Minutes of a SPECIAL MEETING of the Grow Township Board of Supervisors held May 9,
1974 at 7:00 p.m., at the Grow Town Community Center.
Meeting was alled to order by Chairman Schneider at 8:20 p.m., also attending were
Supervisors ristenson and Holasek. Jo~n Bodalich and Gene Anderson, Engineers of
Orr-Schelen- yeron and Associates, Inc., of Minneapolis, Minnesota, Marilyn Kappelhoff.
Chairman Sch eider introduced Mr. Bodalich and Mr. Anderson to þhe Board.
The Board vie ed a slide presentation of the work this Company has done in areas of
Bloomington, ugo and Lillydale.
The Board int rviewed these candidates until approximately 10:00 p.m. In the event
tfièse Enginee s are chosen to work for Grow Township, this interview was taped and
will be trans ribed if requested by the Board.
The Board de ided on the following meeting dates:
1. May 3, 1974, Monday - 7:00 - Dick Been on Incorporation
2. May 3, 1974, Monday - 8:00 - Mr Shay - Sewer Bill
3. May 0, 1974, Friday - 7:00 - Cedar Crest- Board will view dirt moving project.
4. May 0, 1974, Monday- 8:00 - Rither and Britton
After a lengh y discussion on compensationS1d mileage for the Road Overseer, Minnesota

The meeting wa called to order by Chairman Schneider at 8:20 p.m., also attending were
Supervisors Ch istenson and Holasek, Messrs., John Bodalich and Gene Anderson Engineers
of Orr-Schelen Mayeron and Associates, Inc., of Minneapolis, Minnesota and Deputy Clerk
Marilyn Kappel off.
Chairman Schne der introduced Messrs., BOdalich and Anderson to the Board.
The Board view d a slide presentation of the work this company has done in areas of
Bloomington, H go and Lillydale.
The Board inter iewed these candidates until approximately 10:00 p.m. In the event
these Engineers are chosen to work for Grow Township, this interview was taped and wil\
be transcribed, if requested by the Board.
The Board will eet with Dick Beens on May 13, 1974 at the Town Hall at ~;OO p.m. to
discuss the Inc rporation. I
The Board will iew the dirt moving project at Cedar Crest Park on May 10, 1974 at
7:00 p.m.
The Board will eet at the Town Hall on May 20, 1974 at 8:00 p.m., with the persons
involved with t e dirt moving project.

'---/ The Board discu sed the new legislation, Minnesota Chapter 143, an act relating to
Town Officers r ceiving compensation and mileage on Official Business. Supervisor
Christenson in letter sent to the Board requested to be paid $50 per month and mileage
for the Road Ov rseer position. (a copy of this letter is attached to these setoof
minutes.)
Supervisor Hola ek explained to the Board that he was the Road Overseer in 1973 and he I
knew what this osition involved, but stated he would not have earned the $50 per month,
ten and one hal (10 1/2) months out of the year. Supervisor Holasek felt that the ;
Supervisors have enough to think about without concerning themselves with the roads and I
suggested to the Board that this position requires someone who is around during the day,
a full time Town hip employee.
Supervisor Chris enson stated to the Board that if he was going to do the Road Overseer I
job, he was goin t~o do it in a manner to where it is clear to the Engineer and Burton I
Kraabel as to wh t has to be done and in order for him to do this he felt he should be
compensated for he time spent and the running around he would be doing. Supervisor
Christenson also stated that the confusion that has existed in the past has cost the
Township a lot 0 money and trouble.
Chairr,·an Schneid r asked Supervisor Christenson when he agreed to take the Road Overseer
position why he id not ask to be paid for it at that time. Supervisor Christenson stated
things are set u nOW where it will not be handeled in a hap-hazzard way, if you are
going to do thin s in a hap-hazzard way, you do not need to get paid.
,r"\ Supervisor Holas k stated the Supervisors are wèll covered for extra tasks as well as I
'---/ the meetings. S pervisor Christenson stated the Legislators are the ones who said we
should get paid.

~ Chairman Schn ider asked Supervisor Christenson what if the Legislators would not
, have said you could get paid, would you keep on as the Road Overseer? Supervisor
'-.../ Christenson sated not willing, but would because of the situation. He also stated
that nobody h s said to anyone of the Supervisors that they are suppose to donate
anything.
Chairman Schneider stated he felt this is a dedication he knew at the time he filed
for Office and he also knew at the time he filed for Office he would be putting in
more time than he would be getting compensated for, but nobody twisted his arm and
made him, file for Office, he did it on his own free will and does not regret one bit
of it.
Supervisor Chr stenson stated at the time he filed for the position, it was entirely
different, the Legislation, the atmosphere, activities, the future, the Ordinances
and the people Chairman Schneider reiterated that Supervisor Christenson knew the
Township was g owing, but he did not know the Legislation was going to change and he
could ask for ompensation and mileage.
Supervisor Chr stenson stated now that it is available, now that it is said by the
State of Minne ota that these kinds of things can be done, and in the absence of that
the Board is g ing to have to find somebody else because he felt he could not afford
to donate his ime and his money to this position.
Supervisor Hol sek suggested to the Board that he would talk to Building Inspector
Wally Arntzen nd ask him if he would take the Road Overseer position and be paid
fifty dollars $50) per month.

Your s ggestion that we "sleep" on the proposal to
adopt the $.15 per mile allowance for mileage was excellent.
Since ast Tuesday's discussion of the new legislation,
I have been walking through the procedures that will be
required if we are to perform properly in carrying out our
road mainte ance and road project responsibilities. ,
As you both know, each repair task that Mr. Kraabel
is to addre s will be defined and assigned via a "work orderu
which is to contain the definition of the work to beaccomp-
lished.
In ord r to obtain this definition, the site will have
to be viewe by the road overseer.
Where he engineer must view the site, he will have to
be conferre with by the road overseer in order to set the
direction 0 his effort.

Where he task is to includè construction such that the
effort can e classified as a road project, it will be
necessary f r the above to take place plus the addition of
.--, the road ove seer's reviewing the project's progress. .

Given a 1 of these requirements, I find that it will
be necessary for me as road overseer to receive mileage at
a rate of $. 5 per mile for each mile traveled on official
business and $50.00 per month for carrying out the responsi-
bilities of nd performing as road overseer.
This co pensation is allowed by statute, is fair for
the work per armed and can be recouped if costly confusion
is eliminate from one single task.
Therefo e, the first payment should be received at the
regular mont ly meeting on May 14, 1974.
