CI.,.Y of ANDOVER SPECIAL COUNCIL MEETING - MAY 12, 1975 MINUTES A Special Meeting of the Andover City Council was called to order by Mayor, Richard J. Schdeider, May 12, 1975, 8:00 P. M., at the Andover Community Center, 1685 Crosstown Boulevard N. W., Anoka, Minnesota, for the purpose of discus sing new City positions of Coordinator and Clerk/Treasurer. Councilpersons Ipresent: Holasek, Rither, VanderLaan, Windschitl Councilpersons labsent : None Also present : City Clerk, Art Jaworski; City Deputy Clerk, Pat Lindquist; and former Grow Township Supervisor, Marvin Christenson. Agenda Approval MOTION by Va der Laan, seconded by Holasek, that the agenda be approved as written, with th addition of Item No. 10 (Hire Clerical Help). Motion carried unanimously. Views of the City Council Relating to the Positions of Coordinator and Clerk/Treasurer Councilperson indschitl felt that the Coordinator should be a Reg. Civil Engineer with a æ or .in..Administration; reason being that costs saved in engineering fees would pay a por ion of his salary, and that the City would have~erigineering information available at all imes. Mayor Schneider and Councilperson Holasek noted that a law degree would b very beneficial to the City, both in savings on attorney's fees and the fact that leg 1 information would be available at all times. . Council per s on s VanderLaan an Rither emphasized that "administration" was of prime concern in that this was th one area where the City had the greatest need, and did not have outside persons available to handle this, as in the case of the engineer or attorney. A lengthy discu sion was had on the various duties to be covered by the Coordinator; the majority of he City Council agreed that supervision of all departments was a must. Other items me tioned were 1) assist the Planning and Zoning Commission in the rewriting of the ordinances, 2) public works management, 3) supervision, and 4) public relati ns. A five-minute r cess was called Meeting reconv ned at 9:45 P.M. MOTION by Va derLaan, secotfud by Holasek, that the City Council reconsider the motion having b en passed unanimously on April 7, 1975, to establish the position of City Coordinato , and that he be a Reg. Civil Engineer with Business Administration background and prior municipal work experience. Vote: Yes - Holasek, Rither, VanderLaan; N - Schneider, Windschitl. Vote: Yes - Holasek, Schneider, Rith~r, Windschitl; No - VanderLaan. Motion carried. Salary Range fol City Coordinator After some diS~ussion, MOTION by Windschitl, seconded by Rither, that the salary of the City Coordinator be commensurate with experience, up to $18,000.00 per year. Must have a BS or BA in Business or Public Administration with previou municipal work experience. Some Civil Engineering experience is desirable. Salary commensurate with experience. Publications in Which to Place Ad It was agreed a ter considerable discussion on costs, that a "display type" ad, two columns wide, e placed in the Minneapolis Tribune to run May 17 and May 18 _ All Editions; and a one_column want ad be inserted in the St. Paul Dispatch, to run May 17 and Ma 18, All Editions. Time Table Fo Hirin The City Counc'l agreed to hold the position open until July 1, 1975, if necessary. Procedures for Interviewin Councilperson ander Laan agreed to draft a letter of acknowledgement to all applicants. A plications are to be screened by the City Council as they are received, with interview to be conducted on a weekly or bi-weekly basis, using the same format as for e Planning and Zoning Commission interviews. Clerk/Treasur r Position MOTION by VanderLaan, seconded by Holasek, that the City Council of Andover, appoint Patricit. Lindquist to the position of Clerk/Treasurer, subject to the adoption and publicatio~ of an Ordinance Establishing the Combined Position of Clerk/Treasurer. Motion carried unanimously. ~pecial Meetin~ - May 12, 1975 Minutes - Pagè 3 Government Funding MOTION by W~ndSChitl, seconded by Holasek, that the City Council hire a full-time clerical person. Motion carried unanimously. I MOTION by W~ndschitl, seconded by Holasek, that the Deputy Clerk be authorized to go through administrative procedure of registering the position with the State , Employment Office and Anoka County including all information required for C. E. T. A. FUrlding; and that the Mayor be authorized to is sue a letter to Mr. Brenk defining the polsition and applying for C. E. T. A. Funds to cover the full-time clerical help. Motion carried unanimously. It was noted that the funding had expired on E. E. A. Funds. I MOTION by WEdSChitl, seconded by Holasek, that the City Council authorize Anoka County 0 sprend $1500.00 for brush and tree trimming along City roads; and $1500.00 n City Park maintenance and clean-up. Vote: Yes - Windschitl, , Rither; No - randerLaan, Holasek, Schneider. Motion defeated. MOTION by V nderLaan, seconded by Rither, that the City Council seek $3,000.00 ofC.E.T.A. unds, with expenditures allowed for the following: 1) Ditch cleaning and mowing 2) Tree and brush trimming 3) Main enance of City Parks 4) Insta lation of street and traffic signs 5) Insta lation of sandpoints in City Parks Specific allow nces for the above to be designated by the Andover Road Supervisor, Walter Arntze .
