SPECIAL COUNCIL MEETING - APRIL 14, 1975
MINUTES
A Special Meeting of the Andover City Council was called to order by Mayor,
Richard J. SChnbider, on April 14, 1975, 7:30 P. M., at the Andover Community
Center, 1685 C~osstown Boulevard N. W., Anoka, Minnesota, for the purpose
of 1) interviewing financial consultants, 2) interviewing Planning & Zoning
Commission applicant, and 3) selecting three (3) Planning and Zoning COmnlission
Members from åpplicants.
Councilpersons resent: Holasek, Rither, VanderLaan, Windschitl
Councilpersons bsent : None
Also present: : City Clerk, Arthur Jaworski; Robert Pulscher and
Kingsley Forness, Springsted, Inc. Representatives.
Springsted, Inc. Interview
Mayor Schneide introduced Mr. Forness to the Council, and asked that he
"sell his Compa y" to the City. Mr. Forness referenced the Presentation Booklet
furnished by Sp ingsted to the Council prior to the meeting. Mr. Forness and
Mr. Pulscher a swered questions on the following:
1. Billin s for meetings - "Reasonably conservative"
2. Metho s of obtaining bond ratings - "All options investigated and
recom endations presented to the Council. "
3. Separ tion of Bond Sales from Fiscal Services - "This can be separate
functi ns. "
4. Capita Improvement Programs - "At the onset of a program, it would
be def 'ned, a request would be prepared along with a justification; 3nd
a goo working relationship with the engineer is essential."
5. Comp ter knowledge - "Three people within the Firm are very experienced
in thi field, and computers would be used for mechanical functions. "
6. Debt a alysis - "This will tell why the expected cash flow has not materialized. "

Mr. Barnes wa asked the same questions as previous candidates; with the Council
using the same atingYJi!fhe responses.
Planning & Zoni g Commission Member Selection
MOTION by Va der Laan, seconded by ~Ldu/t./, that three (3) persons be selected
for the Planning and Zoning COmnlission; and that an addendum to the Criteria/Selection
Process, state hat the newspaper ad be run for three (3) weeks hereafter. Vote:
Yes - Schneider VanderLaan, Rither; No - Windschitl, Holasek. Motion carried.

MOTION by VanderLaan, seconded by Windschitl, to appoint Kenneth Orttel to the
Planning and Zohing Commission. Vote: Yes _ Holasek, Schneider, VanderLaan,
Windschitl; No t Rither. Motion carried.
MOTION by Hol sek, seconded by Schneider, to appoint Arleane Nehring to the
Planning and zohing Commission. Vote: Windschitl, Holasek, Schneider_ Yes;

MOTION by Rit er, seconded by VanderLaan, to appoint Marvin Christenson to the
Planning and Zo ing Commission. Vote: Yes - VanderLaan, Rither; No _ Schneider,

Discussion was nitiated by Cou,n:cilperson VanderLaan On Mark Arnold.
MOTION by vaïerLaan, seconded by Rither, to appoint Marvin Christenson to the
Planning and Zo ing Cornmission. General discussion with Councilperson Holasek
noting that the City needs new people. Vote: Yes - VanderLaan, Rither; No - Holasek,
Schneider; Pre ent - Windschitl. Motion defeated.
MOTION by Hol sek, seconded by Schneider, to appoint F.R. Barnes to the
Planning and Zo ing Commission. Clerk Jaworski entered into minor discussion on
this appointmen Councilperson Rither called for "point of order". Vote: Yes - Holasek,
No - Schneider, Windschitl, VanderLaan, Rither. Motion defeated.
MOTION by Wi dschitl, seconded by Schneider, to appoint Ralph Kishel to the
Planning and Zo ing Commission. Vote: Yes - Windschitl, Schneider; No - Holasek,
Rither, Va nder aan. Motion defeated.
MOTION by Rit er, seconded by VanderLaan, to appoint Mark Arnold to the Planning
and Zoning Com is sian. Motion carried unanimously.

MOTION by vankerLaan, secnnded by Windschitl, to appoint David Jack as Chairman
of the Planning a:nd Zoning Commission. Vote: Yes, Schneider, Rither, VanderLaan,
Windschitl; No t Holasek. Motion carried.
MOTION by Ritner, seconded by Windschitl, to accept the resignation, dated May 1

of Planning and Zoning Commis sion Chairman, Allan Miles; and to direct the
Clerk to prepar, correspondence thanking Mr. Miles for his service to the community.
Motion carried unanimously.
MOTION by Win~SChitl, seconded by Holasek, to have the Clerk notify Mrs. Nehring,
Messrs. Arnold and Orttel. that their terms will begin on May 1, 1975; and ask they
