REGARDING: St nquist Addition roads and other matters. I In attendance Chairman Schneider, Supervisor Holasek, Attorney Bill Hawkins, Engineer "W.,.. ..... Absent Supervisor Christenson. Chairman Schne der introduced the Board, The Clerk, Attorney Hawkins and Engineer Kasma. Chairman SChne~der went on to breifly fill the residents in on what had transpired up to this time and urned the meeting over to Engineer Kasma. Mr. Kasma went over a report he had sent to the Board on June 21, 1974, in relation to this problem. In finishing, he read Toltz, King, Duvall and Anderson Inc., recommendation to the Board, hich is as follows: We recommend the Town Board require the following action by Mr. Stenquist ¡ prioi to acceptance of the Streets by the Town Board; i ~>~ . 1. ~urnish and install necessary culverts as shown on attached plan. , i!'>- , 2. egrade streets to conform with maximum grades allowed in current standards. ~.. 3. onstruct ditches along all streets to provide adequate drainage. 4. lace gravel surfacing on 160th, l6lst and l62nd Lanes and on Potawatomi ,~ treet N.W. from 160th Lane N. W. to 162nd Lane N. W. '-- 5. edicate cul-de-sac right-of-way on end of existing dead end streets or " rovide street connecting existing dead end streets. f 6. rovide stDrm ponding easements in three locations listed in the report. i 7. btain approval for overall drainage plan and construction plan by Town I I ngineer prior to beginning construction. This will required detailed lans to be prepared by a consulting Engineer for the developer. After thirty ( 0) minutes of discussion and questions on different items to do with Stenquist Stre ts, with imput foom; Phil Fitterer, Jack Erickson, Rollie Roseman, Bill Hemp, Mr. Fern and Bill and Judy Bush, .the residents were in agreement that the work should be done within the road easements or on land owned by the Stenqbists. Chairman Schne der called on Attorney Hawkins for his opinion on how the Township should treat these st eets. Attorney Hawkins noted that approximately one half (1/2) of the development to the South would come under previous Twonship standards laid down by Tri State Engineer ng, the ones to the North would come under current standards or blacktop streets. After further esearch Attorney Hawkins noted there are circumstances that set the Stenquist Addi ion apart from similar problems elsewheEe in the Township, therefore we would not be s tting a presidence for the other problem areas by accepting these roads at the lesser tandards as suggested by Kasma of TKDA. The Stenquist's were in agreement with the alternate solution as laid down by Kasma. :-- Kasma will als contact Northern Natural Gas Co., to check on lowering the gas line that passes under 10th Lane N.W. - - ~ '~'ì ~ /-- '...-/ ,j .~ , Min~tes - June 26, 1974 Page 2 ~ Larry Stenquis questioned who would pay for lowering of gas line and also what grades '...-/ and slopes mus they meet? Engineer Kasma noted they would bend slightly from Township standards if i caused no one a problem, the problem of the temporary cul-de-sac will be solved by allo ing them to be substandard to sixty-six (66) feet wide on the west side of the subdivi ion. Planning and Z ning member and Clerk Art Jaworski noted subdivision was in the early planning stage for the east side. Former Planning and Zoning member, now Supervisor Winslow Holase noted the Planning and Zoning's job would be to make sure these streets line up. Kasma also pOi~ted out that the streets in the southern tier of the project should be repaired also t this time. Engineer Kasma pointed out to the Stenquist's that a performance bOjd and a written contract is needed for this project. Larry StenquiS] asked how much time will the Township allow for this work to be done? Engineer Kasma noted, October 1, 1974 would be fair to all. i Attorney Hawki s noted a written agreement should insue. Building Inspector Arntzen i pointed out th t as sOOn as Stenquist's get the bond he can issue a permit to Bill Hemp, who has not be able to start construction because of no frontage on a public right-of- way. Some residents felt at this time that all streets would not necessarily need to be finished in cul-de-sacs ecause they did not go anywhere and nobody used them. The Board noted ,~ this wou ld be i coniistent and ruled all streets shall be finished as directed by the '-.-/ Engineer. Larry Stenquist stated he would get a performance bond from his bank on June 27, 1974, so Mr. Hemp cou d begin construction. All Engineering data relating to this project shall be attached permanently to this set of minutes on f le at the Clerk's Office, as Item ~. Next agenda ite was the Marlo Strand lot split. Attorney Hawkins noted ,a possible violation of Or inance #10, platting and State Law. Attorney Hawkins noted that Planning and Zoning Chai man Al Miles had called him with this information. Supervisor Holasek noted if you ha e regulations, either enforce them or discard them. Chairman Schneider concurred. The Board directed Attorney Hawkins to take action.' -¥~ z¡, The Clerk was d 'rected by the Board to .¡¡at' changes in Ordinance #10 il. tlfl t !í Anoka County. Attorn y Hawkins noted four (4) separate County Offices to file copies with; County Administ Btor, Register of Deeds, Register of Title, County Auditor. Discussion move on to a request for a shooting permit on 175 acres of a friend of the land owner. Th land owner is not a resident of Grow. Attorney Hawkins noted he must be a res ident to g t a permit. Chairman Schnei er noted he has talked to Wally Johnson of the Crooked Lake School on the foot bridge matter. The School Board would like Grow to install a road or path-way /""'-. so equipment co ld work in creek area. Chairman Schneider noted he would contact someone \, to check this p ssibility. '- ~. ~ ~', ~ ; '-~ ,. .