Schneide r, on May 8, 1975 7:35 P.M., at the Andover Community Center, 1685 Crosstown Boulevard N. W , Anoka, Minnesota. Councilpersons pre sent: Rither, VanderLaan, Windschitl, Holasek (Arrived 8:00 P. M. ) Councilpersons absent : None Also present: : City Assessor, Charles Triggs; Deputy Clerk, Pat Lindquist; County Assessors, Gordon Starke and Ed Thurston. Mayor Schneider introduced the City Council, Mr. Triggs, and the County Assessors to the residents present. Mr. Triggs adv~sed the Council and residents that he had originally assessed structures at r tes provided to him by theCounty)1owever, Anoka County had requested that t ese rates be reduced by 100/0, based on Anoka County sales averages. The following r sidents presented their cases: Dale Guimont - 16007 Xenia Street N. W. -Plat65917, Parce14910 Explained th t his valuation had increased almost 300/0 over 1974 figures, and requeste~ a re-computation of the valuation. Mr. Guimont's house plans were reviewed and re-computed by the Council and Mr. Triggs. Errors in sq~are footage totals were found to be the cause of the increased valuation. MOTION by indschitl, seconded by VanderLaan, to reduce the 1975 valuation on the struct re on Plat 65917, Parcel 4910, owned by Dale Guimont, at 16007 Xenia Street N. W., from $37,471. 00 to $33,843.00. Motion carried unanimously Edward and arlene Hammond - 15534 Juniper Street - Plat 67809, Parcel 2350 Mrs. Hamm nd explained that the structure and land improvement were valued too high. Sh produced bids from contractors indicating the depreciation to be more than th normall0/0peryear. She also produced records from a professional appraiser, s owing a valuation of $18,000.00. MOTION by indschitl, seconded by Ho1asek, to reduce the value on Plat 67809, Parcel 2350, owned by E. Hammond, at 15534 Juniper Street N. W., from $23,578.00 t $19,138.00. Motion carried. W. - Plat 67809, Parcel 700 Mrs. Strandrhark requested general information on assessment procedure; and asked fO~ a reduction on the assessment on the garage, noting that the garage was assessed for more than the purchase price. The 1975 assessed market value was $3034.00, with the garage costing $2480.00, built in 1974. No action taken. Ken Heil - J25 Andover Blvd. N.W. -Plat 65926, Parcel 4040 Mr. Heil qUe1stioned whether or not his land valuation would change when land only partels are combined with the parcel on which his residence is located. W. - Plat 65933, Parcel 5929 Mr. Keene did not request an adjustment; only wanted to know the manner in which the ssessor arrived at a valuation figure. Wm. Edes - braig Wille - Plat 65920 - Parcels 1200, 4200, and 7800 The gentlem n explained to the Council that some of the buildings on the property had been sold for salvage; one had already been torn down; and requested an adjustment on the structures. Questions were raised by the Council as to whether the reduced value to the owner would constitute an actual reduct on in the assessed valuation. The questioncalso càme up on the state o~ the one structure (now torn down) on January 2, 1975. Mr. Triggs sl ated that the building waS intact when he made the assessment in early November, 1974, but was partially dismantled when he again visited the property in April, 1975. In reply to a question by the Council, Mr. Starke, noka County Assessor, stated that he was not quite sure what would be don in a situation like this, but felt that they would have to put on a value as th y saw the property at the time of assessment (prior to January 2) The property owners were advised that they could take the matter to the County Board of Review if they were not satisfied with the City's decision. .~:~ MOTION by olasek, seconded by Schneider, that the valuation on Building #6, Plat 65920, arce1 7800, valued at $9,450.00, be reduced to zero (0), thus reducing the otal valuation of $86, 175.00 to $76,725.00. Vote: Yes - Windschitl, Ho1asek, Sch eider; No _ VanderLaan, Rither. Motion carried. ':' In reply to question by the Council, Mr, ,Starke noted that if the building were partially dis antled on January 2, the County would assess it at zero, inasmuch as it would b useless. Board of Revie - May H, 1975 Minutes - Page 3 William Hart - 3808 l72nd Avenue N. W. - Plat 69166, Parcel 190 Mr. Hart asjed Mr. Triggs for an explanation on how he arrived at valuation figures. It as noted that Mr. Hart was incorrectly assessed for a ceramic bath. l MOTION by , indschitl, seconded by Rither, that the property valuation on Plat 69166, farcel190, owned by William & Patricia Hart, at 3808 - 172nd Ave. N. W., be reduced flom $36,549.00 to $36,299.00. Motion carried unanimously. Rene Castro - 2648 South Coon Creek Drive _ Plat 65928, Parcel 7800 Mr. Castro 4uestioned the reason for the valuation on his property dropping Over $7,000.00 from 1974 figures.($52, 800.00 in 1974 to $45,800.00 in 1975). Mr. Triggs explained that he did not know why the figure was higher in 1974, except that it did show a completion of three levels, whereas he only assessed it at an 800/0 completion W¡'th a total of 1876 square feet. Junhitila the assessment methods used. No action taken. MOTION by Rit er, seconded by VanderLaan, to close the Board of Review Hearing. Motion carried nanimously. Hearing adjourn d - 11:35 P.M. Summer Progra - Park Advisory Board The City Counci discussed the need for an immediate agreement on the expenditure by the Park Adv sory Board for the Summer Program. The general con ensus of the Council was that the Park Advisory Board should "go ahead" with the program. MOTION by Rit er, seconded by VanderLaan, that the meeting adjourn. Motion carried unanirn sly.
