Minutes of a TOWNSHIP PRIORITIES MEETING called to order at 10:45 p.m., at the
Grow Community Center, Tuesday, July 23, 1974.
Present were Chairman Richard Schneider, Supervisors Ho1asek, Christenson, Building
Inspector and Road Overseer Wally Arntzen.
Regarding: $500 withheld on road projects 173rd, 159th and 175th. Chairman
Schneider noted that the three (3) sections of road that were blacktopped in 1973,
173rd, 159th and 175th to permanently repair drainage problems were brought up to
grade by Hu1egaard Excavating. Chairman Schneider noted he has checked with the
Engineer on the project, Orrin Fricke of Consulting Engineers Diversified who noted
these roads are in good shape and have not broken down, therefore, Hulegaard is due
the $500. Supervisor Ho1asek moves to payout the $500 to Hu1egaard; second by
Supervisor Christenson; carried unanimously.
Next item was the check withheld from Hulegaard at the last Regular Town Board
meeting for $3,285.50. Chairman Schneider had Treasurer Janett Eveland research
this bill. The Board had agreed in December, 1973 to pay Hu1egaard $434.50 for
the work done in Dean's Addition noting the Engineer estimate was $200, the extra
$234.50 was apparently for material. Mr. Hulegaard has not been paid as of yet.
The Board would like a copy of the December 17, 1973 minutes along with a note
explaining the amount paid $434.50. The check for $3285.50 should be destroyed.
No motion needed, this motion made in December, 1973.
Road Overseer Arntzen had the floor next on road matters, noting first of that
Meadowood was short on Class #5 and Engineer Kasma was drafting a letter to halt
blacktopping until this was rectified. Arntzen explained that TKDA will send an
ins pee tor, if requested to test blacktop. Approximately eight (8) hours time
involved at $12.50 per hour, which is billable to the developer. Supervisor
Christenson moves to have the blacktop evaluated by Toltz, King, Duvall and Anderson
inspector; carried unanimously.
Building Inspector Arntzen brought up the subject of the National Conference for
Building Officials being held October 6, 1974 at Dallas. Arntzen noted reservations
should be made now, in order to be close to Convention center. Arntzen noted the
following costs:
Registration - $80.00
Air Fare - 155.00 - RouI1<): Trip
Hotel - 141.00
Supervisor Holasek moved to send Wally Arntzen to the National Building Officials
Convention, noting it is important to keep up on the latest trend, etc.
A minor discussion on meeting charges, by members of the Building Committee was
started by Chairman Schneider. Chairman Schneider questioned Building Inspector
Arntzen on this. Mr. Arntzen noted that other members had charged, noted also
that those meetings and many others he attends are not in his contract. Clerk
Jaworski also a member of the Building Co~~ittee noted that he has charged for
those meetings, noting he was asked to serve. Jaworski also noted he does not
charge for anything he volunteers for such as, the Crime Prevention Committee.
Chairman Schneider noted that this should have been laid down at the inception of
the Building Committee. Supervisor Ho1asek noted as Chairman of the Building
Committee he has not charged. All agreed, fee or no fee shall be set down when
new Committees are formed. No motion.

Building Inspector Arntzen asked if the Board would pay his wife's fare to the National
Building Officials Convention. Supervisor Christenson said yes; Chairman Schneider no;
Supervisor Holasek would like to think about it and talk to Attorney Hawkins. Decision
will be made Thursday.
Road Overseer Arntzen took Engineer Kasma of TKDA out to Cedar Crest Estates Fourth
Addition to inspect roughed in roads. He noted they may go for a final plat on this.
Arntzen also notes the previous work done has deteriorated. Engineer Kasma will have
written comments shortly.
Robert Rither in attendance at this meeting noted dealings between Engineers and
developers must pass through Township Officials or the Township gets into a situation
that cannot be rectified.
Minor discussion on the abundance of lots available in the Township. Five minutes.
Building Inspector Arntzen noted the Shepphard Blacktopping license will be issued with
Shepphard moving his equipment from his residential lot and renting storage space from
Wally Hughs at the Industrial Park.
Discussion insued on the University Extension ditch problem. The Supervisors felt
$3,000 was too much to spend. The Board would like Road Overseer to organize a meeting
between our Engineer Kasma and Ham Lakes Engineers, Comstock and Davis, to see if SOme
compromise repairs can be worked out. Arntzen will expedite.
Building Inspector Arntzen asks the Board for information on the Bridge on Prairie Road
if it is a County or Township? No one was sure. Arntzen will contact Ed Fields for an
answer.
Chairman Schneider asked Supervisor Christenson for some specifics on the correspondence
he sent concerning the approval to pay bills without knowing for sure if there is money
available in the specified accounts. Supervisor Christenson noted that with the present
bookkeeping system it is impossible to tell at a glance and requires research by the
Treasurer Mrs. Eveland. Supervisor Holasek pointed out that a double entry system is
the system needed. Supervisor Christenson concurred.
Chairman Schneider said he would ask former Town Boa~",c~~rman Lary Carlson if he would
consider doing this. Supervisor Christenson stated .11 tyly that he was against this,
because Mr. Carlson had one (1) year on the Town Board and the least he could have done,
being an accountant was institute a move to have an up to date set of books. Chairman
Schneider asked Supervisor Christenson, why with two and one half (2 1/2) years on the
Board he has not done anything about the books. ( a copy of Supervisor Christenson's
letter will be attached to these minutes.) Decision; Chairman Schneider will ask Lary
Carlson; Supervisor Marvin Christenson will do it for $1,000; Clerk Jaworski will get
one price, if possible.
Discussion insued on Engineers Contract. All fo~with Chairman Schneider asking about
"computer time". Supervisor Christenson noted that in projects like sewer, etc., the
"computer time I, will be needed and will save many times what it costs.

Minor discussion on Stenquist's grading. No culverts have been used or no class #5
at this time, as specified by Engineer Kasma. Chairman Schneider would like to see
minutes on the VanderLaan Public Hearing. They are not done as of yet, if done in
seven (7) days as requested þy Supervisors, this would have been done on the twentieth
(20~h), allowing two weekend days. Clerk Jaworski will expedite. Marilyn Kappelhoff
clerked this meeting. Chairman Schneider feels there are some words here that apply to
Stenquist's Addition as well.
Arntzen noted the class #5 is in place at Red Oaks.
Discussion was started by Supervisor Holasek on an underground sprinkler system for the
Community Center, noting in five (5) years it would pay for itself. Supervisor Christenson
noted that a sprinkler system was a good idea, but could look like an extravagance to
citizens and with the stripped down Township trùck,we have advertised for, we are not
being consistent. Building Inspector Arntzen noted he has one price on a sprinkling
system, with another coming shortly.
Minor discussion on Township truck with Building Inspector Arntzen who will use truck
going on record for air conditioning.
H & S Asphalt will be at the Township Center to re-do some blacktop work noted Arntzen.
Supervisor Holasek asked Building Inspector Arntzen to get bids on seeding and sodding
the Township site, laying down the following criteria:

Seed would be distributed at four (4) pounds per 1,000 square feet. Also a press type
~ must be used. The Board agreed this should be done on sealed bids and the sod
be sampled and sent to the University of Minnesota Agriculture Extension Division
for analysis.
Supervisor Holasek moved to adjourn; second by Supervisor Christenson; unanimous at
12:10 a.m.
