,~ Minutes of the Grow Township Board of Supervisors PRIORITY M£ETING held April 17,
1974, at t e Grow Town Community Center.

s called to order at 7:20 p.m., by Chairman Schneider.
on the agenda was the Road Maintenance Contract. Engineer Koshak
the contract was put together to get around the problems that surfaced
hat year. Koshak noted, the Board could review and strike sections thought not
needed. eneral discussion insued on different items listed to be let out for
bids. Af er questions by Supervisor Christenson and Supervisor Hol~sek, Attorney
Hawkins sated, the road maintenance itse,lf was a service and did ,not require
advertise ent for bids, this includes snow plowing. Attorney Hawkins would double
check thi. After mueh discussion by Supervisór Christenson and Supervisor
Holasek 0 procedures, Attorney Hawkins stated:
1. oad maintenance itaelf did not require bids.
2. oad projects under $1,000 could be iniated by a Board member.
3. rojects between $1,000 and $5,000 require two quotes.
4. rojects over $5,000 must be let out for bids.
5. oad maintenance could be let for bids to get a comparison.
6. terials should be let for bids to get best price.

,-' After dis ussion on the contract insued with Supervisor Holasek stating, he
would Uk to have the maintenance and the blading separate.' Supervisor Christenson
felt they were the ssme thing and he felt maintenance was anything done to roads
on a cont nuing basis, without anything causing it, except the weather. The
general 0 inion of the Board was that Burton Kraabel was probably the beat candidate
to do our maintenance work. After more discussion and two attempts to make a
motion, t ere was discussion on allowing Harold Thompson to grade the northern
part of t e Township. Supervisor Christenson noted, we could confer with Kraabel
and amend the motion at that time to allow this to happen. Supervisor Christenson
again mov d, that the Town Board confer with Burton Krabel for the purpose of
hiring hi to do our road maintenance, including snow plowing and write an agreement
that will be the basis for that conference. We should get bids on materials
and proje ts that exceed $5,000, according to the statutes. If the agreement
is accept ble to him, the Board hire him. Supervisor Holaaek second the motion.

The next tem on the agenda, was the Heidelberger building permit problem.
Attorney awkins quoted from section 4.04,' Ordinance #8, one of the requirements
being, fr ntage on a public right of ~ay is required. He noted that for this
reason, t e Township cannot issue them a building permit. Mr. Heidelberger
stated, w already have a building permit. Attorney Hawkins stated, this permit
has long ince expired. Discussion fnsued and it was pointed out to Mr. Heidelberger
that a ro d coming to his property, from the Coon Rapids side, could solve
his probl m and Building Inspector, Arntzen noted, that the platt or road system
,~ would hav to go before the Planning Commission. Attorney Hawkina went on record
and told r. Heidelberger he had ten days to answer the summons served on him for
illegally moving a mobile home into Grow Township. The only way the Township
will allo him more time is if Heidelberger's Attorney calls Attorney Hawkins on
the 18th f April and requests it. Matter closed.

