Minutes of a SPECIAL MEETING of the Grow Township Board of Supervisors held
August 8, 1974 at 7:30 p.m., at the Grow Community Center.
The purpose of this meeting was to: Sign Engineers Contract; Accept roads - Hughs
Industrial Park, Bond release - Njordmsrk Dale; Hearing on Stenquist Addition road
problems.
Present were Chairman Schneider, Supervisors Christenson, Holasek and Engineer Kasma.
Chairman Schneider called the meeting to ovder at 8:00 p.m. Clerk Jaworski being
misinformed on the time, did not arrive until 8:00 p.m.
Chairman Schneider noted that after previous discussion on Engineers contract, the
only question he had was the charge for "computer time",. Engineer Kasma reaffirmed
what Supervisor Christenson had said earlier that if this was needed only the actual
time used was charged for. Engineer Kasma also noted TKDA now had their own "in house'
computer, which had allowed them more useability and lower cost.
Supervisor Christenson noted that $60 per hour was less' than he charged. Engineer
Kasma noted his Firm's 2.4 multiplier was a true 2.4 without an added 101. to 20%
which many Engineering Firm's use. He also noted their' meeting charge was thirty-five
dollars.
General discussion on Engineering continued for ten minutes with Supervisor Holasek
stateing he has not made up his mind as of yet and thought the Board was going to
discuss it tonight. Chairman Schneider and Supervisor Christenson were ready at this
time to sign with Dewey Kasma ánd Toltz, King, Duvall and Anderson. Supervisor
Christenson moved that the Board sign with TKDA specifically in these three areas:
1. The agreement outlining the scope of work, term of employment,
compensation method and payment method.

2. Authorization for general engineering, architecture or planning
assistance on day to day matters. ,
3. Authorization for meeting attendance at Town Board, Planning
Commission or Park Board meetings.
Chairman Schneider second; Supervisor Holasek abstains. Discussion on the motion
started with Chairman Schneider stating he thought it very important the Board be
unanimous on this vote. Engineer Kasma stated he would answer any questions Supervisor
Holasek had.
It was decided not to have the Clerk poll the Board until after Engineer Kasma went
over the memorandum dated August 8, 1974, regarding Grow Town Engineering Sanitary
Sewer Improvement Procedure, commission number 6223-4. Mr. Kasma proceeded to go
over the sixteen (16) steps, one by one. At the completion of these pOints, Mr. Kasma
went over the proposed time schedule, which called for completion on November 1, 1975.
A copy of this memorandum will be permanently attached to these minutes, kept for
review in the Clerks Office.

Supervisor Christenson noted the signing of the contract with TKDA would allow
Mr. Kasma as our Engineer to get at the files of our previous Engineer. The Clerk
polled the Board; Chairman Schneider - for; Supervisor Christenson - for;
Supervisor Ho1asek - for; unanimous. The Board signed the contract with To1tz,
King, Duvall and Anderson. A copy of these contracts will þe permanently attached
to this set of minutes, kept for public review in the Clerks Office. (
Next item was Hughs Addition road inspection, ~KDA commission number 5223-74.
Township Engineer Kasma read in full the report, which recommended the Town Board
accetp the protion of 162nd Lane NW, from a point 650 feet East of the centerline
of CSA 19, to the East line of the Southwest quarter of the Northwest quarter of
Section,16, Township 32, Range 24 West, which was constructed by Mr. Wallace Hughs.
Supervisor Holasek moved to accept the road within the above description, subject to
the deed being in proper order; second by Supervisor Christenson; carried unanimously.
A copy of TKDA commission number 5223-74 will be permanently attached to this set !
of minutes, kept in the Clerks Office for public review. The Clerk will pass this
information onto Attorney Hawkins so he can check on the deed.
Chairman Schneider brought the next item before the Board, the requested bond release
by Lary Carlson developer of Njordmark Dale. Township En~ineer Kasma had presented
his recommendations to the Board, dated August 8, 1974 noting he and Mr. Walter
Arntzen had inspected it on August 8, 1974. Township Engineer recommended acceptance
noting the only area of concern was the establishment of a turf in the ditbh area.
Supervisor Holasek wondered if a part of the bond should be held back until this is
established. Township Engineer Kasma felt this was not necessary because Mr. Lary
Carlson had assured him that he would take care of any washouts until adequate
growth had been established. Supervisor Holasek moved that the Board accept the
bituminous road in Njordmark Dale on the recommendation of the Engineer; second by
Supervisor Christenson; carried unanimously.
Township Engineer Kasma noted he would like to work out a procedure with the Board to
make sure that good standards of turf or whatever is needed, be established by the
developer. A copy of this recommendation on Njordmark Dale, TKDA commission number
6223-74 will be permanently attached to this set of minutes, kept on file at the
Clerks Office for public rèview.
The next item on the agenda was the Stenquist Addition road problems. Mr. Stenquist
has since the last meeting on this problem conferred with his Attorney who advised
him that the terms of the contract with the Township are unacceptable and unenforceable.
Chairman Schneider speaking for the Township noted all concerned were in agreement
that the contract written after the last meeting was a fair alternative to the
requirements which includes blacktop for R-2 areas.
Township Attorney Bill Hawkins stated there is no way Grow can enforce the oral
agreement made prior to contract signing.
Chairman Schneider called on the Township Engineer Kasma who stated the minimum
requirements would be Item I as outlined by Engineer Kasma. This memorandum is
attached and becomes part of this set of minutes.

The general consensus of the residents was they did not care who fixed the roads.
but did not feel it was fáir that problems brought on by Stenquist's not meeting
the obligations they agreed to at the time they applied for and received a rezoning
in December 1970. which were:
1. Deed 5" of land for parks.
2. Bring roads up to grade of the Township Engineer. ~
3. That it be a recorded plat.
The rèsidents also felt the Township incurred some liabi~ity by not enforcing the
standards at the time of the rezoning in 1970 until now. Most of the above
information was brought to light by research of Township minutes by Judy Bush.
Landowners and residents in attendance were; Bill and Jbdy Bush. Phil and Bonnie
Fitterer. Bill FOdness. Bill Hemp. Fern Hudula and others and Mr. and Mrs. Art
Stenquist and 80n Larry.
In conclusión. it was decided that:
1. Engineer Kasma would meet with Larry Stenquist at the addition and
discuss minimum standards acceptable for drainage.
2. Attorney Hawkins noted all this talk does not mean one thing. unless
a contract can be signed.
3. If agreement is reached. Engineer Kasms will draw up specifications
for the contract.
4. Work to be completed by October 1, 1974 and at this time a meeting
will be called at the request of the residents to review with Township
Official's. what has been done.
A letter written to the Board by Mrs. Judy Bush. which partially prompted this
meeting will be included as part of these minutes as Item II.
These minutes shall be referred back to minutes taken June 26, 1974 and June 17, 1974.
Meeting adjourned at 11:15 p.m.
