' - , - ''--..-/' " «3.- v w Tvwn~hip ,-- -' Minutes of a PECIAL MEETING of the Grow Township Board of Supervisors held May 20, 1974 at 8:00 .m., at the Grow Township Community Center. In attendance were Chairman Schneider, Supervisor Holasek, Robert Rither, James Green, Tim Dahman an Sylvia Britton. 1ST AGENDA IT . TO RESOLVE PROBLEM OF CEDAR CREST PARK SITE, UNAUTHORIZED DIRT . REMOVAL. Chairman Schn ider read a letter from Robert Rither that described the situation and also asked th Board some basic questions on responsibility. Chairman Schn ider read a letter from Sylvia Britton who apparently gave the okay for thts dirt rem val. In this letter apològizing for the way she handled this matter and noted she would abide by any decision that would be forth coming in this matter. Chairman Schn ider's position was that Sylvia was wrong 'fò.r allowing anyone to use Township prop rty without consent of the Supervisors. Supervisor Holasek concurred. Chairman Schn ider and Supervisor Holasek agreed this was matter of principle. Question aske by Rither included: 1. Was this surplus black dirt? 2. Why has this site not been finished? 3. Who is in charge of this Township? 4. Will this type of thing be allowed to happen again? ~\ 5. Will this site work be done in thirty (30) days? '.-/ . The Board ans ered these questions and noted they would try to get this accomplished in thirty (30 days but could not promise this noting Township p~øblems are numerous these days. hairman Schneider will call Attorney to make sure this matter is expedited through a let er to Hulegaard Excavation that the Attorney was directed to send two (2) to three (3) eeks ago. SOLUTION: BOARD FELT THAT THE WORK DONE BY JAMES GREEN AND TIM DAHMAN ON THE PARK SITE THI SPRING INCLUDING MOVING DIRT OFF OF HARD MAPLES AND DIGGING A SPILL~WAY WOULD BE A FA R TRADE FOR THE DIRT THEY USED. The Board als agreed to work up a resolution to be read at a Regular ~,Board Meeting with eference to disposal of Township property. A copy of both letters will be attached a ITEMS I and II. Issue closed. The Building nspectór Wally Arntzen brought to the attention of the Board a request by Mr. and Mr . David Sonterre to occupy their mobile home at 2356 Bunker Lake Blvd., for ninety (9 ) days per Ordinance 6, noting if it wasn't sold by then they would move it out 0 Grow. It is noted here that if not moved in ninety (90) days, legal action that h s been taken will be followed through. Arntzen will send a letter on May 21, 1974, allowing this. Item on sand points tabled due to faulty mathematics. 2. Blac topping of Shady Knoll will be let for bids. Chairman Schneider will expe ite this matter by getting firm quotes from H & 0 Blacktopping and Gus olm. . ~ 3. Boar agreed Park money in lieu of ,and could go into a Special Fund for land acquisition only. Will check legality. 4. Supe isor Holasek moves to allow John Keprios of the University of Minnesota to Þ paid twelve (12) cents a mile to study a Model Park Site for Grow; Seco d by Chairman Schnet4er; passed 5. The ark property access to Crooked Lake will be fenced with snow fence stor d at Harold Thompson's place. Chairman Schneider moved to pay Cecil Heid Iberger $5.00 per hour and l5~ per mile to do this work, not to exceed $20 r four (4) hours. Second by Supervisor Holasek; passed. -:';i Mr. eidelberger will get Boy Scouts to help. Chairman Schn ider made a motion to change Park Advisory Board structure to six (6) members and a Chairman; Second by Supervisor Holasek; Passed. Supervisor Ho asek moves to appoint Phil Rzeszutek to the Park Adviso1!y Board; Second by Chairman S hneider; Passed. Supervisor Ho asek moved to reinstate Jim Kappelhoff as a member of the Park Advisory ,~ Board Second y Chairman Schneider; Passed. ''--./ out Sylvia Britto would like to get a sign put together to point A' parking area at Cedar Crest P rk. The Township Router will be used. Chairman Schneider who has it at home will ring it to the Town Hall, where after use, will be kept in the safe. Supervisors uld like the Deputy Clerk to send Don Mischke a letter thanking him for his interest n the Park Board. Chairman Schn ider noted he had talked to Trueman Hulegaard, the former Constable about returni g Township Property ( one hadd gun and holster and shells ). Former Constable Hul gaard noted he would like to trade work done as Constable, which he never was pai for, for the gun. Chairman Schneider noted he could not make this decision and ould like Trueman to present his case to the Board if h. feels this way, but in the me ntime the gun should be kept in the vault at the Town Hall. After discuss on on Planning and Zoning with Chairman Art Jaworski, Chairman Schneider moved to appo nt Allan Miles as Chairman of the Grow Township Planning and Zoning, as of June 1, 19 4; Second by Supervisor Holasek; Motion passed. AGENDA ITEM I - DUST PROBLEM - JAY STREET f'e. -te rSðN In attendance were Chairman Schneider, Chuck Hanson, Lloyd Hanson and Lloyd Sutherland of Kottke Bus Inc., 13625 Jay Street, Anoka, Minnesota. Because of th absence of Suprevisors Christenson and Holasek, there was no quorum. Chairman Schn ider decided to hold an informal discussion with the Kottke Official's. After a minor discussion all present agreed that blacktopping was the only soluti6n to this road roblem. The Kottke Official's agreed to pay their share of any as&essments a d felt the road surface should be twenty-four (24) feet wide. It was also n ted it would be to everyone's b~~¡~~tar from 131st Street in Coon Rapids to Bun er Lake Blvd., in Grow. Chuck RSQa 0 Kottke Bus Inc., noted that at the time t eir Company was looking at this site the feeling oi the Grow Township Board was tha this road could be improved,if needed.
