'-~ «3.- v w Tvwn~hip ! ! . ! 1974 '--- M1nutes of a JpINT MEETING between GROW TOWNSHIP and RAMSEY TOWNSHIP held May 30, at 8:00 p.m., at the Grow Community Center. ! , Present from GkOW TOWNSHIP: Chairman Richard Schneider, ,Supervisor Winslow Holasek, Town Clerk ArtlJaworski, and others. ( Supervisor Christenson arrived later because of personal business.) I ! ' Chairman Arnie Cox, Supervisors Bev Oliphant, Kay Nelson, Present from RAMSEY TOWNSHIP: Jerry Hopperstkd and Attorney Goodrich. Absent, Herb Murphy. I The purpose ofl this Hearing is to allow Grow and Ramsey Township's citizens who live in the possible areas of boundary change, to express their opinions and get background on their situatioh, with respect to tax base, bonded indebtedness, mill rates of the Co~unities th~y now reside in and the Community they could reside in, etc. ! Grows Chairman I Schneider opened the meeting at 8:10 p.m., by reading brief minutes taken by Grows Clerk Jaworski, at meeting held one week earlier and stated that after reviewing all facts and consequences he was for changing the boundary between the I Township's to the thread of the Rum River. Ramseys Chairm1n Arnie Cox noted a decision must be made tonight and that all aspects discussed woul not be agreeable. Chairman's Sch eider and Cox went on to explain the reasons for the boundary change -, suggested by t e Minnesota Municipal Commission, they included the problem, either , Community woul have getting municipal services such as, police, fire, sewer, road '--.,.' grading, etc., to citizens on the other side of the river with no accessible bridge crossing. Questions aske by citizens were: Glen Rodg rs, Ramsey - Will there be a bridge crossing and where? Where would sewe~ come from What assessment procedure is used? Mike Gise ke, Ramsey - General questions on road problems. Bob Dillo , Ramsey - What police protection would be provided, if his area of Ramsey we t to Grow? What was this plan that the Grow people at this meeting are alluding o? John Wine , Ramsey - Stated that living on the border, the road services from Grow area are errible. John Wines also read a letter from Dorothy Bridges in which she state, she would like to remain in Ramsey. Dean Seab , Ramsey - What is Ramseys position on sewer? At this time, he Board's called for an audience vote, ( show of hands ). The count was; six (6) o change boundary to the thread of the Rum River; fifteen (15) for the boundary to at y the same; one (1) neutral. ,~.. Minutes - May ßO, 1974 -, Page 2 I j ~. Chairman rox answered; Assessment procedures vary from project to project, there are three (3) basic formulas. Chairman Cox and Chairman Schneider answered; Road problems and contract developers would be ~nforced by which ever Township held them. I Chairman Schneider answered; Police protection in Grow would be provided by Anoka County onl a contract basis, starting June 1, 1974. Grow Clerk Jaworski and Grow Planning and Zoning Chairman Miles answered; The ,....O"Yr..."....., P'.o '0 ,'ow ,.,.. .boo' ,om'''''''' "ow". .. '"0""" services ould be contained in populated area near Crooked Lake. The tool; twenty (20) acre lots in rural areas. The objective; A quality living enviornment. Supervisor Holasek of Grow noted the City Status the two Township's are striving for, wou1ð make us eligible for State funds on some roads, releasing Township funds fori other roads. Chairman ox answered; Ramsey has had a sewer feasibility study done by Consulting Engineers Diversified, but it has not been reviewed by Ramsey as of yet. Citizen Mike G seake noted that he would like to stay in ~amsey because he knows this Government is esponsive. ,~ Bob Dillon of amsey was dismayed in the response of the Anoka Countys Sheriff's ',-" Department in and1ing the situation of the large beer party, where the young man was killed in Rams y, noting the Sheriff's Department had been notified hours earlier. Minor testimon was also given by Building Inspector Arntzen of Grow Township. Grow citizens, Lyle Bradley, Robert Rither and David Jack and Ramseys citizens, Don Vincent, Glen Rodgers a d Rick Molte. Technical advice was given by Keith Caswell. Arnie Cox note that if the right decision is not made, the possibility that Anoka could move in to ann x more of Ramsey and Grow, is very real. It was also noted this could give Coon Rapi s time to move for annexation against Grow. Chairman Cox also noted that many of their itizens had moved to Ramsey from Anoka and Coon Rapids for a variety of reasons. A call for a s ow of hands by Cox with Chairman Cox asking the audience to keep in mind the facts on p ssib1e annexation; Votes approximately, twenty-four (24) for boundary change; one ( ) against. At this time, hairman Schneider of Grow entertained a motion on the question,Arno1d Cox made a motion o draw a joint resolution to establish a new boundary between the Township's of row and Ramsey and that it be the thread of the Rum River; second by Supervisor Hol sek, of Grow; Clerk Art Jaworski polled the Board: For; Cox, Schneider, Holasek, Oliphant, Christenson and Hopperstad. Against; Kay Nelson, Ramsey. ~ The Boards agr ed to meet jointly twice a year to air problems that we share. ---.
