Minutes of a REGULAR MONTHLY MEETING of the Grow Township Board of
Supervisors held September 10, 1974 at the Grow Community Center.
Present were Chairman Schneider, Supervisors Christenson and Holasek, Clerk
Art Jaworski and Attorney Hawkins.
Chairman Schneider called the meeting to order at 8:10 p. m., and announced the
Order for Incorporation of Grow Township into the City of Andover had been written
and that City Statutes would come to us immediately after elections were held.
Chairman Schneider moved onto the first agenda item, a rezoning application by
Rosella Sonsteby. Mrs. Sonsteby would like to rezone a piece of property on County
Road #9 from residential to neighborhood business. This item had been on last
months Town Board agenda and was tabled in the absence of Supervisor Christenson.
Chairman Schneider read the Planning and Zoning recommendation, which recommended
denial. Attorney Hawkins noted the distance criteria used to notify near by residents
of a Public Hearing had been changed from 300 feet to 350 feet by the State. Attorney
Hawkins felt that from audience response, the residents had been notif ied.
Chairman Schneider commented that he was for listening to the people who live in the
neighborhood, on these issues. Mrs. Sonsteby objected and stated to the Board that
if she had known anyone in the neighborhood could give their opinion, she could have
filled the Hall with ye s votes.
The residents speaking against this rezoning of Mrs. Sonsteby's were; Mrs. Susalla,
Mrs. Hagen, Steve Rickey and others.
Supervisor Christenson made a motion to deny the rezoµing request of Rosella Sonsteby
on the recommendation of the Planning and Zoning Commission and, 1) a parcel in the
immediate area is zoned neighborhood business, 2) continuous property owners have
objected, 3) there is a neighborhood business in operation less than two miles away,
4) no charateristics of the proposed development were offered; Supervisor Holasek
second the motion, and added, this rezoning would be premature. carried unanimously.
Chairman Schneider called on Mrs. Harvey Matthies, who was one of a group of
property owners in the White Oaks Country Estates development, on 172nd Avenue,
off County Road #9, who signed and sent a letter to the Board on August 1, 1974.
(a copy of this letter will be permanently attached to these minutes. ) The lette r
voiced concern over 172nd Avenue being the only access to White Oaks Country Estates,
which lies direct¡:y behind them. Mrs. Matthies felt the Boards answer, on August
13, 1974 was not satisfactory and would like this explained better.
Chairman Schneider explained the situation and noted our Township Engineer, (at that
time CED.) felt that most developments started with one access and development
pressures usually open up new access. Chairman Schneider noted the Developer of
this parcel, Lary Carlson was in the audience and could answer the questions to
limited access to White Oaks Country Estates.

Mr. Carlson proceeded with some statistics he had put together on other developments
and there access to thoroughfares. Mr. Carlson noted the average per access in
these areas; Red Oaks, over fifty units per access; Nordæn Addition, over twenty- six
per access; Northwoods Addition, over fifty-one per access, and noted Green Acres
completely accessed through Northwoods pushing Green Acres and Northwoods to
ninety-five household per access. Mr. Carlson noted White Oaks Country Estates
had twenty-four lots, smaller by percentage than all others and also stated that
White Oaks Country Estates has provided for future access, at three points.
A heated discussion continued for four minutes, between Mrs. Matthies and Mr. Carlson.
At this time, Chairman Schneider reiterated the situation, by noting to Mrs. Matthies
that he felt she has had a good explanation.
Supervisor Christenson pointed out the possible emergency situation that could be
brought about by blockage of this one access such as, the changing weather situations
and asked the Planning and Zoning to look into possible Ordinance #10 changes to
require more than one access for safety reasons.
After some discussion on 177th Avenue Northwest, (VanderLaan Road) Supervisor
Holasek made a motion to accept this street on the Engineers recommendation; second
by Supervisor Christenson; carried unanimously.
Chairman Schneider called" on Ron Allen from Red Oaks who would like a section of
Raven Street vacated. Mr. Allen ,had signatures of three landowners for this action.
(a copy of this petition will be attached: permanently to these minutes. ) Two residents
from the audience were against this action of vacating Raven Street because the bus
companies use this for turn around, including Mrs. Pope of Red Oaks. The Board
felt there would be safety to consider in the action of blocking off Raven Street.
Supervisor Holasek made a motion to deny the vacating of Raven Street for safety
reasons and noted it would cut-off exit and internal traffic in Red Oaks; second by
Supervisor Christenson; unanimous.
The next agenda item was revision of Grows Ordinance #12" Firearms Ordinance
which allows shotguns to be fired, East of County Road #9 and rifles no where. The
Board would like~ofirearms fired on parcels under ten acres and those people with ten
acres or more who would want to shoot trap or hunt, would need a permit from the
City. The Board also felt the owner of ten, or more acres must give written permission
to anyone that they would allow to shoot on their property. This written permission
must have the permit number of the owner on it. The Board directed Clerk Jaworski
to relay this information to the Planning and Zoning Commission, so they could work
on this Ordinance change immediately.
Citizens commenting on this Ordinance were; Mrs. Helen Frantz of Ward Lake Drive,
Rosella.. Sonsteby, 4100 Seventh Avenue, Lary Carlson, 17750 Aztec Street and Allen
Miles of Planning and Zoning.

