HomeMy WebLinkAboutSP August 22, 1974 - , ~~uw TUWNS~ I P MINUTES OF SPECIAL TOWN BOARD/PARKS-RECREATION ADVISORY BOARD MEETING HELD AUGUST 22, 1974 AT THE COMMUNITY CENTER. Prior to the opening of the meeting a short informal get-together was held with John Keprios, University of Minnesota student who has been asked to create a comprehensive development plan for the forty-acre Community Center site. Because his original plan did not cover the entire area, he was given dimensions and directions as to what the plan should contain in its entirety. Mr. Keprios has stated that he would have another plan finished and to the Boards within two weeks. The business meeting was called to order at 8:45 p.m. by Richard Schneider, Chairman of the Board of Supervisors. After review and discussion of the various bids for the hockey rink, Supervisor Holasek moved that the Board okay the PRAB's recommendation of the low bid from Sylvester Lumber Company in the amount of $1,554.10 for materials for the hockey rink. Motion seconded by Supervisor Christenson; carried. Phil Rzeszutek will see that the materials are ordered and shipped at times to be designated by him. Motion was m«de by Supervisor Christenson that the low bid of $500 for fencing and install~Lion of same on the hockey rink be accepted from"Harold Wilber¡ seconded by Supervisor Holasek¡ carried. Paint for the hockey rink boards was discussed. Supervisor Christenson moved that the paint be purchased and that the boards be painted this Fall. No dollar limit was set on the paint. Motion seconded by Supervisor Holasek¡ carried. Phil Rzeszutek will see that the paint is purchased. PRAB Chairman Jim Griswold had received word that there had been a price increase on the playground equipment ordered for Shady Knoll. Supervisor Christenson moved to approve an additional $83 to allow for the increased costs; seconded by Supervisor Holasek¡ carried. Langseth's Pine Acres Park was discussed. The playground equipment has been installed. The area is served by underground electric service, therefore an authorization of $52.50 for installation of the security light at that park was requested. Supervisor Christenson moved to approve the installation of the security light at a cost of $52.50, a one-time charge, and $4.50 per month operating costs. Motion seconded by Supervisor Holasek¡ carried. Ball diamonds were discussed. It was felt that Burton Kraabel would probably be asked to level the areas at the Community Center this Fall so they can be seeded and be ready for play in the Spring. No definite action taken. The above concluded the business with the Parks/Recreation Advisory Board, but as the Board of Supervisors had other business to take care of, the meeting continued. At a meeting of the Building Committee on August 20, 1974, it was agreed by the Committee that fencing around the Community Center and around the parking lot is necessary, as is an underground sprinkler system for the yard at the front, west side and a small area on the north side of the Community Center. After discussion, Supervisor Holasek moved that the post and cable fence as recommended by the Minutes of Special Meeting August 22, 1974 Page TWo Committee be installed at an approximate cost of $1,093. Motion seconded by Supervisor Christenson; carried. Motion was made by Supervisor Christenson, seconded by Chairman Schneider that the bid of Aqua Engineering in the amount of $2,830 be accepted for the area described above. Motion carried; Supervisor Holasek abstained from voting. Walter Arntzen presented a letter requesting a salary increase for Patricia Lindquist. The matter will be discussed at a later date. An additional matter regarding the PRAB was brought forth by PRAB Chairman Jim Griswold. The neighbors at Shady Knoll park would like to purchase and install their own sand point, which expenditure has already been approved by the Board of Supervisors at a July meeting. It was agreed by the Board of Supervisors that they be allowed to purchase the sand point providing they work with Griswold to be certain they do not spend more than was allotted at the July meeting. Rink flooding was discussed. WaIter Arntzen will check into the purchase price of hose for that purpose and report at a later date. COrrlprehensive Sewage Works Plan ., We will develop a long range Comprehensive Sewerage Works Plan based on the Comprehensive Land Use Plan. This plan will include the sizes and location of trunk sewers and lift stations necessary to provide service to the entire Urban Planning District. We will develop estimates of sewage flow based onprojections of population and estimates