Minutes of a REGULAR MONTHLY MEETING of the Grow Township Board of Supervisors held
August 13, 1974 at 8:00 p.m., at the Grow Community Center.
Present Chairman Schneider, Supervisor Holasek, Attorney Hawkins and Deputy Clerk
Marilyn Kappelhoff.
Absent: Supervisor Christenson and Clerk Jaworski.
Chairman Schneider called the meeting to order at 8:05 p.m.
The first agenda item was the correction in the legal description of Smith's Rolling
Oaks plat by Raymond Prasch. Chairman Schneider read the legal description error as
follows:
"Thence South along the East line thereof, 650 feet."
Chairman Schneider read the correction as follows:
"Thence South along the West line thereof, 650 feet."
Chairman Schneider moved that the Board accept and sign the plat as corrected and advised;
second by Supervisor Holasek; passed.
Paul C. Jensen renewal of a Special Use Permit was the next agenda item. Chairman
Schneider explained to the audience that Mr. Jensen owns and operates an Electronics
Shop in his home at 17225 Round Lake Boulevard N.W., Anoka, Minnesota. Chairman
Schneider moved to grant Mr. Paul C. Jensen a Special Use Permit subject to the conditions
as stated in the Special Use Permit, from August 13, 1974 to August 13, 1976; second
by Supervisor Holasek; passed.
Harlan Lusk petition for blacktop on Enchanted Drive the next agenda item. After some
discussion among the Board and the residents on Enchanted Drive on what section of Enchanted
Drive to be blacktopped, Supervisor Holasek moved to accept the petition and directed
Wally Arntzen to contact the Township Engineer Dewey Kasma to do a feasibility study of
the area; second by Chairman Schneider; passed. The Board will hold a Public Hearing
on September 4, 1974 at 8:00 p.m., at the Community Center and Attorney Hawkins will
publish the Hearing notice in the Anoka Union. The Deputy Clerk will notify the
residents by mail. Mr. David Tjaden requested that the Board add his name to the above
mentioned petition~ The Deputy Clerk added Mr. Tjaden's name to the petition.
The second reading of the Horse Ordinance was read in full by Chairman Schneider.
Chairman Schneider questioned Attorney Hawkins on Section 5-b "application will be
made in writing by the owner of the land." Attorney Hawkins directed the question to
Allan Miles Chairman of Planning and Zoning. Chairman Miles stated that the Planning
and Zoning Commission felt that sometimes a person who owns land, is not aWare of his
renters putting horses on his land and the Township issues a permit, the Township could
get into trouble.
Chairman Schneider questioned Chairman Miles on Section 4-f, "no person may ride or
drive a horse after the hour of sunset," and asked Allan Miles if this included a pony?
Allan Miles stated yes, the Planning and Zoning Commission will have a Public Hearing
on the changes to Ordinance #8, which should clarify a horse and pleasure recreational
animal.

Chairman Schneider explained to the audience that the Horse Ordinance was passed at
the July 9, 1974 Regular Town Board Meeting and read page two, paragraph two of the
July 9, 1974 minutes as follows:
Chairman Schneider - against - Section 1-a, Acreage and Section 1-e rear
yard set-back requirement.
Supervisor Ho1asek - for - as is with some reservations on the minimum shelter.
Supervisor Christenson - for, as is.
Chairman Schneider signed the Horse Ordinance as Grow Township Ordinance #23. Attorney
Hawkins will publish Ordinance #23 in the Anoka Union.
Next agenda item was the Park/Advisory Board matters. Secretary of the Park/Advisory
Board Sylvia Britton appeared before the Board with the following recommendations from
the Park/Advisory Board for Town Board approval:
1. Authorization to purchase approximately 25ft bag of "pasture" mix grass
seed at the cost of $35 per 25# bag.
2. Authorization to have installed, one security light for Cedar Crest Park,
Shady Knoll Park and Langseth's Pine Acre Park.
3. Authorization of no more than $550 for a ten (10) foot slide and a two
section, four seat swing set for Shady Knoll Park.
After some discussion on seeding of Cedar Crest Park, Supervisor Holasek moved to approve
the recommendation from the Park/Advisory Board to purchase "pasture mix" grass seed for
$35 for a 25# bag; second by Chairman Schneider; passed.
Supervisor Holasek moved to approve no more than three (3) extra poles, if needed and
no more than $90, if more poles are needed, the Park/Advisory Board should contact the
Town Board again; second by Chairman Schneider; passed.
Supervisor Ho1asek moved to grant the Park/Advisory Board authorization to purchase a
10 foot slide and a two section, four seat swing set to be placed in Shady Knoll Park,
not to exceed $550 and the equipment is to be installed by the Shady Knoll residents;
second by Chairman Schneider; passed.
Building Inspector Arntzen questioned Sylvia Britton on what the Park/Advisory Board
plans on doing with the park equipment that has been at the Town Hall. Sylvia Britton
stated to the Board that the Langseth Pine Acre residents will be installing the
equipment on Saturday, August 17, 1974. Supervisor Holasek stated that if it is not
done within~ two (2) weeks, the Shady Knoll residents should install it in their park.
The Board will meet with the Park/Advisory Board on August 22, 1974 at 7:30 p.m., at
the Community Center to review the development plan of the Community Center site put
together by John Keprois, a University of Minnesota student.
Bruce Hay Special Use Permit for a mobile home park the next agenda item. Tabled until
Augus t 19, 1974. Chairman Schneider felt no action should be taken until Supervisor
Christenson is present.

