Pursuant to your agreement dated August 8, 1974, you are hereby authorized to
proceed with the professional services de,scribed as follows:
1. Comprehensive Sewage Works Plan
We will develop a long range Comprehensive Sewerage Works Plan based
on the Comprehensive Land Use Plan. This plan will include the sizes and
location of trunk sewers and lift stations necessary to provide service to
the entire Urban Planning District.
We will develop estimates of sewage flow based on projections of population
and estimates of commercial and industrial flow.
We will utilize the past reports prepared by other consultants in developing
the plan. The previous reports to be utilized in the preparation of this
report are:
1969 - Preliminary Economic Feasibility Study for Sanitary Sewer by
J. N. Sullivan and Assoc. Inc.
1971 - Comprehensive Sanitary Sewer Plan by Tri-State Engineering Inc.
I 1972 - Sanitary Sewer and Water Feasibility Study by Caswell and Associates
Inc.
1973 - North Area Sanitary Sewer Study for Metropolitan Sewer Board by
Orr-Schelen-MaYf'ron and Assoc. Inc.
The plan will include recommended stages of construction for the facilities
required and budgetary cost estimates.
During the course of the study we will cooperate with the Planning and Zoning
Commission and the Planners in the USe and interpretation of the Land Use Plan.

2. Feasibility Study for Crooked Lake Area, Northwoods Addition, Red Oaks
Manor Addition and Green Acres Addition Areas.
We will make necessary field surveys to prepare preliminary plans and
cost estimates for the proposed work. We will evaluate the feasible alter-
natives, prepare estimate of costs of the various alternatives, and recommend-
ations on the best overall solution to the esisting problems. Results of these
studies and resulting recommendations will be submitted in report form upon
complètion.
We will assist you in the conducting of the public hearings for the proposed.
improvement.
3. Plans and Specifications.
Subsequent to final decision on the recommended method, and upon direction
of the Town Board, we will prepare plans and specifications for the proposed
facilities or any Fart thereof, for the construction of the sanitary sewer
collec tion sy stem. These plans and specifications will be complete, ready for
bids, and will include architectural, struc tural, mechanical and electrical
requirements. The plans and specifications will be prepared so as to receive
approval of the Minnesota Pollution Control Agency, Metropolitan Sewer Board
and any other appropriate agencies.
4. General Inspection
We will assist you in the taking of bids and make recommendations on the
award of contract. We will provide general inspection of the work which
will consist of occasional trips to the site by an engineer of the firm,
checking of the shop drawings, checking the contractor's payment requests,
final inspection of the finished work, approval of the complete work and
final payments, and assistance in putting the improvements into operation.
5. Resident Ins pection
We will furnish the servi<:es of a Resident Engineer, inspectors and staking
crews who will be on the site during construction. Their dutie s will be to
interpret plans, stake the work, -inspect the work and perform other usual
duties. As a part of the Resident Engineering services, we will instruct
operating personnel in the functioning of the improvements.

(a) For the services set forth in Paragraphs I and 2, we are to be paid
on the basis of our general engineering agreement dated June 17,
1974. The amounts shall be payable monthly and shall not exceed
the sum of $15,000.00 without further authorization from the Town
Board.
(b) For the services set forth in Paragraphs 3 and 4, we are to be paid .
on the basis of our general engineering agreement dated June 17,
1974. The amounts shall be payable monthly and shall not exceed
the percentage fee shown on the attached fee schedule. This Cllrve has
been taken from the current "Guide for Engàgement of Engineering
Services" prepared by the Minnesota Society of Professional Engineers
and the Consulting Engineers Council.
(c) For resident inspection services set forth in Paragraph 5, we are
to be paid on the basis of our general engineering agreement dated
June 17. 1974. The amounts shall be payable on a monthly basis.
Until actual construction costs are determined by bids, the percentage fees
shall be based on the reasonable estimated cost of the work.

