Minutes of a SPECIAL MEETING of the Grow Township Board of Supervisors held August
19, 1974 at the Grow Community Center.
The purpose of this meeting was to make a decision on the Valley View Estates road
problems.
In attendance were Chairman Schneider, Supervisors Holasek, Christenson, Attorney
Hawkins, Road Overseer Wally Arntzen, Engineer Jim Orr from Schoell and Madson
Engineering Firm, Clerk Jaworski, and Deputy Clerk Marilyn Kappelhoff.
Chairman Schneider called the meeting to order at 7:50 p.m., and turned the meeting
over to Engineer Jim Orr.
Engineer Orr explained to the Board and the residents of Valley View Estates that
a strong desire exists for the streets of this project be brought to a standard
that will enable school bus service and mail delivery and that the lack of bus
aervice is not related to the street problems, but the lack of mail service is.
Engineer Orr suggested the following road improvements for Valley View Estates:
1. Gravelling with three inches of modivied class five or class two on
all streets, except Aztec from 172nd Avenue south and 172nd Avenue
from Woodbine to the east.
2. Eliminating the two major erosion problems by paving Aztec from l72nd
Avenue to l72nd Lane and the intersection of Woodbine and lœ2nd Lane.
3. Gravelling the balance of the streets along which development exists,
we feel mail service would be provided.
4. Gravelling with three inches of Modified class five or Class two
limestone on all streets, except Aztec from l72nd Avenue south and
172nd Avenue from Woodbine to the east.
Eñgtñeer Orr stated that the estimated total cost of this project would be $28,280.
Supervisor Holasek stated to the residents that he had contacted the Director of
Transportation for the School district, Mr. McClousky w~~a~~.f.o Supervisor
'1 Holasek that he has planned to get together with the me ~ ~nd establish
'I"OSltl af-ð",tarcts. Supervisor Holasek also stated that a resident in Valley View
Estates, Mr. Fricke had contacted Poatmaster Ward prior to his contact.
Mr. Fricke explained to the Board that Postmaster Ward explained to him that the
Post Office would not give Grow Township service because of previous past experiences
with the Town Boards on not keeping their word.
Nancy Ostman from Valley View Estates stated to the Board that she had talked to
Mr. McClousky also and he explained to her that State Law states the school bus does
not have to go over one half mile for the farthest child.
Supervisor Holasek noted that the Township should resolve the problems about getting
mail service into Valley View Estates and the residents of Valley View Estates should
resolve the problem with the School District on bus service.

Chairman Schneider read a letter from the residents in Valley View Estates, which
stated the following:
1. Grade streets to meet rural section street standards.
2. Provide Class five gravel base suitable for school bus and U.S. Postal
Service.
3. Clean culverts and maintain drainways in such a condition as to prevent
undue erosion.
4. Adequately grade and provide machine laid bituminous mat in conformance
to the basic urban section in the follvwing areas:
a. Aztec Street N.W., between l72nd Avenue N.W. and l72nd Lane
N.W.
b. In the general proximity and including the intersection of
Woodbine Street N.W. and l72nd Lane N.W.
Mr. Fricke, resident in Valley View Estates stated to the Board that this letter was
a letter of support for a motion for the Board to get the work done and also stated
that when next year's budget is approved to have this as the first item.
Øiscussion insued on what criteria WBS used in accepting the roads in Valley View
Estates. Supervisor Christenson noted there was no standards at that time, and
the first street put in was l72nd Lane, which was accepted by theee Board members;
Richard Schneider, Lyle Bradley, and himself. Supervisor Christenson also stated
that the rest of the roads in Valley View Estates have not even been looked at.
Jerry Stankey questioned the Board on how much was in the Township Road and Bridge
Fund?
Supervisor Holasek stated that there was $28,847 or $530 more than this project, in
the total Road and Bridge Fund.
Supervisor Christenson explained to the residents in Valley View Estaes that all the
revenue in Township Government is placed into two accounts, 1) General Revenue, and
2) Road and Bridge, the expected amount to come into the community for the year 1974
was $208,000 and out of that sum $65,000 was budgeted for Road and Bridge, the expended
amount for roads has been $11,000, the remainder is available.
Supervisor Holasek stated that the Board is responsible for all of Grow Township and
the Township has many sub-divisions that are in the same shape as Val¡~y View Estates
and if the Township spends $28,000 for each one, thexewould not be much of a budget.
Supervisor Holåsek also stated that Supervisor Christenson should explain to the
residents on Enchanted Drive why they are getting assessed for blacktop and why the
Board is not assessing the residents in Valley View Estates.
Supervisor Christenson stated to the Board that Valley View is a result of the Township
not having a sound basis for road standards in 1972 and the Board ended up with a
sub-division which is excellent, except for the road standards.
After much discussion among the Board and the residents of Valley View Estates,
Attorney Hawkins stated to the residents that the Townsh~p will do the roads, but
the Township does not have any responsibility to bear the cost out of the General Fund.
Supervisor Holasek felt this road project in the amount of $28,000 should be spJit
between the residents, the Township, and Mr. Klenk the developer. Supervisor Holasek
read the minutes of February 21, 1974, page two, paragraph three, which will be
attached and become part of this set of minutes.

