Schn~ider, April 7, 1975, 7:30 P. M., at the Andover Community Center, 1685 C~osstown Blvd. N. W., Anoka, Minnesota. Councilpersons ~resent: Holasek, Rither, VanderLaan, Windschitl Councilpersons I bsent : None Also present: : Marvin Christenson, C. Vieman, Mr. & Mrs. K. Olson, Cecil Heidelberger, Dean Johnson, City Clerk, Art Jaworski; City Building Official, Walter Arntzen; City Deputy Clerk, Pat Lindquist; and Lyle Bradley. '" "t./u~. The meeting wa called to discuss personnel matters. General discussion was had on the correspondence drafted by B. Steffans (Exhibit A _ attached) object ng to enabling legislation for the Metropolitan Council. Councilperson ither indicated disapproval of using Andover letterhead for this purpose before eceiving Council consent. Councilperson Windschitl noted that he would like to study this fully before signing. Pat Lindquist was asked to contact John Milton's o fice for copies of the legislation, to be picked up by Clerk Jaworski. MOTION by Va derLaan, seconded by Rither, to suspend the rules for this meeting. Motion carried nanimously. Councilperson indschitl stated that he had worked up an agenda for discussion, with items as follow : 1. Resol tion on Ordinances 2. Input rom Employees 3. Input rom Residents 4. Counc l's Views 5. Motio s to establish positions Councilperson anderLaan noted the following problems that the Council must face: 1. Handl situations better 2. Be op n to complaints 3. Counc l's useage of words to employees ûhor.dd Councilperson indschitl noted that any hint of politics must cease, and there ~M be no criticism of employees at meetings; and added that city structure is somewhat of a problem. Council per son VanderLaan suggested that minutes be corrected in writing. Councilpersnn Holasek objecte to this procedure. Discussion was had on condensing minutes. Special Council ,,~eting - A. il 7, 1975 Minutes - Page It was noted tha the next meeting scheduled for April 17, 1975, shall be restricted to personnel, positions, and ordinances covering same. MOTION by HOllsek, seconded by , ,,µ "'~, to pay former Deputy Clerk, Marilyn Kappellioff, for 8.5 days; to include 4.25 days earned vacation. Motion carried J,nanimously. MOTION by RiJer, seconded by VanderLaan, to engage Patricia Lindquist as full-time Deputi Clerk, at her present rate of pay. Council per son Holasek, felt that inasmuch a Mrs. Lindquist had already been established as a Deputy Clerk, a motion was not necessary to state this as a full-time position, and cited the possibility of this effecting C. E. T. A. Funds being used for a new position. Vote: Yes - Schneider, Rither, VanderLaan, Windschitl; No - Holasek. Motion carried. MOTION by Rither, seconded by VanderLaan that the City advertise immediately for part-time cl~rical help to augment the City Staff. Motion carried unanimously. MOTION by vaJderLaan, seconded by Rither, that the person hired be under the direction of Pat Lindquist. Motion carried unanimously. MOTION by Rit er, seconded by Windschitl, that the City Council set the rate of pay for the part time clerical help at $3.25 per hour. Motion carried unanimousl y. MOTION by Hol sek, seconded by Windsc!1Ïtl, that the Personnel Selection/Criteria Committee, wit participation from the Deputy Clerk, select the applicant most qualified for the part-time clerical position, and recommend this person to the City Council for approval. Motion carried unanimously. MOTION by Hol sek, seconded by Windschitl, that the salary of the Deputy Clerk, Patricia Lindqu' st, be increased to $4. 15 per hour beginning with the next pay period. Motion carried nanimously. MOTION by Hol sek, seconded by ~',,;¿1"¿k'llthat the salary of the Acting Treasurer, Janett Eveland, be increased to $3.60 per hour beginning with the next pay period. ORDINANCE NO. ,,~ {I' CITY OF ANDOVER COUNTY OF ANOKA STATE OF MINNESOTA AN ORDINANCE ESTABLISHING THE POSITION OF CITY COORD NATOR AND DEFINING HIS DUTIES AND RESPONSIBILIT!:ES THE CITY bOUNCIL OF ANDOVER DOES ORDAIN: l.L. The position of City Coordinator is hereby established and he shall be thel Chief Administrative Officer of the municipality. 1 He shall be chosen by the City Council solely on the basis of his training an experience and administrative qualifications, which shall include I current certification as a State Certified Building Official. The City Coordinator shall be ap ointed for an indefinite period by a majority of the City Council and may be removed from office only by a majority of the City Council, after thirty (30) alendar days written notice. If he has served as City Coordinator for one yea , written charges and a public hearing on the charges before the City counc~l shall be provided if requested prior to the date wherein his removal ta es place. The public hearing must be held within thirty (30) calendar d ys after presentation of the charges and he must receive the charges at east ten (10) calendar days before the public hearing. 1. 2. The duties and responsibilities of the City Coordinator shall be: 1) Subject to City Council regulations and applicable laws, the City Coordinator shall control and direct the administration of municipal affairs. 2) The City" Coordinator shall see that all laws, ordinances, and resolutions of the City are enforced. 