of commercial and industrial flow. We will utilize the past reportsprepared by other consultants in developing the plan. The previous reports to be utilized in the preparation of this report are; 1969 - Preliminary Economic Feasibility Study for Sanitary Sewer by J. N. Sullivan and Assoc. Inc. 1971 - Comprehensive Sanitary Sewer Plan by Tri-State Engineering Inc. 1972 - Sanitary Sewer and Water Feasibility Study by Caswell and Associates Inc. 1973 - North Area Sanitary Sewer Study for Metropolitan Sewer Board by Orr-Schelen-Mayeron and Assoc. Inc. The plan will include recommended stages of construction for the facilities required and budgetary cost estimates. During the cour se of the study we will cooperate with the Planning and Zoning Commission and the Planners in the use and interpretation of the Land Use Plan. -1- 2. Feasibility Study for Crooked Lake Area, Northwoods Addition, Red Oaks Manor Addition and Green Acres Addition Areas. We will make necessary field surveys to prepare preliminary plans and cost estimates for the proposed work. We will evaluate the feasible alter- natives, prepare estimate of costs of the Various alternatives, and recommend- ations on the best overall solution to the esisting problems. Results of these studies and resulting recommendations will be submitted in report form upon completion. We will assist you in the conducting of the public hearings for the proposed. improvement. 3. Plans and Specifications, Subsequent to final decision on the recommended method, and upon direction of the Town Board, we will prepare plans and specifications for the proposed facilities or any [-art thereof, for the construction of the sanitary sewer collec tion sy stem. These plans and specifications will be complete, ready for bids, and will include architec tural, structural, mechanical and electrical requirements. The plans and specifications will be prepared so as to receive approval of the Minnesota Pollution Control Agency, Metropolitan Sewer Board and any other appropriate agencies. 4. General Ins pec tion We will assist you in the taking of bids and make recommendations on the award of contract. We will provide general inspection of the work which will consist of occasional trips to the site by an engineer of the firm, checking of the shop drawings, checking the contractor's payment requests, final inspection of the finished work, approval of the complete work and final payments, and assistance in putting the improvements into operation. S. Resident Inspection We will furnish the services of a Resident Engineer, inspectors and staking crews who will be on the site during construction. Their du tie s will be to inter pret plans, stake the work, inspect the work and perform other usual duties. As a part of the Resident Engineering services, we will instruct operating personnel in the functioning of the improvements. -2- 6. Fees (a) For the services set forth in Paragraphs 1 and 2, we are to be paid on the basis of our general engineering agreement dated June 17, 1974. The amounts shall be payable monthly and shall not exceed the sum of $15, 000. 00 without further authorization from the Town Board. (b) For the services set forth in Paragraphs 3 and 4, we are to be paid on the basis of our general engineering agreement dated June 17, 1974. The amounts shall be payable monthly and shall not exceed the percentage fee shown on the attached fee schedule. This curve has been taken from the current "Guid e for Engagement of Engineering Services" prepared by the Minnesota Society of Professional Engineers and the Consulting Engineers Council. (c) For resident inspection services set forth in Paragraph 5, we are to be paid on the ba sis of our general engineering agreement dated June 17, 1974. The amounts shall be payable on a monthly basis. Until actual construction costs are determined by bids, the percentage fees shall be based on the reasonable estimated cost of the work. SCHROEPFER Enclosed with this memorandum is an authorization request for our firm to prepare a feasibility report of providing sanitary sewer service to the Crooked Lake Area, Northwoods Addition Area, Greenhaven Addition Area and Red Oaks Manor Area. The first step in preparing this feasibility report for sanitary sewer con- struction in this area is to 'update the overall sanitary sewer plan for the entire Township. This must be done to pro perly size the trunk sanitary sewer lines, then we can prepare cost estimates for servicing specific areas. The second step is to make field elevation checks of houses to be served and of the streets in which the sanitary sewers will be constructed. Then