Supervisor Christenson moved that the proposal presented to the Town Board by the
residents of Valley View Estates be adoptêd as the pro~ect for Valley View Estates
with the funds to come out of general revenue. Motion died because of a lack of a
second.
Attorney Hawkins atated to the Board that the only alternative for the Board is to
accept the Engineers Feasibility Study of Valley View Estates and set up a Special
Improvement Project Hearing for an entire assessment. No action taken.
Mr. Onsrud questioned Chairman Schneider what his reasons were for not giving a
second to Supervisor Christenson's motion? Chairman Schneider explained to the
residents that the Township has many areas with road problems as bad as Valley View
Estates and the Township cannot do all of them and take the cost out of Township
funds.
There were many questions from the reiidents in Valley View Estates and the majority
felt that the project was the responsibility of the Township and not the residents.
Supervisor Holasek made a motion to put class five on the roads to stablize them, so
the residents could get mail delivery and bus èervice and the blacktop portion should
be assessed back to the residents. A resident stated to the Board that the Board
was throwing away good money af~er bad, if they go according to this motion. Supervisor
Holasek told this resident that he was out of order because of the motion that was
on the floor which has to be moved on before the Board can hear the anymoee questions.
Supervisor Holasek moved ,to class five the roads and blacktop the section in the
Engineers study and the blacktop portion be assessed against the property owners;
Chairman Schneider second; The Clerk polled the Board; Chairman Schneider, no;
Supervisor Holasek, no; Supervisor Christenson, no; Motion dies.
A resident in Valley View Estates asked the Board if the blacktop on l73rd Lane N.W.,
east of Valley View Estatea was paid for by the residents on l73rd Lane N.W.
Supervisor Holasek stated to this resident, no, but he was asking the same question
that residents on Enchanted Drive will be asking the Board if the Board pays for
the major improvement in Valley View Estates.
Chairman Schneider moved to have the Township Maintenance man Mr. Kraabel and Road
Overseer Arntzen look at the roads in Valley View Estates to see how the Township
can fix the roads for mail service and bus service, with the addition of class five
and have this project done in thirty daysJ Supervisor Holasek second; The Clerk
polled the Board. Supervisor Christenson, no; Supervisor Holasek, yes; Chairman
Schneider, yes; Carried.
Supervisor Christenson stated that the Board was carring out a task that would
re-occur in the future because there is no definition available for the Road Overseer
or the Maintenance man to work on and Supervisor Christenson also felt that the Board
was ignoring the recommendations of the Engineer.
Mr. Onarud stated to the Board that the residents are not asking for anything specific,
they want to have regular maintenance and a guarantee to have mail and bus service, all
the time.

Road Overseer Arntzen reasurred the residents that now that the roads in Valley
View Estates were his responsibility, he would see to it that the roads are passable
and he would do the best he could. Aantzen also stated that if the residents
were not satisfied with the roads within a month, he would give the responsibility
back to the Town Board.
Chairman Schneider asked the audience if there were anymore questions, there being
none, the Valley View meeting ended at 10:00 p.m., the Board had further Township
matters to attend to, so the meeting continued.
Chairman Schneider stated to the Board that he had received a call from a resident
in Grow about marijuana growing on l59th street N.W. and this resident would like
the Township to cut it down. No action taken.
The Board discussed the request of a resident who called Chairman Schneider to have
Raven Street discontinued because kids were using it as a drag strip. Attorney
Hawkins stated to the Board that the residents have to petition for this Itreet to
be discontinued. Chairman Schneider will inform the resident of this procedure.
Chairman Schneider explained to Engineer Orr that the Township has hired the
Engineering Firm of Toltz,King, Duvall and Anderson. Chairman Schneider thanked Mr.
Orr 'for the excellent job he did on Valley View Estates and stated to Mr. Orr to
present his bill for his serv~es.
The Board discussed the deferred sewer payment in the amount of $4,000 to the Metro
Sewer Board due on September 1, 1974. Attorney Hawkins directed Building Inspector
Arntzen to talk to Attorney Beens about this matter, before the Board commits
themselves. Building Inspector Arntzen will contact Chairman Schneider of the
information he receives from Attorney Beens. . '" V'

