-' Minutes of Or an1zational Meeting held March 20, 1974, at the Town Hall.
Meeting was c lled to order by Chairman Lsry Carlson at 7:25 p.m. Attending
were; Supervi ors Christenson, HOlasek, Schneider and Attorney Bill Hawkins and
others.
AttQ;rney, Bil Hawkins administered the Oath of Office to newly elected Officials,
Richard Schne er - Supervisor, Art Jaworski - Clerk, Kenneth Maus - Constable.
Bill Hawkins, ttorney suggested the Board look into the amount of a Fidelity Bond
for the Clerk nd COnstable to insure faithful performance. It was decided by the
Board to have he Clerk check with our Insurance Co." about a Blanket Bond for all
employees.
A motion was de by Supervisor Schneider ,to have Supervisor Holasek as our Chairman
of the Board. The motion failed,because óf a lack of a second. A secret ballot
was cast. (Vo es were tallied by, Art Jaworski, Clerk) Vote failed bøcause of a
lack of a majo ity. Second ~ote was taken with the Clerk Art Jaworski, Constable
Ken Hails, and reasurer Mrs. Janett Eveland participating. Supervisor Schnetder
was elected eh irman of the Board for the year 1974.
Chairman Schne der asked for volunteers for designation of duties from the Town
Board members. Marvin Christenson"Supervisor accepted the road duty. Supervisor
Holasek will b the Town Board lia1søn with the Park Advisory Board.

The next item n the agenda, was to issue a cigarette license for Hockey's Inn.
- Chairman Schne der made a motion that the Boård grant a cigarette license to Hockey's
Inn, for one y ar form the date of approval. Second by Supervisor Christenson.

The Park and R creation Advisory Board requested that the Board approve funds for
Lsngseth Pine cres, in the amount of $1,500.00 which would consist of the following:

Total cost of quipment - $1,317.00, Concrete for setting equipment $83.00, Freight

- Newly elected Constable, Ken Msus was in question as to what his duties were. The
'j Board decided to have Ken meet and possibly join .the Crime Prevention Colllllittee, who
would work wi h the county and at the time the proposed contract takes effect, any
duties would e set out. There are no duties as far as law inforcement, at this time.
After discuss on of metes and bounds descriptions, in which both Building Inspector
and Attorney ill Hawkins felt that critera for metes and bounds ( parcel of land
over five acr s) should include to the center line of the roads to be in line with
State Law. S pervisor Holasek made a motion that ~4Board adopt the following
resolution: .. All metes and bounds descriptions, parcel of land over five acres, shall
includa to th centerline of roads. .. Second by Supervisor Christenson; motion' passed.
Lary Carlson ppeared before the Board to request a variance because of an overlap in
the land desc iption of Nordmark Dale and to have the Chairman, Dick Schneider sign
the land surv y form. Motion was made by Supervisor Holasek to grant a variance and
authorizing t e Chaitman to sign the registered land survey as presented by the
developer of ordmark D~le, as per requirements of Ordinance number 10, per lot BCD
and E on regi tered land survey. Second by Supervisor Christenson: passed.
SUpervisor Ho aSek, after a discussion on assessment searches, made a motion for the
Deputy Clerk o type up a form letter for assessment searches to read: All assessment
searches are 1.00 prepaid and shall include a stamped self addressed envelope.
Supervisor Ch istenson second the motion; passed.
Marilyn Kappe hoff and Pat Lindquist will handle the gopher bounties. The premium
~, for two front gopher feet will be thirty cents. Treasurer, Janett Eveland will get
~ a checking ac ount of $50.00, which will enable the Township to have complete record
of our cost, hich half will be reimbursed by the county. Motion made by Supervisor
Holasek, seco d by Chairman Schneider, motion passed.

Winslow Holas k, Supervisor,,, designate' Marilyn Kappelhoff and Pat Lindquist to
issue':burning permits at the Town Hall. Marilyn carlson will continue issuing burning
permits at th Carlson residence¡~~s. Carlson will also notify Town Hall when she
issues a pe t and to whom. The persons receiving tbe burning permits should call
neighbors and the Anoka County Sheriffs Office, to let them know they bave a permit
to burn.
Supervisor Ho asek opened a discussion on his meeting with Mr. Steffan, Administrative
Consultant a t job descriptions and sala11y for Township employees. Mr. Steffan
(.fl'~.';-.'7charges $30.0 to $50.00 per hour and total survey would cost~$1500.00 . Supervisor
Christenson w designated to get'information on this from the League of Municipalities.
When this inf rmation is available, all Supervisors will review it, then meet to
discuss whethe to make their own decisions on staff or tetain Mr. Steffan on an
hourly basis.
The Treasurer, Janett Eveland appeared before the BOard to request an 'hourly
salary. Motio was made by Supervisor Christenson, beginning March 12, 1974, the
Treasurer, Mrs Eveland will be paid by the hour at the rate of $3.25 per hour and
be paid the se ond Tuesday of eve11y month. Motion second by Supervisor Holasek;
motion passed.

~ Treasurer, J ett Eveland informed the Board that the Township received $18,522.18
'----..' in local gov nment aid.
The Clerk, Ar Jaworski pointed out a discrepancy in the duties of the Clerk.
The written d wn duties of the Clerk on page one reads î Take minutes of all
regular and s ectal meetings, the recorder should always be on at allmèetings.
The retyped d ties read as follows: Record and transcribe minutes of all meetings.
The Clerk sug ested to have a form made up which would consist of motions and where
discussion wa of importance, get it from recorder. The Clerk also stated,because
he is not a t pist, to have Marilyn Kappelhoff transcribe the minutes. Chairman
Schneider sug ested we try it for one meeting and see how it works out.
Attorney, Haw ins will check out legally the Clerk's appointing Marilyn Kappelhoff
as the Deputy Clerk.
Supervisor Ch istenson requested to have minutes of meetings within five (5)
working days fter meeting.
Motion was ma e by Supervisor Holasek that we pay the Clerk $15.00 per meeting,
with maximum f $15.00 per day; Second by SUpervisor Christenson. Motion Passed.
