SPECIAL MEETING - JULY 9, 1975 , MmUTES ,~ A Special Meetin of the Andover City Council was called to order by Mayor, Richard J. Schn ider on July 9, 1975, 7 :30 P. M., at the Andover Community C¿nter, 1685 Cr sstown Boulevard N. W., Anoka, Minnesota, for the purpose of discussing tho e persons interviewed on June 25 and June 26 for the position of Administrator for the City of Andover. Councilpersons resent: Holasek, Rither, Windschitl, VanderLaan Councilpersons bsent : None Also present: City Clerk, Pat Lindquist Robert McCormi k After a short dis ussion, the Council agreed that Mr. McCormick did not have 1) Sufficient mun cipal experience, and 2) Sufficient metropolitan exposure. James Nervig The Council was in general agreement that even though Mr. Nervig's qualifications and background ere extremely dèsira-bIé, the salary request of $22,500.00 plus ,'-----., a staff car were omewhat higher than the City could afford at this time. '0 James Fornell The Council felt hat Mr. Fornell's qualifications were very good and covered a very broad spect um of municipal activities. Concern was expressed by Councilperson W ndschitl for Mr. Fornell's 1 "liUhd reference to the "mobility factor" of public mployees. , , Norman Werner It was agreed by e Council that Mr. Werner was exceptionally well qualified in both municipal e perience and metropolitan exposure. A lengthy discussion was had on the possib e "conflict of interest" issue in connection with Mr. Werner's employment with Springsted, Inc. General Discussi n Several items we e covered, i. e., di£ferencein salary requests as o:¡po"3ed to experience and b ckground of Messrs. Fornell and Werner; the possibility of promoting Walte Arntzen or Patricia Lindquist to the position of Coordinator and hiring additi nal personnel to relieve in the operational field; the duties of ~ the adrninistrato ; and the conflict of interest issue. ( ) -..../ - ~, Special Meeting ,_,Jly 9, lS--.- ,- Minutes - Page 2 - MOTION by W:in schitl, seconded by Holasek, that Norman Werner be engaged as ~ City ~ministrat r for the City of Andover after the City Attorney requests an opinion from the Anoka ounty Attorney on the "conflict of interest" issue; for a salary of $18,000 per year , with a one-year probationary period, and present-time mileage at the rate of 15Ç per mile for City business. Discussion on th same items <tovered under "General Discussion". Vote: Yes - Win áchitl, Holasek; No - VanderLaan, Rither; Absta:in - Schneider. Comparisons we e made on Messrs. Fornell and Werner as to 1) experience, 2) metropolitan e po sure, 3) variety of previous work experience, 4) education, and 5) salary. A ain, the "conflict of interest~' issue was discussed, as was the pos sibility of utilizing present City employees. MOTION by Hola ek, seconded by Windschitl, that the previous motipn of Councilperson W' ndschitl with reference only to the contacting of the County Attorney by the City Attor ey, be followed; and note in the request that Norman Werner is presently wor ing for Springsted, Inc. whom the City has voted to hire as Fiscal Agents. ote: Yes - Schneider, Holasek, Windschitl; No - Rither, VanderLaan.