Bonnie Hoffman questioned the Board on who the proper person is to contact to get the
South Coon Creek street sign installed. After some discussion Chairman Schneider stated
to Mrs. Hoffman that he will check on what is needed and direct someone to install the
sign.
Cecil Heidelberger questioned the Board on Building Inspector Arntzen doing the
building inspection for Burns Township. Chairman Schneider explained to Mr. Heidelberger
that the Board has agreed to Arntzen doing the inspecting for Burns Township with the
stipulation that he does it after hours and drives his own vehicle.
Cecil Heidelberger questioned the Board on Arntzen getting paid extra for the Road
Overseer position. Chairman Schneider explained to Mr. Heidelberger that Wally Arntzen
acquired this position of Road Overseer after the Board refused to pay past Road Overseer
Marvin Christenson compensation and mileage. Chairman Schneider also stated that the
Board felt that this position should be handled by a full time To,.nship employee and
the Board agreed to pay Arntzen $75 per month on a two month trial basis.
Zoning and Planning agenda items
The Building Site Criteria was the first Planning and Zoning agenda item discussed.
Chairman Schneider read Planning and Zoning recommendation in full. The Board tabled
the Building Site Criteria until Attorney Hawkins reviews this matter and advises
Chairman of Planning and Zoning Allan Miles if it should be included in the existing
Ordinance #8 or a new Ordinance drafted.
Sylvia Britton questioned Planning and Zoning Chairman Miles why the Planning Commission
did not respond to Mr. Lary Carlson's letter read at the Planning & Zoning meeting of
July 30, 1974. Mr. Miles stated that if the Board requests that the Planning Commission
respond to Mr. Carlson's letter the Plannning Commission will do so. Chairman Schneider
directed Planning and Zoning Chairman Miles to respond to Mr. Carlson's letter. Hiles
stated he will discuss this matter with the members of the Planning Commission at their
August 27, 1974 meeting.
Gerald Windschitl appeared before the Board requesting to rezone from R-l Single Family
Rural to R-4 Single Family 13,00 square feet. Chairman Schneider read Planning & Zoning
recommendation which stated that Mr. Windschitl would plat and bring to a compleærecording
two (2) parcels of land and bring to a preliminary approved status the land as divided
into R-4 character. Supervisor Holasek moved to grant Mr. Windschitl to rezone from
R-l to R-4 subject to the recommendation of the Planning & Zoning Commission; second
by Chairman Schneider; passed.
Rosella Sonsteby appeared before the Board to request rezoning from R-l to Neighborhood
Business.; Mrs. Sonsteby stated to the Board that she wanted the statement made by
Beverly Hagen at the Planning and Zoning Meeting of July 30, 1974 that Mrs. Hagen had
lived at 14234 Round Lake Boulevard for fourteen (14) years put into this set of'Tó~m Board
Meeting minutes, because this statement made by Mrs. Hagen was not put into the Planning
Commission minutes. Chairman Miles stated to the Board that the Planning Commission felt
this statement Was not revelant to the rezoning request, and also stated that this is
on tape. Chairman Miles stated that he will take this matter back to the Planning
Commission and recommend this statement made by Beverly Hagen be added to the Planning
Commission minutes of July 30, 1974.

Chain"an Schneider read a letter he received from Trueman Hulegaard which requested
that before the Board approves the rezoning of Rosella Sonsteby to review his rezoning
request of 1973 to a Neighborhood Business which was denied.
Chairman Schneider read the Planning and Zoning recommendation which stated that the
rezoning request of Rosella Sonsteby be denied due to the fact the area is located at
the intersection of Round Lake Boulevard and Bunker Lake Boulevard of five to ten acres
is presently zoned Neighborhood Business and it is not felt that at this time additional
area is needed for Neighborhood Business purposes. The Board decided to table the
rezoning request of Rosella Sonsteby until September 10, 1974 because Chairman Schneider
felt this matter should be discussed in the presence of a full Board. Mr. Olson a
resident in this area requested that the Board have this rezoning first on the September
agenda. The Board agreed.
s. So Morris Special Use Permit the next item on the Planning and Zoning agenda. No action
taken, Mr. Morris not present.
A resident on l39th in Grow Township stated to the Board why class five WaS put on 139th
instead of clay and cinders as requested. Chairman Schneider explained that the Township
Engineer recommended class five because within another year or two, it would be torn up
for sewer.
Attorney Hawkins suggested that the Board set up a Road and Bridge Committee for the
road problems.
Supervisor Holasek moved to pay $100 to the LOPS Tops Club for picking up trash along
Prairie Road, Bunker Lake Road, Crosstown, Ward Lake Drive north of Crosstown Boulevard;
second by Chairman Schneider; passed.
Supervisor Holasek moved to grant Mr. Paul Schreck a mobile home permit while his home
is being built from August 13, 1974 to November 13, 1974; second by Chairman Schneider;
passed.
Bills were paid.
Building Inspector Arntzen requested that the Board hold the check to H & S Bl~cktopping
for the patching of Gladolia and the parking lot has a low spot which has to be corrected.
Arntzen stated that H & S did a poor patching job on Gladolia. The Board agreed to
hold these checks until these repairs are corrected.