1. Payment of all related engineering and legal fees.
2. Execution of development contract, to establish completion
dates and responsibilities.
3. Posting of performance bond or cash in lieu of bond in the
amount of $5,500 to cover cost of completing required improvements.
4. Issuance of title opinion by Grow Township Attorney.
Motion seconded by Supervisor Holasek; passed.
Ray Klenk of Valley View Estates presented his propbsal for roads in the area
~ and proposed improvements to existing roads. (-Ie had previously gone over all
the problems with Larry Koshak of CEO, Inc. and had arrived at the solutions
as stated in his letter of February 21, 1974. However, the Board, upon the
advice of Attorney Bill Hawkins concluded that any roads put in in that area
should be blacktopped at this point because they would be considered new roads.
Chairman Carlson st.ated that the Board \..¡ould require our engineer review road
specificatons and advise accordingly. Mr. Hawkins stated that if we make exceptions
on these roads we are leaving the door open for others to expect the same treatment.
After considerable discussion Supervisor Holasek moved that at this time the Board
deny the request for Class V roads as proposed in Mr. Kl enk s 1 ett'er of February 21,
1974 for the reason that it does not meet current standards. Seconded by Supervisor
Christenson; passed.
The next item on the agenda was the furnishings for the Town Hall. It was agreed
by the Board to purchase the following items from P.M. JoJmson Company: 152 folding
chairs, 4 chair trucks, one 6' table, two secretarial desks, two steno chairs, two
Cosco lounges for reception area, one vacuum cleaner ($100 or less), one 40-cup
coffee maker, two laterial files, three floor chair mats, 100 coat hangers, one
conference table, 18 side arm chairs, two clocks" Burroughs shelving for vault,
1 hanging rack for half-section maps, 1 blueprint cabinet for a cost of approximately
$3400. Chairman Carlson moved that we purchase the above equipment; motion seconded
by Supervisor Holasek; passed.
Meeting with the Metro Council on March 21 was discussed. Bill Hawkins will have
details fo1' the Board at their meeting on February 25.
The annual meeting agenda was discussed and items were added. Remaining items
will be added at the March 5 special meeting.
The next meeting will be a special meeting at the Town Hall at 7 :30 p.m. The County
will be represented by Cal Behr regarding Nightengale Street project at that meeting.
Supervisor !Iolasek moved that the meeting be adjourned; seconded by Supervisor
Ch1'istenson. Meeting adjourned at 11:15 p.m.

Gentlemen:
We are writing as authorized by the Town Board at the August 13, 1974 meeting
to provide preliminary cost estimates and a feasibility report for the construction
of bituminous surfacing on Enchanted Drive from Genie Drive to a point approx-
imately 1350 feet south. ~The proposed project will include a 20 foot wide
bituminous mat placed on a 32 foot wide Class 5 gravel base. The preliminary
cost estimate for this construction, ine! uding 100/0 contingencies, and estimated
150/0 engineering, legal and administrative fees is $18,000.00.
lt is proposed that this project be financed on the basis of a uniform assessment
per lot, rather than front foot assessment method. The Enchanted Drive right-
of-way contains several sharp curves and this results in large differences in
the length of adjoining front footage per lot. In this situation, the front footage
assessment method does not distribute the project costs in an equitable manner.
Based on the estimated project cost, the unit assessment per lot would be as
follows:

set up by engineer have to be notified in writing of this hearing.

5) Pass resolution to proceed. Order engineer to prepare specifications
for project and set up letting of bids.
6) Town Board opens bids and accepts the low bid.
7) Wo rk on projec t would proc eed.
8) Engineer prepares estimate of final cost of project and gives to Town
Board.
9) Order a proposed assessment roll for each property owner and place
on file with Town Clerk.
10) Town Board hold another hearing. Notice must again be published.
Any adjustments or errors in assessment are made at this meeting.
11) Town Board would pass a resolution accepting assessment roll and
determine how many years they will have to payoff the assessment.
Also, set the interest rate on the unpaid balance which can be as
high as 80/0.