3): The City Coordinator shall supervise the activities of all municipal department heads and personnel of the City in the admipistration of municipal policy with authority to effectively recommend their employment or removal. 4) The City Coordinator shall attend and participate in all meetings of the City Council. He shall be responsible for the preparation of the City Council Agenda !,nd recommend to the City Council such measures as he may deem necessary for the welfare of the citizens and the efficient administration of the City. He may attend, at his discretion or at the direction of the City Council, other committee and commission meetings. 5) He shall be responsible for the preparation of the Planning and Zoning Commission Agendas. 6) The City Coordinator shall prepare an annual fiscal budget and capital improvement plan for the City Council. He shall maintain financial guidelines for the municipality within the scope of the approved budget and capital program. He shall submit reports to the City Council on the financial condition of municipa.l accounts and make sure the annual financial statement is prepared in accordance with Minnesota Statutes. 7) The City Coordinator shall handle all personnel matters for , the City in conjunction with policy established by the City Council. He shall negotiate or delegate the negotiation of terms and conditions of employee labor contracts for presentation to the City Council. 8) The City Coordinator shall represent the City at official functions as directed by the City Council and maintain good public relations with the citizens of the community. 9) The City Coordinator shall act as purchasing agent for the City and be responsible in making all purchases in accordance with the approved municipal budget. He shall have the authority to sign purchase orders for routine services, equipment and supplies for which the cost does not exceed one thousand,and n%ne hundredths dollars ($1,000.00). All claims resulting from orders placed by the City Coordinator shall be audited for payment by the City Council. He shall negotiate contracts for any kind of merchandise, materials, equipment or construction work for presentation to the City Council. 10) The City Coordinator shall coordinate municipal programs and activities as directed by the City Council. He shall monitor all consultant and contract work performed for the City. He shall coordinate the activities of the City Attorney. Ú) The City Coqrdinator shall be informed regarding federal, state and county programs which affect the municipality. He shall consult with officials of both public and private agencies as may be required. , ! ,1 12) The City Coordinator shall inform the City Council on matters dealing with the administration of the City and' prepare and ¡ submit to the City Council for adoption an administrative code encompassing the details of administrative procedure. 13) The City Coordinator shall be required to take an oath of office. He shall be bonded, at City expense, through a position bond which will indemnify the municipality. 14) T4e City Coordinator shall enforce all the provisions of the MiIJ,nesota State Uniform Building Code. 15) He shall perform such other duties as may be prescribed by law or required of him by ordinance or resolutions adopted by the City Council, such as Fire Marshall, and Public Health Officer. , 1'103. The City Coordinator must have considerable knowlege of municipal government operation, proper procedures, public relations, finances, purchasing and all administrative requirements for proper municipal operation. He must have knowledge of or ability to acquire full knowledge of all laws , affecting tHe municipality. He must have the ability to provide harmonious ' relations ~ith municipal employees and the general public. He must have the ability to pian development, to collect material and analyze for reporting and to conduct l.nd implement standards of procedure, operation and organization. I THE CITY COUNCIL OF ANDOVER DOES ORDAIN: I Pursuant to the authority granted by Minnesota Statute 1.01. 41Z.591, the bffice of the Clerk and Treasurer in the City of Andover, Anoka County, MinIiesota are hereby combined in the Office of Clerk.Treasurer. Z) The Clerk/Treasurer shall maintain all City financial records in accordance with established procedures and utilize the central accounting system to account for all receipts and dis~ursements of City funds. 3) The Clerk/Treasurer shall prepare financial reports and assist the City Coordinator in budget preparations and data analysis. 4) The Clerk/Treasurer shall supervise the performance of duties associated with voter registration, election arrangements, minutes of Council and Commission meetings, and other official records, licenses, etc., as required by law, Council resolution, or the City Coordinator/Building Official. 5) The Clerk/Treasurer shall supervise and train all clerical employees, perform various clerical tasks such as typing, answering inquiries by telephone, in person, or in writing, take and transcribe dictation, and assist in sorting and preparing mail. 6) The Clerk/Treasurer shall operate the office machines and equipment, act as key operator of equipment and see that equipment is properly maintained. 