Schneider at the Andover Commu ity Center, 1685 Crosstown Boulevard NW, Anoka, Minnesota. Prese t were: Counci1persons Jerry Windschit1 and Mary VanderLaan, P1ann'ng and Zoning Chairman David Jack, Rex Stockwell from City ngineering firm of T.K.D.A., City Administrator Norman J. We ner, and, from the Board of Managers of the Coon Cr~ek Water hed District, Melvin Schulte, Loren Hentges, Francis Winge t, and Roy Westlund Subje t of the meeting: Coon Creek Watershed District The Bard of Managers of the Coon Creek Watershed District would like to get an overall development plan for ,the District I by'ge ting the cooperation and input from the municipalities invo1 ed - Andover, Blaine, Coon Rapids, and Ham Lake. They I ,,.--..,, feel hat with public awareness of their problem and ideas '0 from fficia1s of Cities in the District, their plan of 8 to 10 ye rs ago could be resubmitted. The Board has already met w'th the Cities of Blaine and Coon Rapids. Coon eek is flooded too often and isn't a sufficient outlet for pr sent development. It has been dredged down to approximately Coon pids Boulevard. From there to the Mississippi River I it's n tura1 as far as records show. The Creek has good fall from C on Rapids Boulevard on and doesn't usually have a problem. Howeve , it has maximum water now in Coon Rapids and, needless to say they would rather not have any more development "up creek" from them. There is a lot of flooding in the area near H'ghway #242. The Creek collects and floods there with only a sprinkle, although the Creek is high enough allover that i a 3 foot dam were put in, water would back up for I 3 mile . , The Bo rd is working with the Department of Natural Resources and En ineers to clean the Creek. Seven beaver dams were remove recently from the Creek which may have changed the flow s ewhat. If there is a problem, it's better for the I prop2,r y owner to get the job done themselves than to go to the ~ A and be assessed for the work. Generally excavated ponding areas don't help enough to be worthwhile since the water table is so hi h. Blaine has one ponding area, North of the Blaine High chool. Andover doesn't appear to have any readily feasible pondi g areas, although it should be investigated so the overf ow of water could be released slowly. Rural land contributes 10% 0 it's rainfall to runoff and urbanized or developed land ontributes 90% of it's rainfall to runoff. The C on Rapids Ordinance requires a 100 foot walkway along the C eek. The Board was asked whether it might be helpful if th City bought and greenbelted a walkway along the Creek. They dvised that some areas don't lend themselves to greenbelt areas. Undeveloped land for instance, would be a problem because horses, mini bikes, farm animals, tilled land, beer cans, etc., don't mix. Discus ed federal funding for the studies, plans, and improvements needed. It is being checked into by the Board of Managers. Accord'ng to the Geological Service, it would cost approximately $250,0 0 for a Flood Plain Study. The Board feels this cost - is pro ibitive at this time. -' Assess ng was discussed. A court ruling was made stating a prop rty owner can't be assessed in excess of his benefit. $15 a ot is being assessed now in Coon Rapids. Blaine is chargi g $319 per lot in the area North of the Johnsville Schoo 1 A developer could be charged to cover a portion of this cst. Also discussed whether a farmer who has tiled his land t get rid of the water should be assessed as well as or as uch as a property owner on the Creek. The Bo rd was asked if there was any other way to develop ins tea of making a "treeless drainage ditch" out of the Creek. The Board had a plan introduced in 1963 which was rejected at that time. This plan, with some modifications, is being resubmitted. Shore land Zoning covers only lakes and natural bodies f water. It's time to improve the Creek or tell the people they can't develop land because there isn't room for more wa er. The Board of Managers would like to review the Prelimi ary Plats in the District before the plats go to the City Co ncil for final approval. - - i I .- ~, ~' Speci 1 City Council Meeting Minut s - December 18, 1975 - Page ~' Blain and Coon Rapids have sent resolutions to the Board advis ng that they are supporting the Coon Creek Watershed effor s and to go ahead with 1) a flood plain study and 2) to no okay any development on any land that would be flooded inCa 00 year storm. The A dover Engineers have advised that a Comprehensive Storm Sewer Plan be adopted for the City. This item will be on the C ty Council agenda again on January 6, 1976. The r presentatives from the Coon Creek Watershed District left t 9:15 P.M. Other Business L & R Excavating wants a check for work done at Red Oaks Manor Park. Refer letter (copy attached) from Building Official, WaIte L. Arntzen. The p oblem with the drainage was there before and digging the p d didn't create the problem. L & R has done the job he had bid to do. Discussed who directed L & R to do the - work a d also whether to hold back a portion of the money due ',--" him in order to assure having the problem corrected in the Spring. Motion by Councilperson VanderLaan, seconded by Co~ncilperson Windsc it1, that the Council audit the payment to Land R Excava ing based on the memorandum from Building Official, Walter L. Arntzen dated 12-18-75 indicating in his opinion, work h s been satisfactorily completed by L & R Excavating in the Red Oaks Manor Park in that according to the agreement by the Park and Recreation Board and L & R Excavating there was no provision to correct a drainage problem at the residence of Cha les TheIl. Vote on motion: no - Mayor Schneider; yes - ouncilperson Windschitl and Councilperson Vanderlaan. Motion carried. '---" The constructi n of the pond has a££ected the natural drainage of the area, and I am of the opinion that the garage will most probably be afí cted by this alteration. I am also of the opinion that according o the agreement between the Park/Recreation Board and L & R Exc vating, there was no provision to correct the drainage probl m.