~ Minutes - June 26, 1974 Page ?! ~ '~ Chairman Schnefder also noted he has received calls from residents of 174th Lane N.W., about grass an weed problems on vacant lots. These lots are owned by Imperial Realty, Re. E. Wallenb cker. This will be taken care of and charged to Imperial Realty. Chairman Schneider will try and contact Wallenbecker first. Discussdlon for five (5) minutes On Shady Knoll blacktopping. Býilding Inspector Arntzen will have bids by Friday, June 28, 1974. Chairman Schne der brought up the problem of the junk cars at Roseland's place on Valley Drive. Attorn y Hawkins noted that the County Court is not in session in the summer, but he could t y for a temporary injunction to stop this. I Chairman Schnetder questioned Attorney Hawkins about the Planner's bill. Attorney Hawkins noted that he ?ad lunch with Otto Schmid and his boss, Mr. Wehrman. Attorney Hawkins stated he had ,ome to two agreements and noted he needed an itemized cost breakdown on the prepara ion of the report for the Minnesota Municipal Commission, before he could determine what should be paid on TA. Attorney Hawkins felt that from materials he had so far the rep ,rt was almost a duplicate of the information provided in the CDP, therefore the Board shou d hold On the TA account until, this is settled. Final word from Attorney Hawkins at thi meeting was: 1. he Board should pay in full the CDP Account. 2. he extra $1,000 for TA should be canceled. ,"--\ Attorney Hawki s notes he will make some offer to settle, based on clarifications he ',-", still must get from Nason Wehrman Chapman Associates. Wally Arntzen he Road Overseer noted a culvert on University Extension,~orth-of Andover Blvd., was plugged from the heavy rains and some fields of Fay'~~ere under water. Engine r Kasma noted a 36" culvert, sixty-six (66) feet wide woild be approximately $964. A part f the problem is that the grading of the road has spread and the road is much wider tha required in cracking on the ends of the culverts. Supervisor Holasek noted the Bank could be doctored up to stop sand run-offs. Engineer Kasma suggests culverts with prons as last resort. Chairman Schneider asked if this is a County or private ditch? Supervisor Holasek suspects it is a private ditch. Supervisor Holasek noted the road is much broader between Grow Township and the City of Ham Lake and it could be part of the r problem. Wally Arntzen Building Inspector will expedite the matter. Engineering in ormation provdlded by TKDA will be attached to these minutes as Item II. Building Inspe tor Arntzen notes Engineer has sampled Hulegaard Excavating Class 5 at the Town Ha 1 site and will report the findings to Wally Arntzen. Clerk Jaworski pointed out to the Board of Supervisors that a new State Law requires all municipali ies in the seven (7) County area to have a Shade Tree Inspector. He also noted he as interest in the job because of his concern for unchecked Oak Wilt in residential ar as. Attorney Hawkins noted he has drawn up a shade tree Ordinance for Champlin and w uld bring a copy out to Grow for review. Chairman Schneider would check with Ham Lake o see how they are reacting to this situation. ,...-... These courses are to familiarize Inspector with tree diseases. Chairman SChneirer noted again he would check with Ramsey, Oak Grove and Ham Lake to see what action they were taking. SCHROEPFER ~, Gentlemen: '--..-/ The following is confirmation of the engineering matters discussed with the Town Board at the June 26, 1974 meeting and the action taken by the Board: 1. The Town oard met with Mr. Ted Stenquist, developer of property in Section 18. Also in attendance at the meeting were a number of property owners in t e Stenquist Development. I pre ented our engineering report and recommendations for constructio for the streets and storm drainage in the Stenquist Addition. Mr. Bill H wkins, Town Attorney, presented additional information with regard to t e corrective construction and problem of cul-de-sac construction on 160th, I 1st, 'and 162nd Lanes. Mr. Hawkins recommended that the developer ttempt to obtain temporary easements for the cul-de-sac cons tructio . However, if that was not possible, he recommended constructio of a temporary 66 foot wide cul-de-sac at the end of each of these stree Mr. tenquist agreed to proceed with construction as recommended by our fir with regard to his development. He agreed to post a bond in the I amount of 1.5 x $28,000.00 equal to $42,000.00 to guarantee construction I by October I, 1974. The Towf Board authorized me to assist Mr. Stenquist in contacting the gas ~ompany which has an easement on l60th Lane to require the, gas com any to lower the main particularly at the intersection of l60th La1e and Potawami Street. I will call the gas company and 3. arrange ¡or a meeting at the site with Mr. Stenquist. The Town Board authorized our firm to review the final plat of the White Oaks Country Estates development of Mr. Larry Carlson. We will rieview the final plat in accordance with the Subdividing and Planning ¡Ordinance No. 10 and make a written recommendation to the Town Board. We will itemize in our statement the amount of time spent on each p~rticular project so the Town Board can collect the money spent on enginebring for these particular projects from the developer. 4. At the re~ues-t of Mr. Walter Arntzen, Building Inspect~r, I took a ~ Class 5 gravel sample of the material being placed on the Township Hall parking lot. This material is being furnished by Hulegard ~' Excavatinlg Company. We,will have Twin City Testing check the material to assure it meets the Class 5 specifications. 5. I present d a draft letter which could be sent to the previous consulting engineers requesting the permanent records of the Township from their , firms. I uggest that the Town Board consider authorizing the Town Clerk to send ths type of letter to the past consultants to obtain the permanent records. I would be happy to assist the Township in determining which records a e important and if there are charges for obtaining copies, which of those c pies should be placed on permanent file at the Town Hall.
