee from $15 to $25. Para raph F - add to last sentence - (Minimum wall thickness: 4 inch - .125 inches, 6 inch - .180 inches, 8 inch - .240 inches). Para raph G - Underline the 3rd sentence - The service stub and the building rain shall be uncovered and the differential elevation determined before co struction is begun. Page 16 - discussed c1eanouts - reasons for and requirements. Mr. Kasma will research and put statement in Ordinance about the homeowner's responsibility for cleanout. Page 17 - insert after "Building and Plumbing Code," the following - "State Wa er Well Construction Code,". Cross out the next sentence - All such onnections shall be made gastight and water tight and verified by proper testing. Add _ The Sanitary sewer service line must be at least 50 eet away from a private well supply unless it is constructed of extra eavy cast iron soil pipe' with water tight joints and airtested, - or other ressure pipe which is acceptaþle to the State Board of Health and then he distance can be reduced to 20 feet. Page 19 - Mr. Werner said the Building Official recommends reducing the Admin strative fee from $25 to $15; and, he explained Some of the paperwork involved. The Council agreed to the fee change. Page 20 - Dave Jack explained condominiums, townhouses, and apartments. Discussio of amount of wastewater usage on the system by mobile homes, condomini s, apartments', etc. Council recommends changing the ordinance so allar charged as 1 (one) unit instead of the 80% as proposed. Item 4 - insert "annually" after the word "flow". Disc ssed when and how the $1,000 connection charge must be paid. The $1,00 will be put on the assessment rolls for existing homes, but the charg will be paid with the building permit for new homes being buil t. :-\ ~~ (" " /'- -' ~../ Special ity Council Meeting Minutes November 13, 1975 .~ Page 3 Pag 23 - The $1,000 is based on financing for an estimated 256 dwelling in the area. The City is financing $450,000 of the $1,300,000 project. The connection charge can be changed until the Assessment Hearing ext Spring. Pag 24 - discussed the sewer rental rate of $5.00 per month. Mr. Kasm explained how the figure of $5.00 was arrived at, based on charges y the Metropolitan Waste Control Commission. Pag 26 - item 1 - insert the word "this" in the last sentence before II icense". Ite 2 - cross out "Performance" and insert "Surety" and change five tho sand ($5,000) to two thousand ($2,000). Pag 28 - paragraph 2 - change performance to surety and three thousand to $2,000. Discussion on definitions of performance bond and surety b nd. Wher a public sanitary sewer is not available under the provisions of Sec ion II C, the building sewer shall be connected to a private waste ater disposal system complying with the Minnesota State Plum ing Code and the provisions of the City Private Wastewater Dispo al Ordinance. B. At su h tin1e as a public sewer becolnes available to a property serve by a non-cQnforming private wastewater disposal system, a dir ct connection shall be made to the public sewer within-si"xty (60) days. The pr perty owners that have not previously paid a Sewer Availabilily Charge (SAC) will pay this charge at the time of application for the build in sewer perIr it. The (SAC) charge will be in accordance with ,(; the (M CC) fee sch'l'dule plus a $a-5~ 00 administrative fee for the City. B. Before a permit is issued allowing a connection to a sewer line or main in the Ci , there shall be p.aid a Trunk Sanitary Sewer Connection } : . ~ , r ì, Charge f l' each Sewer Availability Charge (SAC) unit a-sséssed to the connection. The ewer rental fee fOl' residential dwellings with City water in place s}lall be based on the following schedule: (1 ) Residential Use· For each living unit, the sewer use ch~rge shall be $5.00 per month payable quarterly. . (2) Non-residential· Charges for non-residential sewer I us~ shall be based upon the number of Residential 1 ~--..