7) The Clerk/Treasurer shall attend the regularly scheduled bi-monthly Council meetings and take minutes of the proceedings. 8) The Clerk/Treasurer shall perform such other duties as delineated in M.S.A~ 412.141 and 412. 151, and as may be imposed upon him by the Council. 9) The Clerk/Treasurer shall, with the Council's consent, appoint a deputy clerk for whose acts he is responsible and whom he may remove at pleasure. At the direction of the Clerk/Treasurer the deputy may perform any of the duties of the clerk, including but not limited to attendance at Special City Council Meetings such as Board of Review and Public Hearings. 1.05. The Clerk/Treasurer must have experience in accounting work includi g supervisory experience and training which provides the following knowledges, abilities, and skills: 1) Knowledge of the principles and practices of governmental accounting, budgeting, and payroll administration. 2) Kno\\,ledge of legal requirements governing municipal opera.tions. . 3) Knowledge of the functions, organization, staffing, and operating procedures of the various city departments. 4) Knowledge of modern office practices and procedures and standard office and accounting equipment. . 4) Ability to plan, coordinate, direct and review work involved in varied financial and related activities. . I 5) Ability to plan, assign, delegate, and direct the work of technical and clerical subordinates. 6) Ability to analyze and interpret fiscal and accounting records, prepare comprehensive financial statements and reports, and to recommend Imd administer general controlling policies. 7) Ability to establish and maintain effective working relationships with department heads, other employees, public officials, and the public. POSITION OF CITY BUILDING INSPECTOR AND DEFINING HIS DUTIES AND RFSPONSIBILITIE~, I THE CITY COUNCIL OF ANDOVER DOES ORDAIN: 1.01. The, position of Building Inspector is hereby established. ~ ,':: .~. ::' ) He shall be chosen by the City Coordinator and confirmed by the City Council. The BuildinG Inspector shall be appointed for an indefinite pe~iod by a majority of the City Council, and may be ' removed from office only be a majority vote of the City Council, after fifteen (15) calendar days written notice. If he has served as the Building Inspector for six (6) months, written charges and a public hearing on the charges before the City Council shall be provided if requested prior to the date wherein his removal takes place. The public hearing must be held within thirty l30) calendar days after presentation of the charges and he must receive the charges at least ten (10) calendar days before the public hearing. 1.02 lThe duties and responsibilities of the City Building Inspector sha 1 be: 1) Subject to the direction of the City Coordinator/ Building Official and applicable laws, the Ci ty Buildinc; Inspector shall carry out the City building inspection program and effect compliance with the Minnesota State Uniform Building Code in the interests of the health, safety, and general welfare of all citizens of the community. 2) The Building Inspector shall supervise the activities of the City Maintenance and Building Maintenance personnel. 3) The Building Inspector shall supervise all activities pertaining to park maintenance, street and rOA.d maintenance, building maintenance, equipment (vehicles, etc.) maintenance 4) The Buildint Inspector shall attend City Council, Planning and Zoning Commission, or other Committee and Commission Meetings at his discretion or as directed by the City Coordinator. 5) The Building Inspector shall have knowledge of, and must keep informed on all aspects of building inspection, building code enforcement, and the methods and practices of thé trades in assigned inspectional areas. - 6 He must not become involved in activities that re~ult in indulßence. Construction activities, except those ~nvolvinß his own home and/or those approved by the City Council are forbidden within the City. 7 He shall not accept favors from anyone involved in construction and/or development within the City nor from 'any of their agents. Favors are defined as gifts, meals or social outings. 8 He must not be politically active in City elections. 9 îhe City Coordinator/Huilding Official has the right to assign other duties to the Huilding Inspector if they will not interfere with his regular duties. 10} îhe Building Inspector shall represent the City at official functions as directed by the City Coordinator/ Building Official and maintain good public relations with the citizens of the community. 11 The Huilding lnspector shall consult with officials of public and private agencies as may be required. 12 îhe Building Inspector shall be bonded, at City expense, through a position bond which will indemnify the ffiunicipalitJ 13) îhe Building Inspector shall perform such other duties as may be prescribed by law or required of him by ordinances or resolutions adopted by the City Council, such as Diseased Tree Inspector. 1.03. He may have to , order non-comp1ying work removed, altered, or repaired; or he may be asked to give ounsel in specific building situations.
