-- Minutes of a RE ULAR MONTHLY MEETING of the Grow Township Board of Supervisors held
Tuesday, June 11, 1974 at 8:00 p.m., at the Grow Town Community Center.

Chairman Schnei1er called the meeting to order at 8:05 p.m., noting that Supervisor
, Holasek was takjn to the hospital with severe abdominsl pain, therefore he would not
'be in attendanc .
Cha~an Schnei er noted that David Jack, 14826 Butternut St., N.W., has been appointed
to the-':\'lanning and Zoning COØDIIission. ChairmanSSchneider also noted the Planning
and Zoning--had.n outstanding group of applicants.
Chairman Schnei er wen~~~o inform the audience of the postponement of the Hearing
on Grow Townshi 's Incorpóration, until July 8, 1974. He also noted that Coon Rapids
Qas moved for a nexation around Crooked Lake at this late date and Anoka also is
squaring off th ir boundary again.
Noting large ag nda this evening, Chairman Schneider moved to call Steve Nemeth, who
requests a beer andcèigarette License for his store. Mr. Nemeth did not come forth.
Chairman Schnei er moved onto the next agenda item - enlarging the Treasurer's Bond.
After background work by our Insurance Agent, Mr. Newell Chester, the figure of ten
thousand dollars ($10,000) was chosen. Supervisor Christenson moved to purchase a
Bond on the Tre surer in the sum of ten thousand dollars ($10,000); Chairman Schneider
second; Unanimd s, by those present.

Third item was bert Hutchinson from Anoka County. Mr. Hutchinson explained to the
---" Board and the au ience ~hat was available. During this time Steve Nemeth apperared
to purchase hif eer and cigarette License. Chairman Schneider entertained a motion
to grant these L censes. Supervisor Christenson moved to grant the Licenses for the
period of June 1 1974 to June I, 1975; Second by Chairman Schneider; Unanimous by
those present.
Mr. Hutchinson f nished on junk cars. Chairman Schneider thanked Mr. Hutchinson for
coming out. No ction taken.
Fourth agenda it m was Bob Neary - resolution on 153rd, this road is on the west side
of the Rum River and allows large outdoor parties to happen on Mr. Neary's property.
Mr. Neary would ike the street blocked off. Mr. Neary did not appear. The Attorney
**** will get some ba kground and prepare the Board. "-.- . ..-..... Tabled.
Item five on the agenda - a reading of the changes in Ordinance 110. Chairman Schneider
read the changes and noted this is only a formality because the Board acted on these
changes at the 1 st Regular Board Meeting, May 14, 1974. Chairman Schneider also noted
the changes woul become effective after publication in the official Township Newspaper,
the Anoka County Union. ( a copy of these changes will be attached to these minutes.)
These changes to Ordinance 110 are now Ordinance 121.
Chairman Schneid r moved onto a proposed Licensing - Ordinance 122. This Chairman
Schneider noted as put together by the Building Inspector Wally Arntzen, with input
from the Attorne . Chairman Schneider also noted that most suburban communities do
~, have an Ordinanc regulating and Licensing construction activities. This Ordinance
- protects the Tow ship and the citizens alike. Chairman Schneider read the proposed
Ordinance in it'i entirety and asked for audience comments. Phil Rzeszutek asked if
this would stop epple from building their own home and if carpentry work could be done.
Building Inspect r Arntzen noted the only change would be the requirement to have plumbing
done by someone ertified.