Attorney Hawkins will amend boundary section of Ordinance #12 and put in the new
addition of Ordinance #12. Attorney Hawkins will have this ready for the Regular
Town Board Meeting of S~ptember 10, 1974.
After much discussion Supervisor Holasek moved to grant Mr. Bruce Hay a Special Use
Permit for a mobile home park, subject to the conditions of the permit and also Mr.
Hay must comply with Ordinance #6. second by Supervisor Christenson; carried.
The Deputy Clerk polled the Board. Supervisor Christenson, yes. Supervisor Holasek,
yes; Chairman Schneider, yes. Attorney Hawkins stated to the Board that Mr. Hay
must sign the Special Use Permit and present $500 for the Special Use Permit to
the Clerk.
Chairman Schneider entertained a motion to grant Mr. Robert Saunders a ninety day
mobile home permit while his home is being built; second by Supervisor Christenson;
passed. The Deputy Clerk polled the Board. Supervisor Christenson, yes; Supervisor
Holasek, yes; Chairman Schneider, yes.
After mush discussion on the Engineers Feasibility Study on Enchanted Drive, Street
Improvement #74-2, Chairman Schneider moved to accept the Engineers Feasibility Stu;y
Street Improvement #7A-Z and set a Public Hearing Bate of September 4, 1974 at
the Grow Community Center at 8:00 p.m.; second by Supervisor Christenson. The Deputy
Clerk polled the Board. Supervisor Christenson, yes; Supervisor Holasek, yes; Chairman
Schneider, yes. passed.

The Deputy Clerk will mail the public hearing notices to the residents and Attorney
Hawkins will publish the legal notice in the Anoka Union.
Chairman Schneider moved to accept the Township truck bid from Hansord Pontiac
in the amount of $3,300; second by Supervisor Holasek. The Deputy Clerk polled the
Board. Supervisor Christenson, no; Supervisor Holaaek, yes; Chairman Schneider,yes;
passed. Supervisor Christenson stated to the Board that it will cost the Township
more to own a truck than lease one and also felt there would be nO reaale value.
Building Inspector Arntzen stated that it has been brought to his attention that
Marilyn and Pat were paying PERA and Janett is not. Attorney Hawkins stated to the
Board that anyone who makes over $75 per month has to pay taxes. No action taken.
The Board will meet with the Building Committee August 20, 1974 at 8:00 p.m. at the
Community Center.
The Board will meet with Engineer Kasma on September 4, 1974 at the Community Center
at 8:00 p.m. to discuss the sewer study.
Clerk Jaworski requested that the Board compensate him for inppecting the treees in
the Township. This matter will be discussed after the Board knows how many calls are
made.
The Board agreed that the Clerk be allowed to make tree disease copies for the
residents who request them.
BUilding Inspector Arntzen requested that the Board approve getting bids on a riding
mower for the Town Hall. The Board agreed to have Arntzen check on some prices.
Building Inspector Arntzen will meet with Attorney Beens August 20, 1974 on the
Incorporation.
Chairman Schneider entertained a motion to adjourn; second by Supervisor Holasek.

Gentlemen:
We are writing as authorized by the Town Board at the August 13, 1974 meeting
to provide preliminary cost estimates and a feasibility report for the construction
of bituminous surfacing on Enchanted Drive from Genie Drive to a point approx-
imately 1350 feet south. .The proposed project will include a 20 foot wide
bituminous mat placed on a 32 foot wide Class 5 gravel base. The preliminary
cost estimate for this construction, including 100/0 contingencies, and estimated
150/0 engineering, legal and administrative fees is $18,000.00.
lt is proposed that this project be financed on the basis of a uniform assessment
per lot, rather than front foot assessment method. The Enchanted Drive right-
of-way contains several sharp curves and this results in large differences in
the length of adjoining front footage per lot. In this situation, the front footage
assessment method does not distribute the project costs in an equitable manner.
Based on the estimated project cost, the unit assessment per lot would be as
follows:

2) Engineer will submit written report to the Town Board.
3) Hold public hearing. Benefitting property owners within boundary lines
sel' up by engineer have to be notified in writing of this hearing.
4) Notice of hearing ¡>dB to be pub¡isi,ed in paper. (Township USCG
County AudHor's ,'ecords for tax statements)
5) Pass resolution to proceed. Order engineer to prepare specifications
for project and set up letting of bids.
6) Town Board opens bids and accepts the low bid.
7) Work on project would proceed.
8) Engineer prepares estimate of final cost of project and gives to Town
Board.
9) Order a proposed assessment roll for each property owner and place
on file with Town Clerk.
10) Town Board hold another hearing. Notice must again be published.
Any adjustments or errors in assessment are made at this meeting.
11) Town Board would pass a resolution a<.:<.:epting assessment roll and
determine how many years they will have to pay 0[£ the assessment.
Also, set the interest rate on the unpaid balance which can be as
high as 8%.
