Minutes of a PRIORITY MEETING of the Grow Township Board of Supervisors held
~. June 3, 19í4 at 8:00 p.m. at the Grow Community Center.
SUBJECT: interview Engineering Firm of Rieke, Carroll, Muller and Associates
of Hopkins and other matters.
In attenda~ce were Chairman Schneider, Supervisors Christenson, Holasek, Sanitary
Engineer Robert B. Carroll and Civil Engineer Virgil Muller of Rieke, Carroll and
Muller. I
The meetin~ was called to order by Chairman Schneider at 8:15 p.m. At this time
Chairman S,hneider explained reasons why Grow is interviewing for Engineers and
told Mr. Carroll and Mr. Muller that he would turn the meeting over to them and
they couldlproceed to "sell us on your COD1p!lny."
Messrs. C rroll and Muller proceeded with this task until 9:45 p.m., at which
time they ieft with an invitation to the Board, to stop over to their offices in
Hopkins tofmeet the Engineers who would be involved in Grow, noting they had a
previous meting and could not attend both.
These tape¡ on the above discussion are on record and will be transcribed if needed.
Rieke, Car 011 and Muller and Associates will send Clerk Jaworski copies of two
(2) types f contracts for reviewal.
~ Fifteen mi utes of minor discussion with the decision to interview one (1) more
'~ Engineerin Firm, Schoell and Madson. Chairman Schneider will call on Tuesday,
the 4th of June and make arrangements to interview them on Monday, June 10, 1974
at 8:00 p. .
Subject ch nged with Clerk Art Jaworski noting he would like to back up on a
position h had previously held, that the Clerk could take the minutes and the
Deputy Cle k could transcribe and type them. The Clerk now agreed with the
Supervisor , that this is an unworkable situation noting that he has transcribed all
but one se of minutes that he has sat in on. The Clerk would ask ten dollars ($10)
per meetin to transcribe and this would leave the Deputy Clerk with only the
responsibi ity of checking for errors and typing. The Board agreed on ten dollars
($10) fee or the Clerk to transcribe the minutes.
Minor disc ssion insued on the possibility of Coon Rapids moving for annexation
of part of Grow at the Municipal Hearing, June 10, 1974. Chairman Schneider has
talked to etropolitan Commission, Executive Secretary Kiabel who noted Coon Rapids
could peti ion up until June 10, 1974. Chairman Schneider also talked to the ittorney
Bill Hawki s and noted it was quite urgent that Hawkins and Beens be prepared for
this possi ility on June 10, 1974.
Chairman S hneider also talked to Coon Rapids City Manager, Cottingham who noted
this will appen and Cottingham related that their Planning Commission after
s.tudying t e property involved recommending the City move for Annexation.

,~ Discussion on f es paid Grows Planning and Zoning Commission was iniated by Chairman
~' Schneider. Afttr ten minutes of discussion, Supervisor Christenson moved that starting
June 4, 1974 th Chairman of Planning and Zoning be paid twenty-five dollars ($25)

for each meet in he Chairs, twenty-five dollars ($25) for required attendance at the
Regular Town Bo rd Meetings and ten dollars ($10) for other meetings attended on
Planning and Zo ing business. Planning and Zoning Members will be paid ten dollars
($10) for each lanning and Zoning Meeting, with ten dollars ($10) for each additional
meeting that is requested by the Chairman of governing body. Second by Supervisor
Holasek; Unanim us.
The Chairman th n iniated a conversation on pay for the Parks/Advisory Board. After

Advisory Board embers each receive five 40l1ars ($5) per meeting with a maximum of
ten dollars ($1 ) per month. The Chairman and Secretary receiving an extra five dollars
($5) per meetin with a maximum of fifteen dollars ($15) per montb. The Park Board
Members are to ubmit claims on a quarterly basis. Second by Supervisor Christenson;

The Board discu sed the joint meeting with Ramsey Town Board on June 27, 1974 noting
it was to be he d at the Ramsey Town Hall at 8:00 p.m.
Minor discussio was iniated by Chairman Schneider on the Coon Creek Bridge cfossing
at the Crooked ake School. Several alternative plans were discussed !~~;§p~ervisor

The Board direc ed Clerk Jaworski to contact Attorney Hawkins and have him research
deed for this p operty purchased from Jerry Green, to make sure easement for Crocus
Street is inclu ed in the legal description.
Supervisor Hola ek moved to appoint the Building Inspector Wally Arntzen as Road
Overseer as of une 4, 1974, with pay of seventy-five dollars ($75) per month for a
two (2) month t ial basis, as requested by Mr. Arntzen. The Building Inspectors truck
shall be used f r these purposes. Supervisor Christenson second; Carried unanimously.
The Clerk Jawor ki shall notify Mr. Arntzen the Monday of the 4th of June.
Minor discussio on the alleged, illegally installed cesspool (work done by Chester
Kopis) The Boar could not get a hold of the Buiiding Inspector this evening and told
Clerk Jaworski o relay information to Building Inspector Arntzen, that Mr. Kopis does
not wish to be erved papers. The Board would like Arntzen to govover a plan with Mr.
Kopis, thst mee s code. Note: All information on this item was supplied by Kopis,
with the Buildi g Inspector's version not being heard at this time.
Chairman Schnei er noted he had been out to Red Oaks, Saturday morning, June 1, 1974,
with Kraabel an Kraabel would soon be ready to iive the clay, cinder treatment to l39th
Avenue. Kraabe had one bid on clay and Chairman Schneider told him he must have two.
There is appare tly only one place to get cinders.
Minor discussio insued on cindering parts of Ward Lake Drive.