- Supervisor Ch istenson moved to adopt the proposed Ordinance #22, as read by Chairman
~ Schneider; S cond by Chairman Schneider; Passed.
Chairman Schn ider will have Ordinance 122 and Ordinance #21 posted in the Anoka Union.
Chairman Schn ider noted the Township had asked for bids to expand the parking lot at
Town ~a11. e two (2) bids were:
Hul gaard Excavating $3,798.85
Bur on Kraabel Construction $3,546.00
Supervisor Ch istenson moved we accept the low bid of Burton Kraabel Construction;
Second by Cha rman Schneider; Passed.
Chairman Schn ider went on to explain the Township had asked for bids to landscape
the Community Center site. The bids are as follows:
Cone Nursery $1,930.45
Hill Nursery $1,995.84
Supervisor Ch istenson moved we accept the low bid of Pine Cone Nursery with the
stipulation t~at they would put Green Ash where we wanted them and that the area
around the fl pole be changed somewhat; Second by Chairman Schneider; Passed.
Chairman Schn ider called Meadow Creek Baptist Church before the Board. They have
,- asked to add 0 a·~ursery to the west side of the church, which sits in a residential
'-" area and would need a permit to add on. Orville Jensen came forward and explained the
situation. Ch irman Schneider read recommendation from the Planning and Zoning
Commission, wh ch noted an amended Special Use Permit was needed. It was moved by
Supervisor Chr stenson and second by Chairman Schneider that the amended Special Use
Permit be gran ed. Motion Carried.
Supervisor Chr stenson asked if the church had a Special Use Permit. Mr. Jensen stated,
no. Attorney wkins will draft one and transmit it to Meadow Creek, by Building
Inspector Arnt
WERE PLANNING AND ZONING ITEMS.
The first Plan ing and Zoning item called by Chairman Schneider was Al Parent's Variance
request. ¥r. arent appeared with his wife and a group of neighbors. Chairman Schneider
read the Plann ng and Zoning recommendations in it's entirety. Mr. Parent noted that
his request wa unique because; it could not be developed further; four-hundred (400)
acres of lake n the back yard; a church next door; county rQi d in front; no buildable
land to the so tho After fifteen (15) minutes of discussion, Chairman Schneider noted
he would like 0 hear Supervisor Holasek's (who was å'.~t) V~t~Oint on this Variance
request. Supe is or Christenson noted he would also like to ,the Attorney research
this and have ome written words on it. Supervisor Christenson moved to table this
Variance reque t, until thursday, June 13, at 8:00 p.m. Second by Chairman Schneider;
Passed. Mr. P rent was told by Chairman Schneider that he would keep him informed if
he would like o attend.

- Next Planning and Zoning item to be heard by the Board was the Variance request of
~' David Heidelb rger. Mr. and Mrs. Heidelberger came forward. Minor discussion followed
after Chairm Schneider read letter from Attorney Hawkins on this subject and also the
recODmendatio s of the Planning and Zoning CODlDission in full. (Copies of these letters
and recommend tions will be attached to these minutes as Item #3)
Chairman Schn ider stated to Mr. Heidelberger it was very clear to him that if the
Supervisors a low this Variance, they would be violating the laws of the Township.
Supervisor Ch istenson moved the Board of Supervisors accept the recommendation of the
Planning and oning and the opinion of the Attorney; Second by Chairman Schneider;
Passed. Var ance request Denied.
Cecil Heidelb rger objected from the audience and pointed out if the Board tabled the
Parent Varian e request because Supervisor Holaaek was absent, how could they make a
decision on t is one? Chairman Schneider pointed out to Mr. Heidelberger, that the
grounds for t bling the first request by Supervisor Christenson was written in-put
from the Atto ey, which they do have in hand on the Hèidelberger request. Matter
closed.
Chairman Schn ider called Bruce Hay who was on the agenda for a Special Use Permit.
Not present.
Chairman Schn ider called Mary VanderLaan. Mrs. VanderLaan came before the Board for
a Variance re~ est. Chairman Schneider read the recODmendation from Planning and Zoning
and to have t is understood more clearly, Planning and Zoning Chairman Miles read
,~. section of Pl ing and Zoning Minutes on page six, pertaining to this. Mary VanderLaan
.~ came forward began to state her case. Mr.. VanderLaan noted the reason she was
asking for th Variance was because she was wrongly issued a permit under our Ordinance
#8, June 1, 1 2 and the Planning and Zoning Chairman Art Jaworski in looking at the
property had ted to Building Inspector Arntzen he could see no reason for not issuing
another permit, therefore Mr.. VanderLaan sold the house constructed in 1972, applied
for two (2) bu lding permits in July of 1974. Building Inspector Arntzen, after
conferring wit the Planning and Zoning Chairman Jaworski and Grow Attorney Dick Beens,
issued the two (2) permits. Mrs. VanderLaan constructed the barn firat, could not get
the right type of home loan and allowed the building permit to go void, with the
understanding he could be re-issued within one year under State Building Code, when
she reapplied ecause of unacceptable private roads and pending law suit and Section
4.04, Ordinanc 18, "No frontage on a public road." Attorney Hawkins recommended denial I

