Sch eider, August 19, 1975, 7:35 P.M., at the Andover Community Center, 1685 rosstown Boulevard N. W., Anoka, Minnesota. Councilpers on present: Hola sek, Rither, Vander Laan, Windschitl. Councilperson absent: None Also present: City Engineer, D. R. Kasma; City Attorney, William G. Hawkins; City Building Official, Walter Arntzen; City Clerk, P. K. " MOTION by Ri er, seconded by VanderLaan, to approve the August 5, 1975 Minutes as corrected. Motion carried unaniIµously. Anoka County H'ghwa Ralph Kishe1 of the Anoka Highway Department advised the Council that the County required Counc 1 approval of the Grade P1a:n and an Agreement between the County and the City of dover covering the construction of the Flaherty Bridge; Council approval was n cessary in that the project is approximately 75% Federal Funded. Several items r garding actual construction, i. e., width, height, detours, completion date, etc. were discussed., The ,G:ounty was requested to furnish the City with two s ts of the Final Plans. MOTION by Rither, seconded by Holasek, -, to approve adop ion of a "Resolution Covering Plans, Specifications, and Special ( , Provisions of P oject 02-607 -10;"and a"Reso1ution Authorizing the Mayor and Clerk \ / -./ to enter into an Agreement with Anoka County for Project 02-607-10. Motion carried unanim usly. ~ -~ , , - Regular Counc 1 Meeting - August 19, 1975 Minutes - Pag 2 - - Prairie Road Engineer Kas a informed the Council of the location, necessity of, and costs for a culvert 0 Prairie Road to allow drainage for County Ditch #20. MOTION by Windschitl, seconded by Schneider, to authorize $2,200.00 for the purchase and installatio of a 48'x80' culvert to be purchased from All-Steel ProsJ.ucts for installation on Prairie Road. Motion carried unanimously. Road Maintena ce Contract Mr. Burton Kr abel furnished the Council with a new hourly rate schedule for services under a Road Maintenance Agreement. It was noted that Mr. Kraabel had been worki g without a contract since July 30, 1975. Discussion on the period to be co ered under the new contract due to the expected high increases in petroleum p oducts. MOTION by VanderLaan, seconded by Windschitl to renew the c ntract of Burton Kraabel for a period of nine (9) months, beginning Sept mber 1, 1975 and extending through May 30, 1976. Rates will be as sho in a letter from Mr. Kraabel, dated August 13. Vote: J Yes - Schneide , Ho1asek, VanderLaan, Windschitl; No - Rither. Motion carried. ~ Animal Control ~ Mr. Greg Wax f Blaine -Midway All Pets (KJénnel answered questions from the Council regard ng his services, fees, etc. Councilperson Rither requested that Mr. Wax furnish the City with proéff{(i)f liability insurance $100,000 per person and $3.00,000.0 per occur;¡¡ence). MOTION by VanderLaan, seconded by Rither, to post one action on the contract for animal control until September 2. Motion carried unanimously. Ordinance 11B MOTION by Rit er, seconded by Windschitl, to adopt Ordinance 11B, An Ordinance Amending Ordi ance 11, Adopted April 11, 1972, Establishing a Planning and Zoning Commission an Setting Forth the Duties Thereof - Amended to read as follows: Section 3 - egu1ar Meetings _ The Commission shall hold at least two (2) regular meetings on the second and fourth Tuesday of each month . The'Cofu.mi§:si'Qn:shalkh'old as many additional meetings per month as the City Councilor Commission shall deem necessary. It shall adopt rules for the transactions of business and shall keep a record fits resolutions, transactions, and findings; said record shall e a public record. The agenda items from the Planning and Zoning ommission meeting held on the second Tuesday shall be -, chedu1ed for the City Council on their first Tuesday meeting of '..-' e following month; and the items from the Planning and Zoning ommission meeting held on the fourth Tuesday shall be scheduled for the City Council meeting on the third Tuesday of the following monfu. "' - , ~j - Regular Council Meeting - August 19, 1975 Minutes - Page 3 --, ~ Green Acres Sewer Engineer Kasma ead and elaborated on his letter to the City Council, dated August 19, 1975 ( xhibit "A" attached). Discussion on the alternates, necessity of storm sewer, treet construction, costs, benefited area>¡ etc. Mr. Kasma advised the Council that bids could be let within a month of the Public Hearing if Mr. Menkve1d ave the required easements. MOTION by Vand rLaan, seconded by Holasek, to adopt a resolution to accept the preliminary repo t from the City Engineer, and order a Public Hearing on the propo'sed storm s wer construction for the Green Acr,.ès;; area, project 75-5, for Thursday, Septe ber 18, 1975, 7:30 P.M." at the Andover Community Center, 1685 Crosstown Boulevard N. W., Anoka, Minnesota. Motion carried uo.anirn.ously. L. H. T. Develo Engineer Kasma eported that L. H. T. had completed the majority of the required street constructio on l67th ßan:eµe and 168th"Lane,; and as soon as a few remaining soft spots were r paired, he would be able to recommend final acceptance of the above streets (20 wide gravel surface). :~;3eal Coating '-.v Engineer Kasma resented the Council with aletter requesting bids for seal-coating of the listed City treets; and noted that this item was covered in the City Budget under "Routine Mainten ncell. Co m rehensive Planning and Zoni g Commission Chairman, Dave Jack, requested a Joint Meeting of the City Counci and the Planning and Zoning Commission to discuss the Andover Comprehensive D velopment Plan; and noted that Metropolitan Council's recommendations were being forwar ed to the Council for their review. Meeting set for Thursday, August 28, 1975, :30 P.M.,at the Andover Community Center. I Coon Creek Bridg Re ort ('"\ \,-"Counci1person Va derLaan read a report she had prepared for the City Council; and noted the cost for the bridRe, including the land, were ap:¡>roximately $12,500.00. ¡ 1'.0 ð~~'- Ow t""", 5;p~ Df (!