The last items on the agenda were the Planning and Zoning items. Chairman
Schneider called the developers R. J. S. Builders of Kiowa Terrace to bring forward
their preliminary plat.
Mter twenty minutes of review it was noted that the developers had complie<!i with
Ordinance #10, with the requests of the Planning and Zoning Commission, with the
requests of the City Engineer. The only discrepency was, they had left the word
"preliminary plat" off of their drawing. The developers were adyised that they were
to paY~èL_ for park dedication in lieu of land.
Supervisor Christenson made a motion to accept the preliminary plat of Kiowa Terrace
based on the recommendation of the Planning and Zoning Commission and the City
Engineer; second by Supervisor Holasek; carried.
The developers asked for a copy of the minutes so they can get reviewal by the Anoka
County Board. The Town Board directed the Clerk to provide the developer with
a letter to get them on the County agenda. Attorney Hawkins noted before a final plat
would be accepted, the Township must be provided with a title' opinion on the property,
a developer contract with the City must be signed, a bond for the roads is necessary
and cash for parks. Attorney Hawkins also noted all fees, legal, Engineering and
administrative must be paid at the time of final plat signing. The Board directed
the Engineer to prepare an estimate for bonding.
The next itern covered was changes to Ordinance #8 and #10. Attorney Hawkins noted
one change to Ordinance #10 and #21 that was missed, Sec tion 11. 01, Section 3, must
read twenty acres instead of five acres. The other change needed was under the
Sections on Public Hearing notification. They must be changed from all property owners
due notification that own property within 300 feet, to 350 feet. Attorney Hawkins,
noted he would make these changes and incorporate this all into Ordinance #lO-A.
Attorney Hawkins will also get this published in the official newspaper, the Anoka
County Union.
Planning and Zoning Chairman Miles would like to delay action on Ordinance #8, so all
changes could be, incorporated into one single Ordinance. The Board agreed.
Miles also pointed out the sixty days period to handle Special Use Permits was about
up on the request of S. S. Morris, Planning and Zoning item #674-2. Supervisor Holasek
made a motion to deny the Special Use Permit on the recommendation' of the Planning
and Zoning Commission and pointed out the land was obviously too low for a Memorial
Park; Supervisor Christenson seconded; carried unanimously.
Road Overseer Arntzen noted the Bus Company was loosing mirrors on the busses
because of low hanging branches, in Grow Township, in the following areas:
150th and University
146th and University
157th near Crosstown Boulevard
Ward Lake Drive
Prairie Road and the bridge

A minor discussion on Bill Sikora's road extension of University~c Allan Miles read
the minutesoof Ham Lake's Meeting. The general feeling was that Mr. Sikora must
bring the road up to spec's, before Grow would accept it. The Board directed the
Planning and Zoning CornnìÌssion to respond to this item,
Building Inspector Arntzen noted he had changed service stations, to Anderson Skelly
noting that it was closer and gas was chéaper by approximately two cents.
Bills were paid.
Licenses were signed.
Minor discussion insued on the shade tree inspection job, with Supervisor Christenson
asking who appointed Clerk Jaworski Tree Inspector? Clerk Jaworski stated that
Chairman Schneider and Supervisor Holasek appointed him at a Board Meeting held
June 26, 1974.
Tree Inspector Jaworski noted to the Board that if the Township does not act on these
State requirements, the State will implement a program for Grow and charge the
Township. Jaworski also noted that the State Department of Agriculture has been
in weekly contact with him.
Supervisor Christenson noted the Board has a large amount of funds outstanding from
unpaid fire bills. Supervisor Christenson also noted that the chance to collect these
funds are lost forever when we receive City Status. The Board agreed that this is a
priority item and directed Clerk Jaworski to have Deputy Clerk Marilyn Kappelhoff
work on this item with help from Attorney Hawkins.
Chairman Schneider entertained a motion to adjourn; Supervisor Holasek moved to
adjourn; second by Supervisor Christenson; carried unanimously.

We the undersigned, are petitioning to have RAven street, from
139th to 140th b100ked off and filled. Traffic along this one
blook radius has become unnecessarily heavy and fast.. Most cars
using this road show little consideration at the intersections for
other traffic or for children playing along the sides. Therefore,
we feel blocking off this section 'will not inconvenience any
persons driving to or returning from their destination.