Mrs. VanderLaa noted she has not changed a thing, but the Township has changed the
way they are 1 oking at her situation based on the same Ordinance. Discussion proceeded

Miles and Cler Art Jaworski. 1 Attorney Hawkins noted that a public hearing could be
called by the ownship on this road and it would not cost Mrs. VanderLaan a cent, up
to that point f she got road construction costs on her own. Mrs. VanderLaan agreed to
move in this d rection. If Mrs. VanderLaan meets criteria, this can be published and I
the Hearing he d on July 2, 1974 relàted Attorney HawkiĆ . Supervisor Christenson I
moved to table Variance request; Second by Chairman Schneider; Tabled, until July 2,
1974.

- Chairman Schnei er called Lary Carlson who was on the agenda with his final plat of
~ White Oaks Coun ry Estates. Mr. Carlson brought forth all pertinent data including;
seven (7) copie of the final plat for the Clerk. Mr. Carlson also submitted two (2)
sets of topogra hical data to the Clerk and the required information and legals to the
Attorney. Supe visor Christenson asked, why the proposed elevations of the building
sites were not upplied? After discussion, it is noted that the Building Inspector
Arntzen, when c lled to issue a building permit, will check elevations if he has
reservations on elevations, he will have them shot with a transit before issuing a
building permit. Minor discussion insued on easements for ponding, etc. Supervisor
Christenson ask d for a signed copy of the preliminary plat to compare it with the final
plat. Clerk Ja orski could not find this signed copy, but brought out a copy of the
preliminary pla not signed. Supervisor Christenson made a motion to accept the final
plat of White 0 s Country Estates, provided it meets all required final plat data;
Second by Chai n Schneider; Passed.
Chairman called ay 600k who would like a permit to move a house into Grow Township
under Ordinance 4. Chairman Schneider read the Planning and Zoning recommendation
in full. Allan iles Planning and zoning Chairman came forward and pointed out at
another section of the report that asked for a sketch plan be shown to the Town Soard
for the needed a~dition to bring the house up to minimum square footage on the first
floor. Mr. Coo showed this sketch plan to the Soard. After minor discussion, Supervisor
Christenson move to allow Mr. Cook to move house into Grow, provided that all criteria
under Ordinance 4 and Ordinance 18 be met. Second by Chairmsn Schneider; Passed.
Chairman Schneid r called Michael Fern. Mr. Fern appeared before the Soard for s
~ Variance ~equest to move the common lot line between lots~ (2) and three (3) on
Partridge Street in Red Oaks Manor. Mr. Fern noted he now owned both lots. ChairDII n
'-" Schneider read Panning and Zoning recommendation and noted member Robert Rither was
against. Chairm n Schneider called on Robert Rither, rlanning and Zoning Board member
add asked him to explain situation. Mr. Rither felt the Township was being used as an
easy way oat! to olve some surveyors mistakes.
After minor disc ssion Chairman Schneider entertained a motion, Supervisor Christenson

Chairman Schneid r moved to allow the Variance request based on the recommendation of
the Planning and Zoning Commission. Supervisor Christenson second; Passed.
The Soard moved o appoint David Jack, tiew Planning and Zoning member to the Parks/Advisory
Board as Plannin and Zoning liaison member of the Parks/Advisory Board. This was
recommended by Panning and Zoning Chairman Allan Miles. Mr. Jack was in favor.
Bills were paid.
Supervisor Chris enson moved for adjournment; Second by Chairman Schneider. Meeting was
adjourned at 12: 0 a.m.
