The purpos of this meeting was to review several sets of minutes and the Stenquist Addition rÒad pro~lems. Chairman S~hneider called the reviewal of minutes meeting to order at 8:15 p.m., also atten~ing were Supervisors Christenson and Holasek, Clerk Art Jaworski, Deputy Clerk Marilyn Kappelhoff. A'... If they come in and pick them up, it will be ten cents ($.10) per sheet.) Apri 29, 1974 - The second page, second paragraph, the last sentence shall be a ended to read: (The Board had no objection to this on a trial basis.) Apri 29, 1974 - The second page, the fifth paragraph, the last sentence, (The word increase, shall be corrected to the word, review.) r--. May 9 1974 - Chairman Schneider suggested the minutes of May 9, 1974 be revis d and include in more detail, the discussion held pertaining to Supervisor Chris ens on requesting compensation and mileage for the Road Overseer posttion. The ard agreed that the May 9, 1974 set of minutes be re-done. The Deputy Clerk will do this set of minutes over. This meeti g was adjourned at 9:10 p.m. At 9:15 p. ., Chairman Schneider called the second meeting to order, the Stenquist Addition r ad problems. Also attending were Supervisors Christenson and Ho1asek, Clerk Jawo ski, Attorney Hawkins, Engineer Dewey Kasma, of To1tz, King, Duvall, and Anderson, ~ui1ding Inspector Wally Arntzen and Mr. and Mrs. Art Stenquist and their sons, Larrr and Mick and others. Chairman S hneider noted the meeting was to get all concerned together to iron out I the proble~s with the roads in the Stenquist Addition. There was general discussion I to put thi¡ in the proper time frame. Mr. Stenqu st position was, 1,) he had started selling lots in 1960 and felt he was being ~axed off the land. Mr. Stenquist continued to put in his own roads as the projec developed and used top soil for base on the roads. This continued until Dece ber of 1970, when the area was zoned by Ordinance 18 to, two and one half (2 1/2) ac e lots. Mr. Stenqu applied for a rezoning at that time and received one with three, (e) stipulatio ,~ 1. edicate 5% of land for parks. ---./ 2. ring roads up to grades of the Township Engineer. (At the time Tri State ngineering. ) 3. at it be a recorded plat. kins and Supervisor Christenson jointly pointed out that "none" of these stip lations had been met. Instead of 5% of the land for parks, money was substituted, there was no objections to this, but it was not what the Planning and Z.oning Co ission had asked for. Mr. Stenqui t pointed out his family had tried to get roads accepted. Chairman Schneider w 0 was on the Board at the time, noted he had never been asked to look at Stenquis 's roads for acceptance. neider introduced Dewey Kasma of TKDA who is doing the engineering on for Grow. Mr. Kasma w nt on to show the Board and the Stenquists what would be needed to bring these roads up to current standards, which is what Grow is requiring of those delinquent n meeting standards previously in force. The estimat d cost, including legal costs and engineering fees ..is $132,000.00. Both Mr. Ka ma and Attorney Hawkins f¡lt that no court in the land would uphold this requir ment when all facts were considered. '\ At this ti Mr. Kasma introddced an alternative plan to alleviate the problems , The estimated cost of this alternative would be $28,000.00. ~ of the deve opment. The Board sked Attorney Hawkins to prepare en opinion on what accepting this project on lower standards would do to the position by the Township on other similar si uations. The Board also directe~ the Engineer to provide information needed to ttorney Hawkins. Judy Bush, member of the Planning and Zoning Commission and resident in the Stenquist ddition, will phone all residents in this area and remind them of the meeting da e set by the Board for Wednesday the 26th of June at 8:00 p.m., at the Grow commu~ity Center. The procedure allowed under Ordinance #6 is for ninety days (90) only, with one extension of ninety days (90). Supervisor Holasek moved to allow Mr. Patche to occupy from June 18, for ninety days.
