The Regular Mee ing of the Andover City Council was called to order by Mayor,
Richard J. Schne'der, July 15, 1975, 7:30 P.M., at the Andover Community Center,
1685 Crosstown oulevard N. W., Anoka, Minnesota.
Councilpersons present: Rither, VanderLaan, Windschitl
Councilpersons a sent : Holasek
Also present: City Attorney, William G. Hawkins; City Engineer,
D. R. Kasma; City Building Offici al, Walter Arntzen;
City Clerk, Pat Lindquist; and several residents.
Agenda Approval
MOTION by Rith r, seconded by VanderLaan, to approve the agenda as published
with the addition f the following items: (5-g) Shernell, Junk Yard License; (9-b)
Weed Inspections and (9-c) Cable TV; and the deletion of items: (6-a) Shade Tree
Ordinance; (8-a) lerk's Mileage (Council Meetings. Motion carried unanimously.
Minute Approval

Annexation - Par e16320, Plat 65933
The applicant wa not present, and inasmuch as all information had not been supplied,
MOTION by Rith r, seconded by Windschitl, to continue the matter to such time as
the City Attorney and the Planning and Zoning Commission have had time to review
completely. Mo ion carried unanimously.
Variance Reques - Gail Zimmerman
MOTION by Van erLaan, seconded by Windschit1, that the Gail Zimmerman Variance
Request regardin the separation between the garage and property line be granted.
MOTION AMEND D by Rither, to specify what is being varied with reference to the
appropriate secti n in Ordinance No. 8 giving set-back.
Motion by VanderLaan - withdrawn.
MOTION by Windschit1, seconded by VanderLaan, that the Variance Request of
Gail Zimmerman be approved for City of Andover Ordinance No.8, page 9,
Zoning District C assification Chart); R-4 (Side Yard Setback) requires 10' from
the property line, and variance is for reducing the required 10' to 8'. ,
MOTION AMEND D by Rither, seconded by VanderLaan, to include that the ,
o State Fire Code requires 10' separation between structures, and does not have a I

Joint Powers Ag eement
Donovan Minder, Chairman Burns Township Board of Supervisors, informed the
Council that Bur s Township would like to work out an arrangement whereby an
extension in the dover City Hall could be as signed to Burns Township Building
Inspector at a co t to be agreed upon by the partie'S involved. It was estimated by
Mr. Arntzen tha approximately five (5) calls per week would go through. Discussion
on the pos sibilit of these calls increasing if a daytime number were made available;
and of entering a Joint Powers Agreement for Inspectional Services.
MOTION by Van erLaan, seconded by Windschitl, that action be deferred until
August 5 on the greement with Burns Township. Motion carried unanimously.
Councilperson W ndschitl excused because of illness.
Animal Control
A representative from Metropolitan Animal Patrol Services, Inc., answered questions
for the Council w'th reference to costs, patrol, tickets, control, and the M/A. P.S.I.
~ , Contract. The C uncil agreed that animal patrol should remain on an "emergency
'- basis ", and advi ed that City Ordinances must be enforced, and tickets is sued for

Northwoods Petit'on
The petition for anitary Sewer had not been presented, therefore, no action taken.
Councilperson W ndschitl resumed attendance at the Meeting
53rd Annual Busi ess Meetin of I. C. B. O.
Discussion was h d on the merits and benefits derived from 1. C. B. O. Meetings, costs,
attendance by oth Building Officials, etc.
MOTION by Van seconded by Rither, that the City of Andover authorize an
expenditure for . L. Arntzen, Building Official, to attend the 53rd Annual B~siness
Meeting of I. C. B O. in Mont-eTey, California, for the following costs:
$110.00 - R gistration $190.00 - Room (Single)
$211. 00 - Ai Fare $150.00 - Miscellaneous
_, $150.00 of above costs to be paid by Township of Burns, and $511. 00 by the City of

Mr. Arntzen adv sed that all monies not required would be returned to the City.

