A Special Me ting of the Andover City Council was called to order by Mayor,
Richard J. S hneider on December 4, 1975, 7:30 P.M., at the Andover City
Hall, 1685 C osstown Boulevard N. W., Anoka, Minnesota: for the purpose of
discussion on the proposed 1976 Budget.
Councilperso s present: Holasek, Rither, Vander Ì..aan, Windschitl
Councilperso s absent : None
Also present: City Administrator, Norman J. Werner: City Clerk,
Patricia K. Lindquist.
Councilperso Windschitl noted that in computing the adjustments to-date and
balancing the figures, it would be found that if an 8-hour shift was utilized for
Police Prote tion, the budget would show a surplus of $27,756: and with 12-
hour protecti n, the surplus would be $11, 116.

f", The Administ ator explained that the $17,500 estimated revenue was the 2%
',--" Administrati e Costs for 75-1 ($450,000), 75-2 ($26,000), and the Northwoods
Sanitary Sewer (Estimated $400,000).
Assessment ration Reimbursement
Councilperso VanderLaan questioned the need for additional monies and
whether or no the Administrator could prepare the roll thus eliminating any
additional out ide expense; was advised that the staff could do this, however,
overtime may be needed so this would not be an additional cash expenditure,
but doubted if he could do the calculations alone Over the two month period.
The Administ ator noted that there was a $5,000 revenue item (1% of contract
price) allowe for this work. Also discussed was the method of repayment
on the special assessments and the assessment policy.

The Administ ator presented a proposal on increases based on the assumption
that all emplo ees had been hired on January 1, 1975, and were given probationary
i raises on sch dule, with the increase due on January 1, 1976 being based on
the assumed alary earned in 1975 of which an 8% of the total was taken to determine
the amount of he increase. It was noted that this program would produce a
$93,668.00 to al salary package. This was discussed and reference made to

The Clerk/Tr asurer submitted a salary package prpposa1 allowing for a
flat per hour ost of living increase to all employees on January 1, 1976, Le.,
25¢ per hour o everyone; and a merit increase on July 1, 1976, to vary between
10¢ per hour nd 50¢ per hour per employee, showing a $92,500 total 1976 budget
allowing for a 25¢125¢ per employee, and a $94, 600year-end total.
This was disc ssed and agreed to be a fair method of treating all employees
equal on a cos of living, and accordingly on merit. A 15¢ cost of living
allowance on anuary 1, 1976, and a O¢ - 60¢ merit increase on July 1, 1976
was suggested by Councilperson Windschitl. He directed the Clerk to check
with the State f Minnesota and various private businesses to determine if the
15¢ cost of liv ng was a fair amount.
MOTION by W'ndschitl, to reconsider prior motions passed dealing with wage
increases on ovember 12, 1975 of 8% for the Building Inspector, Deputy Treasurer,
Clerical Help nd Maintenance Man on the anniversary dates; and $11.900 for the
Clerk/Treasu er on August 19, 1976. No second (Motion not necessary per
R.R.of 0.)

~ MOTION by W ndschitl, seconded by Holasek, to rescind the motions of
November 12, 1975, that provided an 8% increase On their anniversary dates
for the Buildin Inspector, Deputy Treasurer, Clerical Persons and
Maintenance M n; and $11, 900 for the Clerk/Treasurer on her anniversary
date. Motion arried unanimously.
MOTION by W' dschit1, seconded by VanderLaan to include in the budget
for wages for 1976, the amount of $92,500 for employees salaries. Motion
carried unanimously.

MOTION by Wi dschit1, seconded by Holasek, that the City contribute $19.00
per month to th employee dependent coverage for the year 1976, and full
individual cove age. Motion carded unanimously.
Com rehensive Park Plan &: Total Bud et
Discussion was had on the Community Center Site. and the planning necessary.
It was agreed t at $1.000 would be allowed in the 1976 Budget for site planning
at the Communi y Center.

MOTION by Wi dschitl, seconded by Schneider, to accept thebûq,get as adjusted
with 12 hour Po ice Protection, and referring to a surplus of $7, 000.

MOTION AM NDED by Rither, to include an amount of $2,500.00 for
profes sional ervices for a Comprehensive Park Development Plan to
appear under Planning and Zoning in the Budget. Seconded by Windschitl.
Vote: (Amend ent) - Yes - Schneider, Rither, VanderLaan, Windschitl;
No - Holasek. Carried.

Other Busine s
Discussed wa the Building OfficiaUs letter advising the Council that he did
not wish to re ew his contract. No action taken.
The Administ ator informed the Council that he had received a request from
Mayban Corpo ation to be placed on the December 16 Agenda. Discussion on
the Cedar Cre t Park not being included in the Third Addition, and this north
Park not belo ging to the City. Mayor Schneider noted that had he known that
the Park had ot been dedicated to the City he would have voted differently for
the extension f the 4th Addition Plat.