we plot this information on plans in the office. The third step is to design the sanitary sewer lines to serve all the houses and then prepare cost estimates. Then we prepare methods of financing the project cost and present this in the report to the Town Board. The next step then is to conduct the public hearings which would be the same as Step No. 3 on Ollr procedllral outline given to the Board on August 18, 1974. We plan to do all the work on an hourly basis; however, we want to place a max- imum on the amount of authorization for this work. The normal is 1/2%-1% of estimated construction costs. Based on available information, the construe tion MEMORANDUM August 29, 1974 Page No. 2 cost for this work will be in the $2-2.5 million dollar range. We have esti- mated the maximum cost of the "'ork as follows: (a) Prepare Comprehensive Sewage 'Works Plan $ 3,000.00 (b) Feasibility Report 12,000.00 TOTAL $15,000.00 We will further discuss this work with the Town Board at the September 4th, 1974 meeting. However, this will give you a chance to review the proposed authorization prior to the meeting. The proposed time schedule for this work will be revised from the last meeting since we will not be authorized to proceed until September 5, 1974. The Town Board has held several meetings with the property owners in this area and with another consultant engineer in an attempt to solve the problems of: (1) Storm drainage problem at intersection of 172nd Lane NW and Woodbine Street NW intersection. (2) Storm drainage problem along Aztec Street NW from 172nd Lane NW to 172nd Avenue NW. (3) Street grading and graveling along (a) 172nd Lane NW - Aztec Street NW to Tulip Street (b) l72nd Avenue NW - Aztec Street NW to Tulip Street (c) Aztec Street NW - l72nd Lane NW to South Cul-de -sac (d) Woodbine Street NW - l72nd Lane NW to l72nd Avenue NW See the attached print for the areas under consideration. The property owners at the most recent meeting rejected the proposal for bituminous surfacing along the entire street lengths in this area. They requested that the Town Board take necessary steps to make streets acceptable to Township standards so the school buses and mail trucks would travel the streets to provide bus and mail service to their residences. " "p 5 Grow Township Board September 4, 1974 Page Two The Town Board decided at the last meeting not to construct bituminous surfacing on all the streets, but instead to resolve the two storm drainage problem areas and to place enough Class 5 gravel on streets to eliminate the "soft" spots. RECOMMENDA TION On August 28, 1974, Mr. Walter Arntzen and I reviewed the Valley View streets and we agreed on the following action: 1- Township Road Contractor will place Class 5 gravel only on streets in soft spot areas and regrade entire street lengths. 2. Township Road Contractor will install a driveway culvert for residence on Lot 4, Block 4 at the southeast corner of Woodbine Street NW and 172nd Lane NW. He will then construct a ditch on the east side of Woodbine Street NW from l72nd Lane NW to a point approximately 250 feet south. He will place topsoil and seed the newly constructed ditch area. He will also remove the existing 12" corrugated metal pipe culvert under Woodbine Street NW and install a neW 15 inch corrugated metal pipe culvert under l72nd Lane NW at the same general inlet location. He will clean the existing ditch along the south side of l72nd Lane NW from Woodbine Street NW to a point 200 feet west. 3. Township Road Contractor will regrade on 172nd Lane NW and Aztec Street NW to improve the grade for drainage purposes. This will involve cutting the proper roadway section for approximately 800 feet and will mean excavating approximately 800 cubic yards of dirt. He will then place 3 inches of Clas s 5 gravel at a 24 foot width for the 800 foot length totaling approximately 400 tons. 4. Town Board should hire H &: S Asphalt Company to place a It inch thick bi turninous rna t" 24 foot wide for the 800 foot length. Included with the mat will be a 4 inch bituminous curb on each side of the pavement. This will provide a permanent solution to the storm drainage problem at a reasonable price. H &: S Asphalt Company has quoted a lump sum price of $3,520. OC for the necessary bituminous paving. 5. There is no practical method of solving the storm drainage problem on Aztec Street NW from 172nd Lane NW to 172nd Avenue NW other than a street with curbing. There is not enough space on the east side of the street to construct a ditch and eVen if We did the necessary measures to prevent washouts would be as expensive as the bituminous surfacing.
