lnNUTES OF GROW TOWNSHIP 80ARD OF SUPBRVISORS MEETING, held Ap,"U 10, 1974,
at the Town 11. !
: Interview Applicants ¡fôr the Township Assessor.
Chairman Schn ider called the meeting to order at 7:10 p.m. Present were;
Supervisor Ho aSek, Christenson and Clerk Jaworski.
The first app icant, Charles Triggs former Assessor for Chaœplin'and also resident
óf Chaœplin. Chairman Schneider explained approximately 3000 ,parcels expected, with
1750 having s ructures or improvements. Chairman Schneider related that there
probably wasn t enough for full time work. Mr. Triggs had underatood it would be
a full time j b. 'Mr. Triggs had some minor conditions in letter iprèsentèd to
Chairman Schn ider, there was no disagreement by the Board to these. Mr. Triggs
would like to do paper work and book work at home, if expected~No, opposition.
He will call hairman Schneider on Friday evening, April 12th with a firm proposal
to include ev rything needed to do job for period under consideration.

~t 7:36 p.m., Phit Ryeszutek, resident of Grow Township, appea»ed before the Board.
Mr. Ryeszutek stated that,quote, " He felt there was too much wðrk involved for him
~o do part t e." Mr. Ryeszutek added that he had researched the position at length
and felt the ourses on Certification, would almost be prerequisite ånd these are not
òffered until Falì. He stated by this time an Assessor should'hsve much of the leg
.~, ~rk done. H declined the position at this time. Cha'ttman Schl!eider cOllDDended
. Phil ~or bein fránk about it and asked him if he would be interèsted after taking

the courses. Mr.'Ryeszutek stated he would take the tests 'on his own and consider
it. He also tatèd he was studying the cirteria for beCDming State Certified as
Building Insp ctor. He said it was ve1!Y d1;'y reading. '

Át approximat ly 8:15, Howard Robs, also resident of Champlin and a home builder,
was interview d. "He also has no experience as Assessor, but plans to' give up
building and aking on assessing full time. Mr. Rohs had information' on courses
óffered at th University of Minnesota this Fall, to become Statê Certified, a
requirement t be'an Assessor next year. Chairman Schneider explained the criteria
for Grow and hs< did not have this information or a price at this time. Mr. Rohs
stated he had to go out of town and would call Chairman Schneidet with a firm
proposal on Su dar' evening, before ten o~clock.

questioned if e would have enough time to do the job. He stat~he would.

-~ Supervisor Ho asek felt it wouldn't hurt the truck in major department if Wally
used it for a sessing and with the lease coming to an end, the Township would not
suffer any of the consequences that came later. At this time, Chairman Schneider
iniated a· dis uasion, questioning Arntzen at length on average time involved in
building insp ction. Arntzen stated approximately four to siX hours, depending
on the house. Chairman Schneider asked'howl.1DUch of this was book work. Arntzen
wasn't sure 0 average time. Chairman Schneider stated he had inquired around
and he had th figures of about five to eight hours for an average building
inspection. rntzen noted, he spends more time on sewer failures, six to ten
hours each, t an on average building inspection. He stated we had 71 last year.
Chairman Sc:hn ider then questioned what Pat Lindquist does for four hours. Arntzen
noted he coul not sit there and justify what he or Pat does and pleaded with the ß.£.J
to come in an just sit and find out for themselves and he is sure they would be '
satisfied. A ntzen noted many calls that come in have nothing to do 'with building
inspection, b t must be handled. He also noted the three Township employees must
handle al1"c¡u stions and clarify them. Wally stated that some municipalities have
special peopl , just to handle singular items; the likes of zoning etc. ~rntzen
again .asked t e Board to come and view their activities. Supervisor Ch*istenson
stated, that f we don't have the time to witness the activity, we don't have the
right to question it. Supervisor Holasek notedtbatArntzen's statement about the
employees are ot appreciated, was not the way he felt or the Board. He noted
he had heard f vorable comments from citizens also. Arntzen said he meant some
of the citizen. General discussion insued ontaxes. Supervisor Holasek questioned
how he would 1 ke to be paid. Wally stated, twelve equal'installents. General
/""'-. discussion ins ed and they discussed $350.00 per month, with the balance paid at
'--./ the end. Chai n~Sc:hneider discussed PER A and it was felt the Township would
have to pay th s. Wally's proposal was, $5,000.00 plus, the use of the Township
vehicle and $8 0.00 expenses for secretarial help. Supervisor Holasek noted there
would be appro imately $500.00 for gas~to add to this price.
