Schneider, May 22,1975,7:40 P.M.. at the Andover Community Center, 1685 Crosstown Bfulevard N. W., Anoka, Minnesota, for the purpose of handling continued items fr om the May 20, 1975 Regular Council Meeting. Councilpersons present: Rither, VanderLaan, Windschitl Councilpersons ablsent : Holasek (Arrived 29:00 P.M.) Also present: : City Deputy Clerk, Pat Lindquist; City Reporter, Shirley Ha1fiel; and former Townboard Chairman, Marvin Christenson. Approval of Agenda MOTION by windJchitl, seconded by VanderLaan, to delete Items No. 2 (Approval of Minutes, April F8, May 12), No.3 (Shade Tree Ordinance), No. 17 (Aerial Mapping), No. 18 (Spring Str et Road Report); and reverse the order of Item No.8 (Park Advisory Board Summer Pr gram) and Item No. 14 (Budget Committee Report), with said Budget Report to be handl d as soon as Councilperson Holasek arrives. Motion carried unanimously. MOTION by Windschitl, seconded by VanderLaan, to add Item No. 19 (Lawn Cutting ., Co=unUy col" .nd nom No. 20 (Ro.'ow =d Po..'blo "pp,oy.1 of NownloU" Copy). Discussion on Off-Sale Li uor Councilperson Van erLaan read am'excerpt from the League of Minnesota Municipalities Handbook (340.353, subsection 4), titating in part that municipal liquor could not be brought into the Ci y until two years following incorporation; and suggested that a committee be for ed to study "Off-Sale" and the general municipal liquor question. Councilperson Rit er read a letter from Attorney Hawkins to Allan Miles, former Planning and Zoni g Commission Chairman, stating in part that there could not be "split" liquor in th City; and noted that the letter contained no mention of the two-year wait. MOTION by Windschitl, seconded by Rither, that the question of Off-Sale Liquor be tabled until the ity Council has had time to study the question. Motion carried unanimously. County Plat A ro al v10TION by Windslchitl, seconded by Rither, that the City of Andover allow the Office of Anoka County Surveyor to verify the accuracy of dimensions, angles, and other pertinent di~ensions in connection with survey information on plats proposed within the City of Ándover; and that the City be notified by the County Surveyor within Special City Coun il Meeting - May 22, 1975 . Minutes - Page 2 County Plat Approval (Continued) two (2) weeks afte~ receipt of the plat by the Surveyor, that the plat has been reviewed and approved in this regard; and that the City Clerk be authorized to forward to the Anoka County surieyorl s Office, a copy of this motion. Motion carried unanimously. CETA FUNDS REPOR T Mayor Schneider ~eported that he had spoken to Mr. Brenk about road and park maintenance as covered at the May 12 Council Meeting; and that he was informed by Mr. Brenk thai the County would not be able to install sand points and may not be- able to install raffic and street signs. MOTION by VanderLaan, seconded by Windschitl, tha~ the City Council reconsider the decision to allow a $3,000.00 expenditure of C. E. T. A. Funds for maintenance purposes as outlined in a motion passed on May 12j 1975. Vote: Yes - Rither, Windschitl, VanderLaan; No _ Schneider. MOTION by Wind chitl, seconded by Rither, that the $3,000.00 of C. E. T. A. Funding allocated to the c1unty be expended in the following order: 1. Maintenan e of City Parks (Including Community Center) 2. DHch Cl'rn, 3. Tree and rush Cleaning MOTION AMENDE by VanderLaan, seconded by Windschitl, that Walter Arntzen, City Road Supervif~r, be permitted to make specific allowances for these expenditures. Discussion on aSS~gning the park duties to Mr. Arntzen inasmuch as his workload was already excessive' and that Item s No. 1 and No.2 automatically came under his supervision. AmJndment defeated unanimously. MOTION AMEND D by Rither, seconded by VanderLaan, that the work to' be done under the "Mainte ance of City Parks" be coordinated by Park Advisory Board Chairman. Discussion on the ime and work involved by .£he Park Board with no compensation for them. Councilper on Windschitl yoted that there was a provision in the 1975 Budget Cf/.c.th1If'rL <i yY"I.l¿o,t for compensation or e Park Advisory Board; and added that they were probably the most aware of the park areas. Amendment carried unanimously. Motion carried unanimously. MOTION by Windschitl, seconded by VanderLaan, that if there are any monies left of CETA Fonding to' <h. H.m, d.mib.d in tho pmioo, motion wm compl.t.d, that it be used to i stall traffic signs in the City. Motion carried unanimously. ;rantz Road Probl m (Ward Lake Drive) Mayor Schneider a vised the City Council that Mr. Ruud of the Anoka County Highway ')epartment had in ormed him that they would monitor traffic on Ward Lake Drive. .Jiscussion on whe her or not this would be necessary inasmuch as the problem of dust created by heavy t I uck traffic was very apparent. Hiring of Fiscal A ent A one hour discus ion was had on the engagement of a fiscal agent for the City of Andover. The two firms und r consideration were l) Springsted, Inc., and 2) Ehlers and Associates. Fees and ability to market bonds were discussed, as was the background of each organization in oth r fiscal matters, ielO, Capital Improvement Programs. Mr. Christenson presented corresp ndence with regard to both firms. MOTION by Rithe , seconded by VanderLaan, that the City of Andover enter into a contract with Ehlers and A sociates to act as Fiscal Agents for the City. Vote: Yes - VanderLaan, Rither; No _ Schne der, Holasek, Winds chit!. Motion defeated. MOTION by Winds hit!, seconded by Schneider, that the City of Andover hire Springsted, Inc. a Fiscal Agent for the City, under the condition that in acceptance of the Contract, that n non-bond offer types of fiscal services, Robert Pulscher shall 'tct as project man ger in all activities. Meeting Date to Intrview Clerical Help MOTION by vandelrLaan, seconded by Rither, that Tuesday, May 27, 1975, be set as the date to intelview and hire clerical help. Motion carried unanimously. MOTION by Vande Laan, seconded by Rither, that the Clerk notify the two applicants, Mrs. Perry and M s. Hanson, and any other persons from whom applications are received before th 27th, of their scheduled appointment time. Motion carried unanimously. Budget Report ->ue to the late hou , Councilperson Windschitl requested that this item, and related items on the agend be handled at another meeting. MOTION by Rither, seconded by VanderLaan, thr.t Thursday, May 29, 7:30 P. M., be set as the date to review the Budget;, and that t is be the only item on the agenda. Motion carried unanimously. Co :nmunity Cente Lawn Cuttin MOTION by Winds hitl, secnnded by Rither, that Walter Arntzen be authorized to hire someone for the p rpose of cutting the lawn at the Community Center, with a salary not to exceed $2.50 pe hour.
