CITY 01 ANDOVER
Minutes of a SPECIAL meeting of the Andover City Council, held January 29, 1975,
at the Andover Community Center.
Regarding: Federally Funded Employment Opportunities for Cities.
Present were: Mayor Schneider, Councilpersons Rither. Windschitl, VanderLaan,
I Holasek and Jim Brenk, representing Anoka County.
Mayor Schneider called the meeting to order at 7:45 p.m., and turned the meeting
over to Jim¡ Brenk.
Mr. Brenk explained to the Council that the Federal Programs he will be speaking

about, are entrusted to the County of Anoka for use to create jobs in Anoka County,
,
specificallr for those umemployed and who reside in Anoka County.
Mr. Brenk s so explained that the County has filled as many positions as it can
without bechming irresponsible. therefore the County Board will act upon written
,
request from Cities to provide Federal Funds for positions created to hire the
unemployed'lor under-employed. Mr. Brenk noted that Federal Funds could not be
used to fil existing positions with vscancies.
Mr. Brenk s~ated that the County has three Manpower Programs available at the

June 30, 19 5, unless staged. Mr. Brenk noted this program has been staged five
times. Mr. Brenk stated under this program the Federal Government would provide
ninety per ent or up to $12,000 per year for employment and training related to
a job for one year. The City must pay ten per cent ~ any amount over $12.000
per year. 4N
The criteri for this program are as follows:
1 Applicant must be unemployed for fifteen days or under-employed.
2 Veterans have no waiting period.
3 Veterans have forty-eight hours preference.
4 Cannot be used to fill a current position.
5 Must be a resident of Anoka County.

Mr. Brenk n ted this program has been brought to the level of the elected officials
by eliminat ng the middle-man. (Federal Administration). Mr. Brenk also noted
the $12,000 figure does not include payment of percentages such as, PERA, FICA. etc.
Mr. Brenk w s quick to point out that no discrimination could be tolerated in these
positions, ut also pointed out these employees would be subject to the rules and
regulations that all employees of the City must work under.
The possibl new positions discussed by the Council were:

C uncilperson Holasek - Possible full-time maintenance man.
C uncilperson Windschitl - Clerk/Treasurer position.
Councilperson Rither - Council should take an inventory of the Cities needs.

Mr. Brenk suggested that the Council examine the possibilities, thoroughly and to
be as selective as they wished. to fill the positions they are in need of. Mr. Brenk
,
noted that anyone working under thirty-two (32) hours per week, is under-employed
and is eligible.

Mr. Brenk moved onto explaining a program that had just become available to Anoka
County, President Fords' Emergency Jobs Program, which was passed by Congress in.
December of 1974. Mr. Brenk noted that the County has received $337.000 to create

Public Service Jobs and further stated that the County Board would retain 50% of
,
these funds and allocate 50% for use by municipalities in Anoka County. Mr. Brenk
stated that 15% of these funds must be used by January 30, 1975; 15% more must be
,
used by February 28. 1975; 100% must be committed by June 30, 1975.

Mr. Brenk also stated that this is a thirteen (13) month Program. which ends
February 9, 1976. The Program should be used to curtail short term unemployment.
The criteriajfor Title VI is somewhat different than Title 1.

1. Applicant must be unemployed for thirty (30) days.

2. Reside in Anoka County.
3. Must be registered with the State Employment Service.

4. ISpecia1 consideration shall be given to those who have exhausted their
¡unemployment benefits, or are not eligible for benefits.

6. reference should be given to veterans. women and minorities.
Mr. Brenk st~ted that this Program is "shades of WPA". and noted that $30,955 would
go directly tf the City of Anoka, although Anoka County was again trustee for the
Federal Monies. Mr. Brenk explained the reason the City of Anoka will be receiving
$30,955, is they have the highest rate of unemployment in the State, (8.18).
Mr. Brenk not~d that the City of Andovers' share on a population formula would be,
$6,861.00, the population figure was the Metro Council figure of 7,586. Mr. Brenk
was positive ~hat this was just the beginning and more funds would be available.
Mr. Brenk poi ted out that under Title VI, cities of Anoka County could refuse funds,
thereby a11~ng other communities more funds or enter into a joint powers agreement,
to utilize or more cities funds, to jointly hire one man, etc. He also pointed

Counci1perso Rither questioned Mr. Brenk about these possibilities for the City
of Andover; equest for immediate allocation; turn-back funds and receive services
for the amoun from the County of Anoka. Mr. Brenk stated that Counci1person Rither

Counci1person Rither asked if a turn-back of funds for services would be on a contract
arrangement? Mr. Brenk stated that he will check and any questions by the Council
at a later da e could be asked on the telephone.

After questions by the Council, Mr. Brenk Summarized the following points:
II No displacement of personnel to create a position can be done.
2~ Funds cannot be used for part-time help.
3~ The County needs a request for Title VI funds, by February 28, 1975.
4~ The information needed would be:
a. Address positions to be filled.
b. Ask for funds.
c. Give information for County records.
d. Address letter to: Chairman of the Anoka County Board,
Mr. Al Kordiak, ERA Funds. Andover should note thst they
will pay the percentage, (Andovers' share) required in the
programs requeated.
The meeting was informally adjourned at 9:45 p.m.