~ftt. ì /'" ~ I - Regular Council - August 19, 1975 Minutes - Page 4 -~ -Coon Creek Foot Mr. John Weaver representing the Anoka-Hennepin School District No. 11 Board of Educati n and Mr. Wallace Johnson, Principal-Crooked Lake Elementary School, informed the Council a:ld audience that the Crooked Lake School PT A had supported the pro'ect for four years, however, there were mixed feelings on the part of the North ood residents. Mr. Johnson also noted that three main items to be considered ere 1) safety, 2) Community School, 3) Urban development; and further noted that the general consensus of the School Board was that the bridge would be a "plus thing", A lengthy discuss on ensued in which a resident, Lloyd Robinson asked several questions regardi g the width of the footpath, a barrier (shrubs) for adjoining residences and th safety factor; and Steven Nichols of 140th Lane N. W. noted that both he and h s children were in favor of the bridge. Also discussed were 1) stipulations in e Purchase Agreement covering the land, 2) City Budget, 3) feeling s of the esidents, and 4) the bussing question. MOTION by Rither, seconded by VanderLaan, that the City Council adopt a "Resolution to Tr nsfer City Owned Property to the Anoka-Hennepin School District Nò. 11, or Their Use in the Construction of the Coon Creek Footbridge". ~(Exhibit "B" attac ed). Councilperson Holasek questioned the possibility of the ',-,City still being able to use the 100' x 300' parcel for park purposes. Vote: Yes - Schneider, ither, VanderLaan, Windschitl; Present - Holasek (wanted to review the que tion more extensively). Motion carried. The Clerk was di ected to send a copy of ,the Resolution to Messrs. Weaver and Johnson. Bicentennial The Clerk was di ected to call Mrs. Nehring, Committee Chairman, to advise her that the matter w s being tabled until August 26, at which time the Council would like an up-date on the Committee. North Star Cha te Meetin MOTION by Rithe , seconded by Windschit1, to authorize the Building Official, Mr. Arntzen, an xpenditure not to exceed $90. 00 to cover registration, mileage, and accomodation to attend the North Star Chapter Meeting in Detroit Lakes on August 22, 1975. Motion carried unanimously. Road Acceptance ,~1;v.[OTION by Vand rLaan, seconded by Ho1asek, that the City accepts as ¡>. City Street, , '~!property describe as follows: The North 80 feet of Government Lot 2, Section 33, Township 32, Range 24 Anoka Co ty, Minnesota, lying West of the Westerly right of way line of Heather Str et N. We are w iting to provide additional information on the proposed Green ,~, Acres St rm Sewer System. We reported to the Council on four (4) i alternate methods in a letter report dated July 23, 1975. As a result ''"-'' of the Au ust 5, 1975 Council meeting, I agreed to investigate additional methods f providing the needed storm sewer service. RECOM ENDED STORM SEWER SYSTEM mend a combination of open ditches and underground storm sewers to provide permanent storm drainage system for the Green Acre Area. The pro- posed pl n is shown on the attached Figure No. 5 Recommended Storm Sewer System. The prop sed shallow open ditch between Ivywood Street and Heather Street Northwes will provide needed surface drainage to eliminate standing water in individ a1 sewage disposal system locations. The proposed open ditch (3-4 foot epth) through the Block between Heather Street Northwest and Dahlia St eet Northwest will provide an outlet for the entire area. A future pond coul be constructed in the same location as the proposed ditch. The prop sed underground pipe system on Heather Street Northwest from a point 35 feet south of 142nd Avenue Northwest to 142nd Lane Northwest will provi e needed outlet for both 142nd Avenue Northwest and 142nd Lane Northwes . Open ditches (5 -6 feet depth) in this area would be too deep to be accept ble in a residential area. ,-, \ f '-- '....'. ~, -~ , ~ . ,- Andover 'Ci y Council - August 19. 975 Page Two With the pr posed storm sewer system the existing street ditches should be cleaned to rovide proper drainage or should be filled and the streets regraded to provide f r "cleaning up" of the boulevards. We have pr pared a separate cost estimate for the necessary street reconstruction consisting f lowering the street approximately 1 foot, removing the culv'erts and placing 32 f ot wide gravel surfacing. This method of street construction appears mÇ>re feasi le in an u:rban area than the open ditch - culvert system normally used in rur 1 residential areas. The bound ries of the drainage area are determined and each lot within the bound ries is assessed for their area which drains into the system. The reen Acres benefited areas is approximately 970,000 square feet or 22 ac es. The e timated cost per square foot for this proposed construction is $30,0 0/970,000 SF = $.031. For a 110 foot by 165 foot lot the proposed asses ment would be $570.00. Assessments can be paid in full, or paid on an installment basis with property taxes over a 15 year period.' The annua charges would be based on an 8% annual interest rate. (b) Stree Reconstruction The s reet reconstruction is usually assessed on a front footage basis. The ~ propo ed regarding and gravelling of the streets would include approximately ,----,' 6,600 front feet. The e timated cost per front foot is $35,700/6, 600FT = $5.40. RECOMME DA nON It is our re ommendation that the Council take the necessary action to have a public hearing to resent the information contained in this report to the property owners in the Green Acres Area.
