CITY 01 ANDOVER
Minutes of a SPECIAL MEETING of the Andover City Council, held December 30, 1974,
at the Andover Community Center.
In attendance were: Mayor Schneider, Councilpersons Holasek, Rither, VanderLaaµ,
Windschitl, Planning and Zoning Chairman Allan Miles, Planning and Zoning mèmbers,
Heil, Jack, JJohnson, Engineer Dewey Kasma, Wes Hendric~son, Clerk Jaworski and
others.

Mayor Schneider called the meeting to order at 7:40 p.m., and turned the meeting
over to Planning and Zoning Commission Chairman Allan Miles. Chairman Miles
read the agenda items as follows:
1. Timetable for public hearings - Comprehensive Plan.
2. Discussion on visual aids requested by the Planning and Zoning
Commission.
3. Timetable for public hearings on sewer.
Chairman Miles called on Wes Hendrickson, a professional .Planner from Toltz, Kiµg,
Duvall and Anderson who has been working on a "position paper", a comparison of
Community Development alternatives, as requested by the former Grow Town Board
of Superv~sors for the Planning and Zoning Commission.
Mr. Hendrickson provided the Planning and Zoning Commission, the City Council and
interested citizens with copies of the "position paper", a comparison of Community
Development alternatives. Mr. Hendrickson went over all items, including the
recommendations on page 8. Input was received from all Council members, all
Planning and Zoning Commission members and citizens, L~ry Carlson, Ted Lachinski,
Ken Ortel and Engineer Dewey Kasma.
The discussion steered toward visual aids requested by the Planning and Zoning
Commission and quoted on by Toltz, King, Duvall and Anderson. Mr. Kasma stated
that very little could be trimmed from the cost estimate, because of the time
involved in sorting out the materials of interest to the citizens from the two.
hundred plus pages of the Comprehensive Plan.
Planning and Zoning Commission Chairman Miles pointed out the main reason for the
meeting was to establish dates for public hearings on sewer and the Comprehensive
Development Plan.
Mayor Schneider and Councilperson Holasek took the position that at a time when
the City is in tight financial straits, this is too much to spend. Mayor Schneider
also felt these types of things should have been included with the Plan. (Stage I
was inventory maps and studies.)
Councilperson Rither pointed out that Stage II was the contract for the Comprehensive
Development Plan (Community Development Plan,). Councilperson Bither also pointed
out that Stage III was effectuation and technical assistance. Councilperson Rither
stated the $900 plus was not out of line for technical assistance.

Discussion continued with Councilperson Windschitl asking for a statement of budget
to be presented by the Treasurer at the January 7, 1975 City Council meeting, so
these matters could be taken in proper perspective. Visual aids tabled until January
7, 1975 City Council meeting.
After continued discussion, a public hearing date for the Compreshensive Development
Plan was set for February 6, 1975 at 7:30 p.m. The Clerk's Office will publish ten
days prior.
Dewey Kasma will have Ehlers and Associates, a Fiscal Consultant represented at the
next City Council meeting. Mr. Kasma suggested a meeting on sewer alternatives.
Councilperson Rither made a motion, second by Councilperson VanderLaan to hold a
meeting on sewer alternatives and fiscal matters only, on January 8, 1975 at 7:30 p.m.,
motion carried unanimously.
After further discussion, Councilperson VanderLaan moved to set January 23, 1975 as
a public hearing date on sanitary sewer and water, second by Councilperson Windschitl.
Motion carried unanimously.
Engineer Kasma will work with the Clerk's Office to meet requirements for the public
hearing.
Moved by Councilperson Rither, second by Councilperson VanderLaan that the meeting
be adjourned. Motion carried unanimously.
Meeting was adjourned at 11:10 p.m.