Junk Yard Licen e - Shernell
Mayor Schneider read a letter from W. Arntzel)., Building Official, recommending
denial of the lice se for 1) No frontage on a public road,' and 2) Illegal conveyance
of property. It as noted by the City Attorney that a junk yard license could be
granted if writte permission were given by Mr. Sbernell to allow emergency
vehicles to trave over the easement to the property," however, a building permit
could not be issu d for a new building Or remo~eling to bring the present building
up to requireme s.
Mr. Sbernell wa advised that he would have to apply for and be granted a variance
on the illegal lot size before the license could be granted, unless hè could present
proof that the lot split was made prior to January, 1971.
Councilperson W ndschitl excused himself for the balance of the meeting because of
illness.
Sanitary Sewer ( 5-1) Bids
_, Engineer Kasma formed the Council that due to the lowest bid received being
approximately 10 0 less than the estimate, the assessment on a 100' lot would be
reduced $300.00; and that the contract could be awarded as soon as M. P. C. A. and
Metropolitan Wa te Control Commission approve the plans and specifications-within
a few days; after which a resolution can be passed for the sale of the temporary bonds.
Ja Street and A ditor' s Subdivision 82 - Final Plans and S ecifications
MOTION by Van erLaan, seconded by Rither, to accept resolutions approving the
Final Plans and pecifications for Jay Street Improvement (75 -4) and Auditor's
Subdivision (75-2 and authorize bids be advertised for same. Motion carried
unanimously.
Ward Lake Drive - Dust Problem
Engineer Kasma eported on the application of dust control chemicals to
Ward Lake Drive and noted that he did not recommend calcium chloride for sand
or dirt roads. Gaveling the roadway first and then covering with calcium chloride
would c,ost appro imately $11,000. 00 per mile. The possibility of using S. A. H.
monies for this w s mentioned. A resident in attendance questioned the possibility
of using oil, how ver, it was noted by the engineer that this is not always successful.
MOTION by Rith r, seconded by VanderLaan, to post 30 m. p.h. speed limit signs,
.~ ,on Ward LakeBr ve, and direct the County Sberiff's Deputy to increase patrol on
- that road and enf rce the speed limit. Motion carried unanimously.
Attorney Hawkins was directed to check into State Statutes regarding the posting of
signs controlling speed limits, and report his findings to Mr. Arntzen.

Sewer Service/ obile Home Park
Engineer Kasma advised the Council that he had checked into Mr. Smith's request
on behalf of Bru e Hay for sewer service to the proposed mobile home park; and
that at the prese t time service was not available through Anoka, and that community
planning does no provide for Sanitary Sewer in this area for at least five years.
MOTION by Rith r, seconded by VanderLaan, that the City Clerk be directed to
respond to the t o letters from Wyman Smith regarding the mobile home park in
Sections 29 and 0, and convey to him the iilformation 1>,rovided by the City Engineer
on sewer servic Motion carried unanimously.
Abatement - Fir Call Certification, Olson
r, seconded by Vander Laan, to adopt the followi~g resolution:
AS, in October, 19$4, the Board of Supervisors of the Township
w known as the City of Andover, took formal action to certify
ent in the amount of $210. 00 for an unpaid fire bill against the
property located at 13~25 Jay Street N. W. (Plat 69277, Parce16600), and
purported1 owned by Wayne Olson, and

The City Clerk w s directed to contact Mrs. Rosalie Butler, and request that the
survey card rete red to in her letter of June 27, 1975, be mailed to the City of
Andover for resp nse.
Weed Inspection
Mayor Schneider, Weed Inspector, noted that he would like as sistance from other
Counci1persons i checking out weed complaints.

Cable Television
Mayor Schneider read a letter he had received from John Cottingham, City of
Coon Rapids, re arding a resolution from the City of Andover covering said
City's approval r disapproval of their being included in the proposed CATV territory.
Discussion follo ed - no action taken.
Land Use
Clerk Lindquist dvised the Council that she had received a request from
Senator John Ch noweth's Office to have a representative from the City of Andover
make a presenta ion at the meeting scheduled for July 22, 1975 in Anoka, covering
Andover's part i community development and land use.
MOTION by Rith r, seconded by VanderLaan, that David Jack be remlested to contact
Allan R. Miles, ormer Planning and Zoning Commission Chairman, and ask him to
represent the Ci of Andover at this Meeting. Motion carried unanimously.

MOTION by Van erLaan, seconded by Rither, that Vouchers No. 263 - 270, in the
,~ amount of $3, 114.11 be approved. Motion carried unanimously.