The third item on the agenda was the open1ng of bids on the Assessor position.
Chairman Schne der noted, Triggs wanted $3,900 per year for two years, plus $500 per
year for expen es, or $8,800 for two year.. Supervisor Christenson noted, that the
municipality i required to pay the fee for becoming state certified. Chairman
Schneider aske the Deputy Clerk to get a letter off to Wayne JOhnson, Hennepin County
Assessor to ch ck on Triggs and Attorney Hawkins suggested, Doris Kemp of Champlin
also be called Chairman Schneider went on to Howard RAlhs, who wanted $8,000 per year,
for two years. He would pay his own expen.e.. A total of $16,000. Chairman Schneider
went on to Wal y Arntzen, who wanted $5000 for the first year, $3500 for the second
year and cleri al of $820 per year and u.e of truck and gas. A total of $11,140 for
Arntzen. Chai n Schneider stated, that he would be for Triggs. Supervisor Holasek
stated he woul like to .ee a recommendation and also get word from the Champlin Clerk.
Chairman Schne der quizzed Arntzen, why he dropped his price since January. Arntzen
noted he would not make any money at this price, but felt it is real important a good
job be done an record. be kept. Supervisor Christenson stated that this must'~. done
right or it wi 1 be done over by the county. Arntzen stated he had hoped the Supervisors
would give the job to the county, when Chill did not bappen,·he pi:èpared new figures.
He noted the T wnship paid an individual, $4,500 two years ago and could not understand
how someone c ld do the job which has increased because of the home built since then,
for $4,400 per year. Di.cussion insued on Trigg.. Final ,decision will be made before
May 1. Superv sor Holasek noted figures: $16,000 for Rohs,$ll,14O'for Arntzen,
$8,800 for Tri gs. Superv1sor Holasek noted that Arntzen's cost was 'about $100 a
montfi more tha Triggs.
Next item cove ed, was brought up by Chairman Schneider on dogs running loose in the
- Town.hip. He estioned Attorney Hawkins if there was some way to increa.e the fines
__ for second off ces, in one year. Attorney Hawkins noted that he had drafted aà
amendment to e up for the increase in charges from Crimsoncross Kennels. ' After
discussion, th Board decided that the amount Attorney Hawkins had increased, was not
enough. Attorn y Hawkins noted we could raise the impounding fee··to 'cóver cost. The
Board directed he Clerk to call Crimsoncross and get averages for last year, the
Township has pa d Crimsoncross. It was pointed out that raising liceøse fees would be
charging everyo e for'the violators fees, in the Township. SUpervisor Christenson
made 'a motion t amend Ordinance 114, section 4 to read; the impounding fee shall be
$20 and $2 per ay handling fee. Second by Supervisor Holasek; carried unamiously.
The Attorney sh 11 rewrite the section and 'this section shall be read by the Clerk at
the next Regula Town Board Meeting. .
Chairman Dick S hneider noted that we have a number of requests for use of the Town
Hall. It was d cided by the Board to table this and discuss when the staff is together
Monday, the 29t of April.
The Board appro ed the permit asked for by Building Inspector Arntzen, for Doug Boyer
to occupy a mob le home for 90 days, until his new house at 2227 l6lst St., N.W., is
done; Supervis r Holasek made motion, Supervisor Christenson secondi Carried unamiously.
Building Inspec or Arrttzen notes that Bud Leasinger will occupy a mobile home at
2188 ,Bunker Lsk Blvd., N.W., until his commercial structure is finished. This structure
is tó have livi g quarters only as permitted in Ordinance 18. Arntzen will not issue
him à certifica e of occupancy until h_ves out of mobile home. Ordinance 18, only
__ one occupied re idence per lot, there is no permit needed because this mobile home is
now à non confo ing use in this area, because it existed at this site befOre the
- Ordinance.

Discussion by hairman Schneider on minutes of Town Boerd meetings not submitted for
- acceptance. S pervisor Christenson noted the Board had been meeting once a week.
Clerk Jaworski stated he would try to send out completed minutes in seven days and felt
they could not be done in five days. Thw Town Board will have all minutes to date for
Staff Meeting, April 29.
Minor discussi n was held on "Valley View Estates" with the Board, Attorney Hawkins
and citizens, icklander and neighbor pa~ticipating. Supervisor Christenson noted,
these roads wo ld be taken care of as soon as these contracts are settled end this
he states woul be this year.
Discussion on he bills the Planning Firm has submitted. A data was set of May 1, at
8:00 to meet W th Otto Schmid. The Board would also like Lawrence Carlson to attend.
ChairmanSchne der will contact him. The Clerk will contact Otto Schmid.
Supervisor Hol sek objected to the 7:00 meeting time and would like to start at 8:00
for the summer
Jim Griswold, airman for the Parks and Recreetion Advisory Board appear~ with a
request for fu ds to get the Summer Program under way. There was discussion by the
Board on Commu ity Schools and how these .hings are funded. Supervisor Holasek pointed
out that Distr ct 115, in the northern part of the Township waskind~oftleft out of
this program. The Board would like Attorney Hawkins to look into Community Schools
and how it is unded and where this money goes. Chairman Griswold noted this was a
Summer Recreat on Program and not a CODlDUnity School Program, per"say. Supervisor
- Holasek made a motion to approve $2,750 for the Summer Recreation prògram. Second by
Supervisor Chr stenson; car~tëd unamiously. A copy of the Summer Recreation Program
~ will be attach d to these minutes.

Building Inspe tor Arntzen noted he was appointed to a Committee at a meeting of
North Star Cha ter of Building Officials to study salaries of State Building Officials.
Discussion ins ed on all aspects of civil employees. By this prôc:l=dure, averages
