SUBJECT: PROPOSED CHANGES TO ORDINANCE #8

At a meeting of the Planning and Zoning Commission held Septem-
ber 24, 1974 it was moved by Bush, seconded by Vander Laan,
that the ~ollowing changes to Ordinance #8 be approved:
(1) Page 1, Section 3.02 Definitions; add under Item (E)
Animals: (3) Pleasure/Recreational, Animals not normally
kept in a re,sidence such as horses, ponies, foals, donkeys,
burros, mules or others.
(2) Page 1, Section 3.02 Definitions; change Item (C) to
read: .....as well as the raising thereon of domestic
animals, non-domestic animals and the raising and keep-
ing of pleasure/recreational animals.

(3) Page 1, Section 3.02 Definitions; change last sentence
of Item (D) to read: It shall include the raising of
domestic and pleasure/recreational animals.
(4) Page 14, Section 8.19 Other Nuisance Characteristics;
under item (F) Animals: Delete "and horses" from the
first sentence.
(5) Page 5, Section 4.09 Platting: Retain only the first
sentence of this section and add the following sentence:
All subdivision of land shall be in accordance with
existing Platting Ordinance.
(6) Page 5, Section 4.11 Relocated Structures: add, before
the present paragraph, the following sentence: All
relocated structures shall comply with the Ordinance
Regulating the Moving of Buildings Over Streets and
Alleys in the Township and Providing for the Protection
to the Township from Damages Arising out of Such Operations.
(7) Page 7, Section 5.02 be ammended to read:
Property owners and occupants within 350 feet of the
property in question shall be notified in writing, al-
though failure by any property owner or occupant to
receive such notification shall not invalidate the pro-
ceedings. Notification shall be by mail. The applicant

shall submit a list of the property owners and occupants
wi thin, 350 feet as part of the application.
(8) Page 7, Section 5.03, C 2 shall be ammended to read:
The Clerk shall refer the application to the Planning
Commission. Property owners and occupants within 350
feet of the property in question shall be notified at
least (7) days prior to the Planning Commission meeting,
although failure of any property owners or occupants to
receive such notification shall not invalidate the
proceedings. Notification shall be by mail. The
petitioner shall be required to submit a list of the
property owners and occupants within 350 as a part of
the petition.

SUBJECT: PROPOSED REPORT FROM TKDA PROVIDING DATA FOR
CLARIFICATION OF COMMUNITY DEVELOPMENT PLAN
At a meeting of the Planning and Zoning Commission held September
24, 1974, it was moved by Rither, seconded by Johnson that the
Commission convey its concern with this proposal, that we feel
it is a reasonable one, vital to the proposed Community Develop-
ment Plan and will address not only the CDP but the questions
conoerning the sewer project as well. We wish to note the san-
itary sewer project will cost from two and a half to three million
dollars and any data collection in that regard would be well
worth the small sum to be expended on this as we stand to gain a
great deal.
Motion carried unanimously.

Study Approach:
We will attempt to accomplish the following in the "Position Paper":
1. List major advantages (benefits) and disadvantages (costs) to the community
of each alternative. Indicate both short term and long term costs/benefits.
2. Assign dollar values to costs and benefits where practical and meaningfull.
Most cost/benefit values will necessarily have to be defined in qualitative
terms.
3. Indicate where assumptions have been made, understanding that explicit
assumptions are a legitimate aspect of any planning effort.
4~ Include example municipal services costs to "typical home owners" in
both the Urban District and Rural Area under conditions assumed for each
of the alternatives.
5. Outline implications of each alternative in terms of projected development
activity withinboth the Urban District and Rural Area.
Fee:
The above described services will be provided at our basic hourly rates with a
guarantee not to exceed cost of $344.00.
The, breakdown of the fee is as follows:
Prepare Report- Planner - 12 Hrs. @ $22/hour = $ 264
Prepare Graphics . Draftsmen - 8 Hrs. @ $10/hour = 80
$ 344
Completion:
The "Position Paper" will be completed within 2 weeks, after your authorization
of this agreement.
Report Format:
To allow maximum use of the "Position Paper" we will present our findings in
both report form and on large, sheets suitable for public d~splay at community
meetings.
