A Special Meeti g of the Andover City Council was called to order by Mayor,
Richard J. Schn ider, June 25, 1975, 7:05 P. M., Andover Community Center,
1685 Crosstown Boulevard N. W., Anoka, Minnesota, for the purpose of interviewing
applicants for e position of City Coordinator.

7:00 P.M. - James W. Fornell - Administrative Assistant, St. Anthony
9:00 P. M. - jJames T. Nervig - City Engineer, Shoreview
The City Counci covered several subjects and areas of experience, with each
applicant. Som of the items covered included 1) Supervisory Experience,
2) General Pers nnel Experience, 3) Applicant's views on how the Metropolitan
Council would a ply to the City of Andover, 4) Planning and Zoning Experience,
5) Re-writing of Ordinances to be compatible with the Comprehensive Development
;-"\, Plan, 6) Educat'on, 7) Background with Capital Improvement Projects, 8) City
o Budget Planning 9) Fiscal Experience, 10) Areas of Responsibility, 11) Legal
Experience and ackground, 12) Public Contact, 13) Applicationsc./ Grants,
and 14) Ordinan e Enforcement Background.
Both applicants dvised that they would be able to start employtnent with the
City of Andover, anytime after August 1.
The proposed C' y Coordinator Ordinance, covering duties and responsibilities,
was read and di cussed with each applicant; as was salary for the position.
}Aessrs. Fornel and Nervig questioned the City Council on various matters concerning
City policy, im rovements, population projections, problems etc.
The interviewin session closed at 11:00 P. M.
MOTION by Rit er, seconded by Windschitl, that the City of Andover adopt F. H. A.
442-3 (Resolutio covering "Intent to Continue Processing Sanitary Sewer 75-1 Loan
Application) - c py attached. Motion carried unanimously.
Mayor Schneide explained the change in the layout of the ball diamonds at the
Community Cen er Park by the Lions Club. The Council felt that action was not
~ necessary, and f this was agreeable to the Park Advisory Board, there should be
~ no problem.

RESOLUTION DECLARING INTENT TO CONTINUE PROCESSING

The Mayor then announced that the purpose of the meeting was to con-
si er the adoption of a resolution expressing the Council's intent to
co tinue with the processing of its Sanitarv Sewer(75-woject and its
re ated application to the Farmers Home Administration (FHA) for financial
as istance in connection therewith, and to authorize the Mayor and City
C1 rk to execute certain agreements and other instruments required by the
.
After full discussion of the matter was had, Member Rither .
in roduced the following resolution and moved its adoption:
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

, APPLICATION FOR FINANCIAL ASSISTANCE FROM THE FARMERS
HOME ADMINISTRATION AND AUTHORIZING THE MAYOR AND CLERK
TO EXECUTE C~RTAIN AGREEMENTS REQUIRED BY THE FARMERS
HOME ADMINISTRATION.
WHEREAS, the City of Andover (hereinafter referred
to as the "City") has beer. considering a Sanitary Sewer System project
an has made application to the Farmers Home Administration (FHA) for

WHEREAS the City has engaged the services of a registered professional
engineer to repare a feasibility study and cost estimate regarding the
project, and has received 'from the engineer the completed feasibility study,
and has call d for a public hearing to consider said project, and
WHEREAS the FHA has issued a letter of conditions that the City
. 'must meet if it is to receive assistance from the FHA, and

WHEREAS it will be necessary for the, City to make a public offering
of its bonds in form and manner acceptable to the bond market, accompanied
. by an'approv ng\opinion of recognized bond counsel, and
WHEREAS the Council deems it. necessary and expedient to proceed with
"the processi g'of its application to the FHA, and to do whatever is
necessary to comply with the conditions set forth by the FHA as well as

BE IT RTHER RESOLVED, that the Mayor and City Clerk be, and they
hereby are, uthorized to engage the services of a recognized bond
counsel firm which has experience in municipal financing and has issued
previous opi ions that have been accepted by municipal investors such
as investmen dealers, banks, and insurance companies and to enter into
