A Special Mee ing of the Andover City Council was called to order by Mayor
Richard J. Sc neider on November 10, 1975, 7 :30 P. M., at the Andover
City Hall, 168 Crosstown Boulevard N. W., Anoka, MN., for the purpose
of discussing e 1976 Budget.
Councilperson present: Holasek, Rither, VanderLaan, Windschitl
Councilpers on absent : None
Also present: City Administrator, Norman J. Werner; City Clerk,
Patricia K. Lindquist.
Revenues
The Council w s informed that a definite dollar commitment had not been
received from the Federal Revenue Sharing Office on Andover s allocation
for the Sixth titlement Period.
Salaries
,~ Norman Wern r informed the Council that he had revised the schedule allowing
\.._/ a 5% cost of Ii ing increase on January 1, 1976, and a!. 5% to 5% merit increase
on the employe's anniversary date. Objections to this schedule from
Mayor Schneid r, and Councilpersons Holasek and Windschitl; inasmuch as
some employe s had received raises during the last three months of 1975,
and it was ass med that said raise did include a cost of living factor. Other
objections offe ed were 1) if using a flat percentage increase, the gap between
the lower paid employees and the higher paid becomes excessive, 2) a flat
cost, of living i crease did not afford flexibility between employees, and
3) an actual do lar amount should be used instead of a percentage. Council person
Holasek sugge ted using a .65% per month increase computed on those months
since the date f employment or date of last ,raise.
Mayor Schneid r suggested the following schedule for 1976:
James Th rston - $13,475 (salary as of 12/31/75), plus 2% on anniversary date.
Walter Ar tzen - same as present
P. Lindqu st - same as present
Norman W rner _ $18,900, effective 1/1/76
Deloris H nson - 5% increase 1/1/76 to 3.94 p. h.
Jean Babc ck - to $3.45 on 1/1/76, plus 2% on October 1
J anett Eve and - same as present
Mike Fick - $3.50 p. h. (effective 12/1/75), plus 5%, Sept. 1
A lengthy disc ssion was had on the basis for these recommendations.

MOTION by inds chitl, seconded by Schneider, that the City Council retain the
anniversary d tes of employees to grant increases; and that we grant an automatic
8% from the lerk/Treasurer down, including the Building Inspector; and that
the City Staff ake a recommendation for the probationary increase for
Jean Babcock nd Mike Fick. In the event the City Administrator felt the
8% unwarrant d for an employee, he would make recommendations to the
Council.
Discussion on the inclusion of only some exempt employees in the motion;
Councilperson Windschitl gave his reason for this action as being that this
would give a ore sizeable raise to the lower paid exempt employees.
Vote: Yes - S hneider, Windschitl; No - Rither, VanderLaan; Present - Holasek.
Motion tied.
MOTION by V nderLaan, seconded by Rither, adoption of the proposed salary
réviewal pres nted to the City Council by the Administrator, reflecting a 5%
cost of living i creaSe effective to all employees January 1, 1976, and the
respective me it increases as recommended on appropriate dates on the
~ docµrnent disc ssed on November 10, 1975. Administrator is directed to
~" provide to the ity Council, correspondence prior to the anniversary date
addressing wh ther or not an employee is deserving of the pre-determined
raise, andifi fact, the administrator feels employee is not deserving of
the pre ,-deter ined raise, he shall recommend a percentage based on his
evaluation of t e employee's performance. If the percentage does not differ
from the pre- etermined increase, that raise shall become effective without
Council discus ion.
Vote: Yes - R ther, VanderLaan; No - Schneider, Holasek, Windschitl.
Motion defeate .
MOTION by W ndschitl to adjourn - ,no second.
Discussed wer the Police Protection Contract and Special Levies. No decisions.
A future date t complete the budget was disc-ussed, as were the costs already
incurred in the budget preparations.
MOTION by H lasek, seconded by Windschitl, to adjourn. I
Vote: Yes - H lasek, Schneider, VanderLaan, Winds chit¡; No - Rither. Motion
carried.
