SPECIAL COUNCIL MEETING _ JUNE 26, 1975 \-----/ MINUTES A Special Meeti g of the Andover City Council was called to order by Mayor, Richard J. Schneider, June 26, 1975, 7:00 P. M., at the Andover Community Center, 1685 Crosstown Boulevard N. W., Anoka, Minnesota, for the purpose of interviewing applicants for t e position of City Coordinator. Councilpersons resent: Holasek, Rither, VanderLaan, Windschitl Councilpersons bsent : None Also present : City Clerk/ Treasurer, Pat Lindquist. Interview sched Ie as follows: 7:00 P. M. - Robert McCormick - Former Clerk, Long Prairie, MN. 9:00 P. M. _ Norman J. Werner - Fiscal Consultant, Springsted, Inc., Former City Clerk, Coon Rapids The City Counci covered several subjects and areas of experience with each applicant. Som of the items covered included 1) Supervisory Experience, 2) deneral Pers nnel Experience, 3) Applicants' views on how the Metropolitan r-\ Council applies o the City of Andover, 4) Planning and Zoning Experience, I...--i 5)Re-writing of rdinances to be compatible with the Comprehensive Development Plan, 6) Budget Planning, 7) Background with Capital Improvement Projects, 8) Education, 9) Fiscal Experience, 10) Areas of Responsibility, 11) Legal Experience and ackground, 12) Public Contact, 13) Applications/ Grants, and 14) Ordillan e Enforcement Background. The proposed Ci y Coordinator ©rdinance, covering duties and responsibilities, was read and di cussed with each applicant; as was the salary for the position. Messrs. McCor ick and Werner advised that they would be able to start work with the City of ndover by August 1, 1975. Both applicants uestioned the Council on various matters concerning City policy, improvements, opulation projections, problems, etc.; and presented reports, studies, ,"¡jJl pf hich they had been instrunlental in the preparation or research involved ill prep ration. The interviewin session was closed at 10:55 P.M. Discussion follo èd on the date on which to make a decision on the City Coordinator position. It was noted that one of two choices were available to the Council, i. e. , /\ choose one of th four interviewed, or advertise again for applicants. Wednesday, \ I July 9, 1975, 7: 0 P. MOTION by Van erLaan, seconded by Rither, to reconvene. Motion carried unanimously. Discussion on d ties of part-time maintenance person. Mayor Schneider noted that authorizatio had been given only to cut the grass at the Community Center, and other "jobs" were being done. MOTION by Rither, seconded by VanderLaan, to authorize Wal er Arntzen, City Building Official, to direct the part-time m.aintenance person to also place crushed rock where needed on the Community Center grounds, and clean out the catch basin on Crocus Street, as well as any other duties which he may designate. Motion carried unanimously. MOTION by Ri er, seconded by VanderLaan, that the Building Official prepare a list for the Cit Council, outlining the duties of the part-time maintenance person.
